Y., as part of the consideration for the issuance of the Permit does understand and prescribe to the fol- lowing: 1 . Spoil is to be paid for. This was the understanding made, that the application could be treated as non-significant and if the other dredging was to be done, the applicant would apply for the additional dredging at a later date.
