Gillispie, Jr., Chairman Robert Bergen Herbert Rosenberg Charles Gregonis, Jr. Serge Doyen, Jr. M I N U T E S Sbuthold Town Board of Appeals July 309 1959 A regular meeting of' the Southold Town,Board of Appeals was held Thursday; July 30, -1959, 7:30 P.M., at 'the Town Cler 1s Office, Main Road, Southold, New York. There were presents Messrs. Robert W. Gillispie, Jr. , Chairman, Robert Bergen,'Charles Grigonis,. Jr-. , and Herbert Rosenberg who appeared after the meeting opened. Absents Mr. Serge Doyen, Jr. Also presents Mr. Howard M. Terry, .Building Inspector.. ' kr. John F. Haley appeared before the Board of Appeals for an informal discussion relative to a special exception he was granted under date of April 16, 1959. At the. timeiof the hear- ing Mr. Haley was granted permis'sion- to "erect a 2' ft. by 3 ft. sign to be^'placed on the model shell, but- denied permission to erect a 4 ft. by 6- ft.' ground sign to" be located on the west side of the property of 'George L. Penny, where the model" shell of the North'Fork Housing Guild is. located.- At. that time-Mr. Haley. was advised' by the Board that if_. the wall sign was found inadequate to come in. for permission to erect the ground sign -on the west side of the property. Mr. Haley has now found the Southold Town Board of Appeals "2- July 30' 1959 wall sign inadequate to call the attention of the motorist and wishes to remove the wall sign and erect the ground sign on the west side of the property The minutes of the meeting of April. 16 1959 were reviewed as to the history. The sign that is presen-4�ly located on the east side of the property- is of the North F®rk_Housing Guild® The sign on the model shell is for the branch office- of the Russel-1P. Silleck agency; John F. Haley, salesman. Mr. Haley wishes the west ground sign to be lettered the same as the wall sign. .The Board discussed this 'point with Mr. Haley and it was de c idea" there should be less wording, 'with .more emphasis on real estate office. This was agreeable to i6®Haley. Mr.-Haley was advised by the Board ' to file an `application for a review of the decision of -April. 16� 1959 and hearing on -this application would be held Thursday, August 13tho The minutes of the meeting of July 23, 1959,' on motion of Mr. Bergen,- seconded by Mr. Grigonis and carried, were approved as submitted. Vote of -the Board: Ayes®- Mr. Gillispie, Mr. Bergen, and Mr. G rigonis. On motion of Mr...Bergen, seconded by Wr. Mr. Gillispie, Mr. Bergen, and Mr. Grigonis. It was further RESOLVED that legal n6tice of hearing -be pub- lished in the officialnewspaper on date of August 7, 1959. Vote of the Boards Ayes-- Mr. Gillispie, Mr. Bergen, and Mr. Grigonis. Copies of .ARtidle V A, Huntington Town Building Zone Ordinance, regarding Excavations and Removal of Topsoil, were distributed to the Board members. This information was to be takeh home- and reviewed and suggestions to be made at the next meeting of theBoard of Appeals as to the revision of this article. John acid Rose Koroleski, Sound-Avenue9 Mattitu.ck, New York,, appeared before the Board for an informal discussion relative to their labor camp. With reference to this the following discussion was held by the Board at their meeting on July 23, 19590 An informal discussion. was held relative to the Jbhn and Rose Koroloski'labor camp on' the north end of their farm," north side Sound Avenue, Mattituck. " this building used for a labor camp is approximately 400 ft.-'from dwelling of Harold Search and Mable lAfolverton and":other-neighbors along Sound bluff� and approximately 3000 ftg from _the Kbroleski residence. The building in question was m®ved-` from" Nlattiti ek- approximately 1956 and sets approximately 3''f t. from the property line of the Koroleski farm. Objection- has been raised by the above- mentioned neighbors to the camp or use of the building® It r - Southold Town Board of Appeals --- July 30, 1959 was the opinion of the Board members that if this building were used as a labor camp it shouldbe moved closer to the Koroleski residence than to any other residence in the area. If, howevery it was to be classified as a one family residence it would have to have a minimum width access road approved by the Board and a building lot of 100 by 125 minimum, and the build- ing must comply with the Health Department rules and reg- ulations*11 Mr. and Mrs. Koroleski stated that the information read from the minutes was correct. The following facts were brought out at this time: The .size of the building is 14. f t. by 34 ft. , is one room, and is approx- imately 200 to 350 ft. from the westerly line of the Koroleski farm. The building had not been occupied until after- May 1957 when strawberry pickers were housed in it . At present there are three men and one woman in the building. Mr. Gillispie explained the problems. of establishing a labor camp, having had one himself for many, years. Mr. Gillispie produced his personal labor camp files containing Health Department reports, rules and regulations, and State Police inspection reports, rules and regu]a tions. Article K, Section 1003a, of the Building Zone Ordinance, pertaining to labor camps, was read to Mr. and Mrs. Koroleski. They were advised that for the building to conform to the Zoning Ordinance as a private. one family residence it would have to conform to all requirements of a residence in an "A" District. The Health Department states that- there must be electricity and running water® If it is to be used as a labor camp, the simplest and most economical way would be to move the building behind the Koroleski barn and hook into the electricity and water from the barn. After a lengthy discussion the Koroleski's advised the Board that they intended to move all of the help from the building and leave it as is, vacant, for the remainder of the year. The next meeting of the Southold Town Board of Appeals will be held Thursday, August 6, 1959, 7:30 P.M.9' at the Town Clerk's Office, Main Road, Southold, New York. Meeting adjourned at 9:55 P.M.
