Southampton NY 11968 Re: LOUIS & LUBA CORSO SCTM 083-2-10. 4, 10. 5 & 10. 6 Dear Mr. Haje, The following action was taken by the Board of Town Trustees during its regular meeting held on August 25, 1994 regarding the above matter: WHEREAS, En-Consultants Inc. , on behalf of LOUIS & LUBA CORSO applied to the Southold Town Trustees for a permit under the provisions of the Wetland Ordinance of the Town of Southold, application dated May 9, 1994. WHEREAS, said application was referred to the Southold Town Conservation Advisory Council for their findings and recommendations, and WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on August 25, 1994 at which time all interested persons were given an opportunity to be heard, and, WHEREAS, the Board members have personally viewed and are familiar with the premises in question and the surrounding area, and, WHEREAS, the Board has considered all the testimony and documentation submitted concerning this application, and, WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, NOW THEREFORE BE IT, RESOLVED, that the Board of Trustees approves the application of LOUIS & LUBA CORSO to construct a 460+ l.f. of timber retaining wall with 2- 12 ' angled returns to be placed in the cliff and completely covered with sand. To reduce the erosion potential associated with bulkheading, the applicant proposes the use of 300-500 lbs armor stone to stabilize the sand at the base of the bulkhead. The stones would be placed at the base of the bulkhead depth at mean low water and would extend approximately half-way up the height of the bulkhead. Four copies of an amended project description, site plan and cross section indicating these changes are enclosed for your use. Other alternatives to the proposal are as follows: 1. ) Gabion installation The use of gabions to stabilize the bluff would have a similar or more severe aesthetic -impact than those associated with the proposal. The consequences of this action would result in the continued erosion of the bluff as seen in the recent storm events; resulting in a potential hazard to property and human life. Please be advised that the correct Suffolk County Tax Map lots are 10.4, 10.5 and 10.6. At the request of our office, kindly withdraw the application for the timber stairways on lots 10.5 and 10.6 (the two eastern lots) and continue the review of this project as it. is shown in the project plans. No procedure can guarantee a permanent solution, but some have significantly showed erosion.over several years: From these, it appears the following ,is essential: I. Do not allow surface water to go over top; of the slope. 2. Remove the overhanging lip at the top of the slope, 3. Provide protection at the toe of the slope with a low, well constructed bulkhead. There may be circumstances wherd the beach is sufficiently.wide that this• is not necessary; but it will be unusual. If this should be , the case, the Use of marsh building vegetation on the beach should be considered. If a bulkhead is used, . leave a level area in back of it if adequate beach permits. This is to be heavily vegetated with American beachgrass.
