A regular meeting of the Southold Town Board of appeals was held at 7:30
P.M. on Thursday, May 222 1958, in the Town Clerk's Office, Southold, New York.
There were present: Messrs. R. We Gillispie, Jr.; Chairman, Herbert
Rosenberg, Robert Bergen and Charles Grigonis, Jr.
Absent: Mr. Serge Doyen, Jr.
Also present: Mr. Robert W. Tasker, Town Counsel and Mr. Howard M. Terry,
Building Inspector.
PUBLIC HEARING: Appeal No. 61 — Application of Mir. Felice J. Rossi of
Depot Lane, Cutchogue, New York, for a special exception under the Zoning
Ordinance for the erection of a directional sign at the intersection. of Depot
Lane and Route 27A, Cutchogue, New York.
Chairman opened the meeting by reading the application on Appeal No. 61,
letter to applicant advising of date of public hearing and legal notice of
hearing with affidavit attesting to publication of same in the Long Island
Traveler — Mattituck Watchman.

Chairman: Is there anyone present who wishes to speak against this applica—
Mr. Vincent Bialeski of Mattituck, New York, stated that he had no objection
to the sign but felt that in its present location it was a traffic hazard and
should be moved.
There being on one else present who wished to speak against this appeal the
Chairman asked if there were anyone present who might like to speak for it.
Mr. Felice J. Rossi: I have a few names here of people who do not oppose
the sign. I don't believe there are other points to add except that we would
just like your advice and permission to place the sign in a spot that would
be approved.

Chairman: I believe that the Board is of the opinion that the kind of sign
you propose is necessary if you are going to run a motel.
The special exception was unanimously granted by the Board to locate the sign
thirty (30) feet north of the present location, Route 27A, and five (5) feet in
from the road on the north west side of Depot Lane, Cutchogue, New York.
PUBLIC HEARING: Appeml No. 62 — Application of Edward L. Purcell, A/C
Welcome Inn9 Main Road, Mattituck, New York, for a special exception to.the
Zoning Ordinance in order to erect a roof sign do the premises.
Chairman read the application, legal notice with affidavit from the Long
Island Traveler — Mattitck Watchman attesting to the publication in that news—
paper and letter to applicant advising of date of public hearing.
Chairman: Is there anyone present who wishes to speak for this application?
Mr. Thomas Dwyer: I just want to say that there is a problem of visibility.
People coming from the Vilest cannot see my place until they are right on top of
it and if I had a roof sign they would be able to see it from a distance.
Chairman_: Is there anyone who wishes to speak against this?
There was no response to this and the Board studied the application and
discussed the property in question. The Board unanimously granted the special
exception for the installation of a Neon Sign 2' x 4" on the roof of the property
known as "Welcome Inn" on the Main Road, Mattituck, N. Y. Sign is not to exceed
fifteen feet six inches from ground level to the upper edge of sign.
An informal discussion was held with Charles Townsend and Edward Purcell of
Ed's Sign Service, Riverhead, New York, relating to commercial signs in the Town
of Southold.
Mr. Grigonis submitted suggested rules and procedure for establishing and
maintaining magazines for explosives. These rules were unanimously approved by
the Board for use in considering applications for variances.
The following suggested procedure relating to the granting of Special
Exceptions for business signs were discussed:
1. Applicant must present with his application a letter, signed by the
owner of the property, granting permission to erect a sign on said
premises. Permits should be granted with a definite limit set in the
special exception, after which a permit may be revoked by the Board
of Appeals if circumstances change which imvolve the granting of the
original special exception.
2. The location chose by the applicant for erection of a sign must meet
the general standards set up in. Article VIII. Exact specifications
and description must be furnished. In the "M" District a variance
would be required.

3. The purpose of such a sign must be directional in the public interest
or convenience as distinguished from signs advertising the sale of
products or merchandise. Signs advertising types of businesses which
provide food, shelter and amusement for the public are deemed in the
public interest and convenience.
4. The number of signs permistted per business must be reasonable as
dtermined by the Board in each case.
The above is not intended to be a rule or regulation but is to be used
purely as a guide. It is not intended. to be definitive.
Minutes of the May 8th meeting were read. On motion duly made by
Mr. Rosenberg, seconded by Mr. Grigonis, and carried, Minutes of .the May Sth
meeting were approved.
The next meeting of the Board is to be held on Thursday evening, May 29th,
at 7:30 P. M.
Meeting adjourned at 11:10 P.M.
