Notes on organizationlmeetkng' held April 22 1957,Southol.d Town- Clerk's Office-
The revised Southold Town, Building Zone--Ordinance:.,proposed by the Zoning-
Commission which was appointed- in March 1955 was: adopted by the T-oim Board to .
become. effective`April 23;rd; 1957. The Town Board appointed the following
individuale: to serve:-on the Board of Appeals: . Phone-
Robert W Gillispie Jr(Chairman)..95 yr..East Marion- Gr. 7-1309
Robert'Bergen 4 yr..Mattituck -Mat 9-8943
Herbert Rosenberg 3 yr..Southold So 5-3372

Of the above_. individuals all were- sworn in-with the exception of Serge-
-Doyen who was absent:. Also present at 'this meeting were Howard Terry,Building
Inspector and Norman Klipp,Sup ervisorp.R:G Terry Jr,Town Counsel.
It was agreed that the Board of Appeals. should meet, regularly on, Thursday.
nights at the Town Clerk's Office. at 7 00...the frequency of the Meetings,to
be determined- by the amount of business- to come before the board..
Mr- Terry- suggested that he would be glad. to ask Mr Rathkopf,lawyer and
author of a legal work on Zokigg2of Rockville;Center,to consult with us.
An attempt was made,.-to tentatively clarify procedureB- and rules which-
must be established by the Board in hearing and acting on appeals.It was-
agreed that an appeal can 'be'made: in person,by,- agent,or by counsel.Presumably _
such appeal _would result from a rejection- of application for a building permit
by the Building Inspector.P-robably the.- applicant would follow about the following
procedures obtains- proper Strm in duplicate_.from Town Clerk(R G Terry was akkdd
to order these.forms),fills out $�- form complete with additional sheet if
necessary stating ,reasons for. appeall6ttaches $15.00 feeileaves it with Town-
Clerk,being sure that the original appdioati'onais notarized....the- Board at its
next regular meeting reads: the application and causes a notice... to be prepared'
for-the newspapers--in compliance.-with the ordinance_ on the matter of public,
notice:.Th b notice sets a date-for a, public hearing,presumably the following
Thursday at the Town Clerk' s'Offi�ce at 700 P.M..there was some discussion at
this point of the matter of ad-journing a hearing until a future- date-.
It was agreed that the Board .should requite witnesses to testify under
oath.Mr Terry stated that the Chairman or Acting Chairman can administer an
oath legally.The question of who would be- acting chairman- in the absence of the
chairman was resolved-. by aggreeing_that the.order of seniority noted above would
obtain.A minimum list of reasonably priced furniture,.was drawn up,including a
4• drawer legal size..filing cabinet with loek,drafting board table;conference
table(6: x 30" ,metal desk,6 chairs,,typewriter & table:It was also agreed that
Mr Klipp would order. suitable_. stationary as well as obtaining installation of
a -phone. .It was agreed that a secretary capable- of rapid short hand note taking

There`wes considerable discussion of the exact procedures applicable in,
various typical cases...the function of the planning board and its 'relationshi
to the Town Board.An attempt was made to outline the type of case K` mig t: e=
, directly referred to the Town Board and/or the Planning Board.
