A regular. meeting of .the Board of Town Trustees was held at
7:30 p.m. , Tuesday, January. 3, .1978 at the Town Mall, .Main ,Road,
Southold, New York. Present 'were:'
Philip G. Horton, Trustee
Paul Stoutenburgh, Trustee
John Nickles, Trustee

Mr. Nickles made .a motion to designate Philip G... Horton,-.as .
president of :the Board of Southold Town Trustees for a period. of
two years. Mr. Harris seconded the motion and it was carried.
Mr. Stoutenburgh made a motion to designate Muriel Brush
as clerk of. the_ Board. of Southold Town Trustees for,. the .year
1978. Mr.- Harris seconded the motion and it .was . carried.
Mr.. Horton made a motion to designate the Chemical Bank,
Southold Branch, as depository for, the Board of Southold. Town
Trustees. ' Mr. Harris seconded the motion and it was carried. .
There was discussion with Captain Howard .Petersen ..regarding
the pilings he has placed in Mattituck Creek. The board denied
Capt. Petersen's application , at the last-meeting., It .was
suggested that the baymen might not be against the pilings being
placed closer to the shore. Mr. Charles Sidorowicz , _a baymen., .
and George ,Bird, former trustee, ,.both ,indicated that it is now
a navigational hazard for a variety of reasons._. It was decided.
that the trustees, Mr. Petersen, and other interested parties
would meet at the site. at 10 .a.m.., , Saturday, January-.14, 1978 to
discuss the matter. The secretary was instructed by the. .president
to inform the people that were at the previous meeting of this
meeting.
The following letter from the New York State Department of
Environmental Conservation dated December 16, 1977, was read into
the minutes.
"This Department has recently completed water quality studies

within Stirling Harbor to determine the feasibility of seasonal
certification of shellfish lands. Unfortunately water quality data
indicate coliform bacteria levels in the area which exceed the
criteria for certification.
"All of Stirling Basin, therefore, will remain closed to
shellfishing throughout the winter months. "
Mr. Stoutenburgh requested that the DEC be' written a letter for
verification of when the count was taken as people from the area
say they haven't seen anyone taking samples. This was agreed to
by the Board and a copy of the letter will be sent to Edward
Kruszeski, Greenport Harbormaster.
President Horton moved for the adoption of the following
resolution:
WHEREAS, Alvah B. Goldsmith has faithfully served the Town of
Southold as a member of the Board of Southold Town Trustees for
thirty-four years, and
WHEREAS, his record of fine service to the Town of Southold
and its people deserves the sincere gratitude of those with whom ✓
and for whom he worked,
NOW, THEREFORE, BE IT RESOLVED that the Board of Southold Town
Trustees expresses its appreciation to him for his fine record of
service, and its best wishes for the years ahead, and
BE IT FURTHER RESOLVED that this resolution be made a part of.
the permanent records of the Town, and that a copy be 'sent to
Alvah B. Goldsmith:
Mr. Nickles seconded the motion and it was carried.
President Horton moved for the adoption of the following
resolution:
WHEREAS, Douglas Robertson has faithfully served the Town of
Southold as a member of` the Board -of -Southold Town Trustees for
eleven years, and
WHEREAS, his record of fine service to the Town of Southold
and its people deserves the sincere gratitude of those with whom
and for whom he worked,
NOW, THEREFORE, BE IT RESOLVED that the Board of Southold Town
Trustees expresses its appreciation to him for his fine record "of
service, and its best wishes for the years ahead; and
BE IT FURTHER RESOLVED that this resolution be made a part of
the permanent records of the Town, and that a copy be sent to
Douglas Robertson.
Motion was seconded by Mr. Nickles and carried.

President Horton moved for the adoption of the following
resolution:
WHEREAS, George Bird has faithfully served the Town 'of South-; „J
old as a member of the Board of Southold Town Trustees for three
years, and '
WHEREAS, his record of fine service to the Town of Southold
and its people deserves the sincere gratitude of those with whom
and for whom he worked,
NOW, - THEREFORE, BE IT RESOLVED that the Board of Southold
Town Trustees expresses its appreciation to him for his fine
record of service, and its best wishes for the hears ahead, .and
BE IT FURTHER RESOLVED that this resolution be made a part
of the permanent records 'o'f the Town, and that a.- copy'- be "sent to
George Bird.
Motion was- seconded by Mr. Nickles and, carried.
President Horton declared the minutes of the November 12 , C.:y
1977, and December '6, 1977 meetings approved as submitted, th'ere
being no objection to them from any member of the board.

David M. Johnson' application to' place 250 lb'. mushroom mooring
off private. property of the applicant at Corey Creek. Mr. Y
Johnson is to' be contacted for more specific information regarding! 0).

M. Withers - application for floating docks at Schoolhouse Creek.

The bottom is privately owned.
Mr. Horton made a motion that the Board of Southold Town =�
Trustees' has' no objection tc this application although 'i't is not
in its jurisdiction.- Mr. Nickles seconded' the motion and it was
carried.
Mr. Niches made a motion to table the application of
/Salvatore Cucinotta for a dock, ramp and float at 'Little. Creek
✓ in 'orderto obtain more information. Mr. -Harris seconded the
motion and it was" carried.

On motion made by Mr. Stoutenburgh, seconded by. Mr. Harris,
it was .
RESOLVED to approve the application of Edward G. Thomsen for
a mooring at Broadwaters Cove with. the restriction, that all pilings
be in front of the Broadwaters Cove Dock Association property.
Vote of the Board: Ayes : Horton, .Stoutenburgh, Nickles, Harris
The following letter was sent the Army Corps .of Engineers
under date of December 16, 1977:
"The open timber pier construction 'was. previously applied for
under application no. 75-089, Public Notice No. 8011. The Board
of Southold Town Trustees acted as follows at a regular meeting
held April 7, 1975.
"RESOLVED that letters be forwarded to the Department of the
Army, New York District, Corps of Engineers, and New York State
Department. of Environmental , Conservation, Stony Brook,, protesting
the construction of an open, timber dock, approximately 250 feet in
length by 6-feet in width by Robert, Dier in the north side of .
Southold Bay 500 feet east of Founders Landing. Town Beach. at
Southold..
"Although it is stated in the description of the work to be
done that these are revised plans, we detect no noticeable difference
in the drawings. , Hence, our position remains unchanged.
Alvah B. Goldsmith, . Chairman"
There being no , further, business to come before the board,
e motion was mad by Mr. Harris, seconded by Mr. Nickles and carried
that the meeting be adjourned. Meeting adjourned at 9:00 p.m.
