A regular meeting of the Board of Southold Town Trustees was
held February 16,. 1978, said meeting being postponed' from February
7, 1978 because- of snow. This meeting was held at the Town Hall,
Main Road, Southold., New York. Present .were:
President Philip. G. Horton
Trustee Scott Harris
Trustee John Nickles
Trustee Paul ,Stoutenburgh
Peter Campbell, Suffolk Times
Justice Martin .Suter
On motion made by Trustee Stoutenburgh, seconded by Trustee
Harris., it was
RESOLVED to. approve the application of Marino Faraguna to
place a floating dock in Mud Creek with the condition that th:e
width of the width- e re dock be reduced to four feet.
Vote of . the Board: Ayes : Horton, Harris, Nickles, Stoutenburgh
On motion made by Trustee Nickles, se,c.onded by Trustee Harris,
it was
RESOLVED to approve the application of Anthony Bracco to
place a mooring at the end of Gagen' s Landing Road in Goose Creek
as long as there is room for an additional mooring with the three
moorings already approved at this site and also room for boat
launching .so that the public access is , not disturbed.
Vote of the Board: Ayes ::.Horton, Harris, Nickles, Stoutenburgh
Mr. Nickles is to be contacted by. Mr. Bracco. for,. location before
he places the mooring in the creek.
On- motion' made by Trustee Nickles, seconded by Trustee Harris,
it was
RESOLVED to approve the application of David M. Johnson to
place a 250 lb. mushroom mooring off private property of the
applicant at. Corey Creek, said permit to be .revoked if the mooring
causes .a_ problem with.:navigation in the area.
Vote of the Board: Ayes: Horton, Harris, Nickles, Stoutenburgh
Mr. Johnson had. contacted Mr. Nickles because of Mr. 'Nickles ' concern
with the draft of the boat because of the limited-amount of water.
The boat to be moored is a 32 foot sedan cruiser with a 2-1/2 foot
draft. It will be' moored on the north side . of. the channel and
will be moored only occasionally. The scope of the mooring line
will be .approximately 50 feet. . Mr... Nickles saw no objection to
the mooring._

Trustee .Stoutenburgh suggested that applications -be .funneled
through the 'Bay. Constable, William Januick, for his opinion.
There was a question from the audience as to whether a
mooring was allowed to remain in the water when there. is no boat
being moored at it and the answer was in the affirmative as ,long
as the mooring permit is renewed.
On motion' made by Mr. Harris , seconded. by Mr. Stoutenburgh,
it was
RESOLVED to approve the application of Salvatore Cucinotta
to construct *a ,dock., ramp and float off property of the -
applicant, at ' Little Creek with. the provision- that .the. dock not
be more than 30 feet .in length from high water and at approximate
right angles with the shore.
Vote 'of the Board: Ayes : Horton, Harris, Nickles, Stoutenburgh
On .motion made by Trustee .Stoutenburgh, seconded by Trustee
Nickles, it was
RESOLVED .to table the request for the extension- of. the permit, .
of Marion Pell- for more specific information and a drawing . o.f .
what the applicant intends to' do.

Mr. -.and.' Mrs`. Hoigard M. Petersen along- with about�nine'.fisher-
men appeared regarding Mr. Petersen' s violation of the Code of
the Town of Southold in placing pilings in Mattituck Creek. The
piles are considered a navigational hazard by the fishermen. It
was decided to-have a. discussion on this following the meeting.

Mr. Hume. who is 'planning on work . on Gull Pond. ;and-Fordham
Canal is to. ,be .contacted informing him .that he, needs, approval of
the Town Trustees for some of the .work,.and. ..the Board of Town
Trustees want an accurate detailed survey of this property with
the work outlined. on. it.. He needs approval of. the part in town
waters. .
Mr. Berner. will contact the board in the spring so that an
inspection .can be made of his property.

On motion made 'by Trustee Sto-atenburgh, seconded by Trustee
Nickles, it was resolved that
WHEREAS our friend and fellow m-:�mber, Joseph G. Hat,aier ; has
been lost to us through death, and
WHEREAS by his 'passing the Town has lost an esteemed and-
efficient officer and the people of the Town of Southold have
been deprived of his wise counsel and judgment and the Board of
Southold Town Trustees has lost a faithful friend .and associate,
NOW, THEREFORE, BE IT RESOLVED that the Board of Southold
Town Trustees expresses its sense of loss and its sympathy to the
family of Joseph G. Hataier and that a copy- of this' resolution
be entered in our minutes and a copy be sent to his family.-
Vote of the Board: Ayes: Horton, Harris, Nickles , Stoutenburgh
There was discussion on the selection of someone to fill' Mr.
Hataier' s place on the board. The Town Board is accepting resumes
up until February 28, 1978 and will select someone from.them shortly
after that. Mr. John Bednoski suggested that the Board of Town
Trustees review the resumes and recommend to the' Town Board the
best qualified person. 'President Horton thought it was a good
suggestion and said the Board would consider it.
.Trustee Stoutenburgh made a motion, seconded by Trustee Harris
and carried to approve the minutes'_ of the regular meeting of
January 3, 1978 and the special meeting of January 14, 1978.
The next meeting of the Board of Southold Town Trustees will
be held on Tuesday, March 7, 1978.
The President directed the clerk to send a copy of the agenda
and the minutes to the Bay Constable each month so he is aware of
the applications being made.
Mr. Stoutenburgh does not feel that the trustees have enough
guidelines to - go by and requested that a committee be set up to
draw up the`-guidelines so there are definite things the 'trustees
can fall back on. A lot of things are in- people ' s minds but not
spelled out. Things will get more complicated as time goes by
and something more is needed than the broad statement 'in. the Code.
There was some discussion on aerial maps that are going to be made
available to municipalities. At' present they can be purchased
through Satellite Corporation. Imput from the public will also be
sought.
Motion was made by Mr. Nickles, seconded by Mr. Stoutenburgh
and carried that the meeting be adjourned.
