A. regular meeting of the Board of Southold Town Trustees
was -held at 7:30 p.m. , October 3, 1978, at the •Town Hall, Main
Road, Southold, New York. Present were:
President Philip G. Horton
Trustee Scott Harris
Trustee Anna Hataier
Trustee John Nickles
Trustee Paul Stoutenburgh
Peter Campbell, Suffolk Times
Trustee ,Hataier made a motion .to approve the minutes. as
submitted with one amendment that Mr. Guideman is to let the
Board know what moorings will be eliminated at Gull Pond.
Trustee Harris seconded the motion and it was carried.
On motion made by Trustee Hataier, seconded by Trustee
Nickles, it was
RESOLVED to approve the application of Anthony J. DeMaula,
Jr. , .to place a dock off private property of which the
applicant is contract vendee. at Mattituck. Creek, according to
specifications submitted to board.
Vote of the Board: Ayesi Horton, Nickles, Harris, Hataier,
Stoutenburgh
The Board 'requested a drawing of the dock. Trustee
Stoutenburgh suggested that Mr. .DeMaula acquaint himself with
Bruce Lockwood who is a neighbor who is concerned about the
length of the dock.
On motion made by Trustee Stoutenburgh, seconded by
Trustee Hataier, it was
RESOLVED to approve the application of' the Salt Lake
Village Association to maintenance dredge the boat basin and
repair and replace existing bulkheading subject to a /
determination of disposal of the fill. President Horton and
Trustee Stoutenburgh will meet with the contractor, Dr..
Thomas Samuels, and the president of the Mattituck Park
District to make such determination.
Vote of the Board: Ayes: Horton, Nickles, Harris,
Hataier, Stoutenburgh
On motion rude by Trustee. Hataier, seconded by Trustee
Harris, it-was

RESOLVED, to approve. the application of, Robert C. Mottley
and Pam,,Mottley. to place an, offshore mooring off, public
property at Richmond. 'Creek.
Vote of the Board: Ayes: Horton,. Nickles, Harris,
Hataier, Stoutenburgh
Trustee Stoutenburgh made- a motion, seconded by Trustee
Nickles and carried to table the application of. Frank
Pileski- to place a fixed dock at Rochelle Place, James Creek
subject to . rec.eipt of-,adequate documents with reference to
the rights. of. tYie.-appl'i I ant_to. Rochelle Place..
.On motion made by Trustee, Hataier, seconded by Trustee
Nickles, it was

to place an onshore and offshore stake at Rochelle Place,
James Creek..
Vote of the. Board.:. Ayes: Horton., Nickles, Harris,
Hataier, Stoutenburgh
On motion made by Trustee Stoutenburgh, seconded 'by
Trustee. Harris, it_.was
RESOLVED .to . approve. the application, of Guy_Pancaldi . to
construct a timber bulkhead.-at private property- of the
applicant at Mattituck Creek subject to it being constructed
✓ so that it meets existing bulkhead, on the northern side of
the property and the line be slanted so that it meets the
highwater mark on the . south.
Vote of the Board: Ayes: Horton, Nickles, Harris,
Hataier, Stoutenburgh.
On motion. made 'by 'President Horton, seconded-by Trustee
Hataier, ,'it- was
RESOLVED to recommend to the Southold Town Board
approval of the Application #35 .for a wetland permit submitted
by Whitcom Investment Company to- provide a road not in
excess of' 30 feet in width along a fresh water marsh subject
to the following:
. . 1. . The natural, drainage .from west to. east ,across the
proposed road not be disturbed and culverts be placed_- where
necessary.

-2. , The fresh water marsh be maintained permanently ,in
its present natural state'. Several adjoining property owners
indicated to board members their concern 'that" the fresh water
marsh remain in its natural 'state.
3. The two operating irrigation ponds not be disturbed.
Vote of the Board: Ayes: Horton, Nickles, Harris, Hataier,
Stoutenburgh
The application of Peter 'F. .Kreh, Jr. , to place a 'dock
.at the end of a right-of-way was again tabled at Mr. Kreh' s
request.
On motion made by Trustee Stoutenburgh, seconded by
Trustee Hataier, it was
RESOLVED to approve the application of Richard. M._ Zeisler
to place a floating dock on the west branch of Mattitu.ck Creek �-
off private property of ,the applicant..
Vote of the Board: Ayes: Horton, Nickles, Harris, Hataier,
Stoutenburgh
Trustee Harris made a motion, seconded by Trustee
Stoutenburgh and carried to request from Supervisor Martocchia
four copies of the Code of the Town of Southold for reference ✓
and use of the Board of Town Trustees. Trustee Nickles has
already purchased 'a copy for .his own use.
On motion made by Trustee Harris, seconded by Trustee
Hataier; it' was
RESOLVED to approve the application of James Lechmanski
to place an offshore stake with pulley line to onshore stake ✓
at the Town leased property at Narrow River.
Vote of the Board: Ayes: Horton, Nickles, Harris, Hataier,
Stoutenburgh
The next meeting will be held November 1, 1978. There
being no further business to come before the board, - Trustee
Hataier made a motion, seconded by Trustee-Harris and carried
to adjourn the meeting. Meeting adjourned' at 9:00 p.m.
