P.O. Box 2003 Bridgehampton NY 11932 (631) 537-5160 Joseph Fischetti, P.E. 1725 Hobart Road Southold, NY 11971 (631) 765-2954 August 3, 2012 Section 1: Project Purpose and Objectives The applicant proposes to demolish the existing barn at 62445 North Road and construct a new single family dwelling and related residential appurtenances. In order to obtain a Building Permit from the Town of Southold, compliance wide § 236 of die Southold Town Code is required. This SWPPP complies w1idh die performance standards set forth in § 236-13 of die Southold Town Code. The Town's Stormwater Code requires that site erosion, sedimentation and storinwater runoff control measures be appropriate for existing topography, vegetation and other salient natural feature of the site. This SWPPP is intended to minimize grading and cut and fill operations, ensure general conformity with natural topography, and retain natural vegetation and trees to die maximum extent practicable in order to create die least erosion potential and handle adequately the volume and rate or velocity of surface water runoff. No stormwater will be diverted to anodier property, or onto die North Road (CR - 48), either during site preparation or after development. §236 of the Town Code establishes performance controls that are satisfied in this SWPPP. They include: 1. The appropriate control of erosion, sedimentation and stormwater runoff prior to, during and after site preparation and construction; 2. The implementation of appropriate measure for dust control during grading operations; 3. The protection of areas exposed by site preparation and during site construction with hay bales; 4. The substantial preservation of natural drainage patterns by site design; and 5. Careful site preparation, including timing of the stripping of vegetative cover and grading, so that no individual building site is stripped of its vegetation cover more than 30 days prior to commencement of construction through implementation of a reasonable schedule to minimize die amount of time for site clearing, construction and restoration. Section 2: Project Description Applicant proposes to redevelop subject property in a residential fashion. §236-10 requires that a Drainage Control Pennit be obtained because proposed grading or stripping of the parcel in excess of 5000 square feet is proposed. In order to obtain a Drainage Control Permit coinpliance with the standards set forth in §236-13 is required. Included in this Storm Water Pollution Prevention Plan is a Site LI'oS1*0111 SCd1InCl11a6O1] y](1 Stojin 4Vter ConzroI MY2 prepared by Joseph Fisclletti, P.L. dated July 26" 2012. The attached Site Erosion, Sedimentation and Storm Water Control Plan contains the following structural and non-structural erosion, sedimentation and storm water controls: ❖ Haybale and silt fence details, deployment and specifications, •'• Topsoil Staging ❖ Trench Draining with structural storm water control ❖ Drywells for storm water control for all impervious surfaces Section 3: Contact Information 3.1 Owner: Michael Feinberg 3.2 Contractor: To be determined 3.3 Responsibilities of the Owner Owner shall be responsible for the following: I. Malintauning compliance with die applicable sections of this SWPPP including installation of erosion and sediment controls and maintain erosion and sediment control Best Management Practices (BMPs) in all areas of the site under its day-to-day control. 2. Maintain the cleanliness of the street(CR 48) from construction related debris and sedimenuition and implement storin drain inlet protection BMPs throughout the construction process. 3. Inspect and replace storm drain inlet protection BMPs as necessary. 4. Provide for adequate litter control. Control of construction chemicals au-id debris. 5. Provide for teinporary erosion control as needed. 6. Suitably stabilize soils after construction by establishing permanent vegetative cover. The Owner shall not cause the storing of erodible or hazardous materials on the roadway. Section 4: Description of Soils Present at Site Soils found on die subject parcels consist of die following: Bc Beaches, 0 to 3 percent slopes (2.0%± of lot area) Es Escarpments, 01.6% of lot area) MfB Montauk fine sandy loam, 3 to 8 percent slopes (86.4% of lot area) The main soil type found at the project site is Montauk fine sandy loam. It is a very deep, gently sloping, well-drained soil which exists mainly on the tops of hills and in upland areas. It is a stony soil, with many rocks and boulders from 10 inclies to 36 inches in diameter. The surface layer is moderately to rapidly permeable, while the substrata are moderately to slowly permeable. Montauk fine sandy loans is a member of Hydrologic Group C, which denotes diat the soil has a moderately high runoff potential when thoroughly wet and that water transinission through die soil is somewhat restricted. Furthermore, New York State has classified Montauk fine sandy loam as a "most limited" Storm Water Management soil. This means that storm water management practices put in place on tie property will be limited by die poor infiltration rates of tlhe sub surface soil strata. V. "t G 'q W 3 +S Montauk fine sandy loam has been given a K-Erosion Factor by the US Department of Agriculture, Natural Resources Conservation Service (Soil Conservation Service). The K-Erosion Factor indicates the susceptibility of a soil to sheet and rill erosion by water. Factor K is one of six factors used in die Universal Soil Loss Equation (LISLE) and die Revised Universal Soil Loss Equation (RUSLE) to predict the average annual rate of soil loss by sheet and rill erosion in tons per acre per year. The estimates are based primarily on percentage of silt, sand, and organic matter in the soil, as well as on soil structure and saturated hydraulic conductivity (Ksat). Values of K range from 0.02 to 0.69. Other Factors being equal, the higher the value, the more susceptible the soil is to sliect and rill erosion by water. Montauk Fine Sandy Loani has been given a K - Erosion factor of'0.20, placing it on the lower end of the erosion spectrum, and as such, die dominant soil type on die relevant area is not highly erodible. Furtherinore, each of the soil types have been assigned a T Factor by die US Department of Agriculture, Natural Resources Conservation Service (Soil Conservation Service). The T I-actor is an estimate of die maximum average annual rate of soil erosion by wind and/or water that can occur without affecting crop productivity over a sustained period. This rate is in tons per acre per year. The T factor for die onsitc soils are as follows: Beaches, 0 to 3 percent slopes = 5 tons per acre per year Escarpments, N/A Montauk fine sandy loam, 3 to 8 percent slopes = 3 tons per year The importance of the T Factor is to show die potential damage to die on-site ecosystem through soil loss due to erosion. T values range from just over 0, to 5. The T values provided by the USGS show that erosion on die site is not a pressing concern, because each soil type can withstand a large amount of soil loss due to erosion, and still maintain a productive ecosystem. Even though die T Factors indicate that soil erosion is not a pressing concern for die on-site soils; This SWPPP seeks to minimize soil disturbance and soil loss, while applying best rnariagement practices (BMPs) including stockpiling of top soil, temporary soil stabilization, and seeding of all disturbed areas. Each oI the soil types present on the property is also placed into a wind erodibility group by the US Department of Agriculture, Natural Resources Conservation Service (Soil Conservation Service). A wind erodibility group (WEG) consists of soils that have similar-properties affecting their susceptibility to wind erosion in cultivated areas. The soils assigned to group 1 are the most susceptible to wind erosion, and those assigned to group 8 are die least susceptible. In this case, the classification into a wind erodibility group is withouL import as the proposed use is Ior a single family residence, with no area being left without vegetative cover excepting that of the natural occurring beach. Section 5. Construction Phasing Plan and Sequence of Operations Demolition Phase I: ❖ Install perimeter line of siltation fencing/staked haybales along landward side of wetlands boundary. •'• Delineate/stabilize construction access. ❖ Commence Site clearing and grubbing Demolition Phase 11: ❖ Commence demolition/removal of existing barn Demolition Phase III: ❖ Re-vegetate area of original barn (now removed) Midi native plantings ❖ Re-install/re-locate perimeter line of siltation fencing/staked haybales as required •'' Commence site grading ❖ Establish topsoil stockpile and retain with siltation fencing. Construction Phase 1: ❖ Implement construction staging and materials storage. ❖ Install temporary sanitary facilities and dunipster(s). v Prepare for installation of utilities and/or wafer service. Construction Pliase 11: ❖ Commence construction of proposed dwelling and appurtenances (i.e., swnllnling pool). Construction Phase VI: ❖ Install driveway (With structural runolf controls) •'• Commence grading and seeding Construction Phase VII ❖ Clean drywell at entrance as required ❖ Final seeding and/or landscaping ❖ Remove siltation fencing/ staked haybales line once ground is stabilized. Section 6: Implementation of Minimum Erosion and Sedimentation Control Practices 6.1 Schedule of initial placement or implementation of erosion and sediment control practices Upon the issuance of a Building Permit, the owner will use the existing driveway as construction access to lie property. After the siltation fencing and Elie haybales have been installed, the demolition will commence. Prior to the start of construction on the new dwelling, the site will be re-graded, and a topsoil stockpile will be created surrounded by siltation fencing. The contractor will then commence his construction of the proposed dwelling and its appurtenances, such as the deck and swimming pool. Alter the residence is built, (lie driveway with accompanying dralin will be installed, All excess concrete and other construction materials will be removed from the site and suitably disposed of. 6.2 Minimum time frames for continuance of erosion and sediment control practice The erosion and sedimentation control practices prescribed herein are to continue until all disturbed areas are stabilized. Stabilization is achieved upon the establislmient of full vegetated germination in the construction area. Disturbed areas are anticipated to be fully stabilized by the fall of 2013. In the event that disturbed areas are not fully stabilized, the erosion control BMPs shall remain in place until the following spring. Section 7: Erosion and Sedimentation Plan The Site Erosion/Sedimentation quid Storm Water Control Plan prepared by Joseph Fisclietti, P.E. and attaclied hereto at Appendix A. This SWPPP envisions die implementation of tliese temporary sediment control measures consistent with the standards contained in die §236 of die Town Code. In essence, disturbance over die land is minimized and any sediment laden stormwater would be controlled by strategic placement of haybales and silt fences. North Road CR 48 would be similarly protected during construction. Completion of die construction and full stabilization of disturbed lands. The permanent solution is a structural upgrade for the site au-id a benefit to die town. Section 8: Site Map SUBJECT 's PROPERTY Q , re. • SUBJECT PROPERTY i Section 9: Maintenance Inspection Schedule The proposed residential structure is to be owner occupied. The owner is responsible for the implementation of this SWPPP. As such, maintenance and inspection will be continuous and ongoing throughout the construction process up to full vegetative stabilization of disturbed soils. Thereafter, the owner will insure that the structural runoff controls are maintained in good working order. Section 10: Pollution Prevention Measures 10.1 Litter Control and Control of Construction Debris All litter and waste materials will be collected and disposed into a dumpster. Only trash and construction debris will be disposed of into die dumpster. The dumpster will reinalin covered to prevent wind born dispersal of deposited materials. Once filled to capacity, the dumpster will be removed and replaced by a private carter. Waste concrete will be collected and removed from site by a private contractor upon completing the construction of the building foundation. Materials such as wood pallets and cardboard will be collected quid recycled. 10.2 Control of Construction Chemicals Waste materiels including petroleum products, paints, solvents, and used oil filters will be stored in structurally sound and clearly marked containers. The containers will be kept separate from the litter and construction debris and disposed of in accordance with applicable regulations, which pertain to hazardous materials.
