I grew up on Shipyard Lane, in East Marion, in the house where my parents have lived for 63 years, and I currently live once again on Shipyard Lane. When I was little, the beach at the end of the road was a big beautiful sandy beach that extended out more than 500 yards from where the current beach is. In addition, there was also a wide area of beach grass between the end of the road and the sand of the beach, and the road itself I xtended out far beyond where it currently ends. • After the old oyster plant put up bulkheads in the early 1940's, the beach began to erode, until there was nothing left except a narrow strip of stones and rocks. The oyster plant closed in 1986, and since then the bulkheads have deteriorated enough to allow the natural flow of sand along the beach to return. As a result, the beach has begun to rebuild itself. I have copies of several photos attached, taken 21 to 27 years ago, and another taken recently, illustrating the state of the beach. I also have several comments: • The Public Notice that was posted only contained information about work to be done between the west end of the existing rock revetment, and the dock. I do not have an objection to that. • I do object, however, to the other part of the project that was only noted on file in the Trustee's Office. This concerns rebuilding of the existing rock revetment. This was not posted as a Public Notice. OCT 1 .6 2013 Q'i1il:[; iiJStc'S • The end of Shipyard Lane is a public beach. I am concerned that the height of the proposed rocks at the end of the road will restrict access to the beach for anyone who is not agile, such as seniors. • And, why are two different types of remedies proposed for each of these two sections? The area between the existing rocks and the dock propose a berm, with plantings of native grasses and shrubs. The non-posted proposal regarding rebuilding of the existing rocks only talks about the rocks being built up higher. A notice of hearing was posted on 10/08/2013 by the entrance to the condominium complex as well as a copy of a notice was provided by Board of Trustees. Both notices are requesting a Coastal Erosion Permit for a construction situated: "...between existing rock revetment and dock, and landward.... "(please see attached copies of both notices) I do not object to: "Construction in the westerly portion situated between existing rock revetment and dock.... " 2. However, there appear additional request that is not explained by both notices mentioned above. There is a following statement that can be found on "A Partial Site Plan—Area of Work" . There are issues concerning this proposal: ■ Public is not appropriately informed about this proposed major public beach re- construction. ■ There is no beach errosion in the area proposed on the "Partial_ Site Plan—Area of Work" (see attached photos). ■ This type of approach (revetment) would destabilize natural approaches to hydrological and ecological balance. ■ There are other options that are environment friendly than re-establishing 4.4` revetment (see attached report: NATURAL SHORELINE STABILZATION). ■ This public beach, as small as is, is recognized as a scenic site. ■ Senior citizens, handicapped and children would be unable to access this public beach, because of revetment. ■ Loss of public beach rights. Let it be on the record that I do object to this proposed additional work, found on "A Partial Site Plan—Area of Work", which states: "RE-ESTABLISHING TOP OF EXISTING REVETMENT TO EL 4.4`...." The first is the addition of two additional infiltration basins and the second is the addition of some stone to raise the top of the easterly portion of the existing rock revetment, which has slumped over the years such that the top elevation of that portion of structure has fallen between 6 and 12 inches lower than the rest of the structure. (Use attachments if necessary) The construction of the proposed reinforced dune entails the placement of armor stone partially below and approximately 3 feet above existing beach grade,which will then be completely buried with an approximately 23'wide,4'high dune feature to be planted with native vegetation. During normal and mild storm conditions,the resulting dune structure will provide habitat and food supply for the adjacent ecosystem while providing flood and erosion control for the upland property. During severe storms when the sand may be severely enough eroded to compromise the integrity of the dune,the buried armor stone will serve to stabilize the shoreline and mitigate against unabated shoreline erosion. The stone will also maintain a"line in the sand"around which the sand dune may be reconstructed and revegetated after such a storm event or storm season. Consistent with Policy 4 of the LWRP,as evidenced by a previously failed installation of bio-logs and plantings(see Figure 4), the reinforced dune is proposed where non-structural,vegetative erosion control methods alone have proven to be insufficient at stemming erosion of this only remaining unprotected portion of the subject shoreline to the west of the existing rock revetment and where a naturally protective feature is otherwise absent. Thus,while sand renourishment and vegetation in the form of a constructed dune that is intended to recreate a natural protective feature will serve as the effective source of erosion protection during normal conditions as noted above,the proposed armor stone must be included in the design to provide a last resort method of shoreline stabilization during an avulsive storm event. But further consistent with Policy 4 and with Chapter 111-15, the armor stone will be buried inside the sandy,vegetated dune feature,which will be constructed with a naturally sloping face and will be located entirely landward of spring high water and tidal wetlands to ensure that it does not adversely impact the adjacent tidal wetlands or tidal waters;does not cause a measurable increase in erosion at the site or adjacent properties;and does not interfere with natural coastal processes. Moreover,the reinforced dune structure has been designed to the minimum scale necessary and in accordance with sound engineering practices to ensure the long term success of the structure at controlling erosion. As part of the long term maintenance of the structure,the success of the vegetation will be monitored and ensured,and the sand dune will be replaced as needed.
