A regular meeting of-:.the_,Board: of Southold Town Trustees, was
held at 7:30 p.m. , Tuesday, October 2, 1979, at the Town Hall, . .

Trustee Hataier made a motion, seconded by Trustee Stoutenburgh
and carried,.to.:approve the minutes of the meeting of. September 4,
1979.
On motion made by President Horton, seconded by Trustee Harris,
it was
f RESOLVED to deny the application of .GarV Charnews to place
offshore stake with pulley line to bulkhead at public property at:'
Gull Pond. This action without prejudice to a future application.
Vote of ,the Board: Ayes: Horton,- Harris, Hataier, Kaminsky
Abstain:' Stoutenburgh
On motion made by President Horton, seconded by Trustee Harris,
it was
RESOLVED:,to deny .the. application of. Allie Hansen to place
✓ offshore: stake with :pulley.:line .to bulkhead at' public, property at
Gull Pond. This action is without prejudice to a future application.
Vote of the Board: Ayes-:. Horton, Harris, Hataier; Kaminsky
., .Abstain: Stoutenburgh
On motion made by ,President .Horton, seconded by Trustee;_Harris,
it was
RESOLVED to deny the application of LarrV Lakowitz to place
offshore stake with pulley line to-bulkhead at public property at
Gull Pond. This action is without prejudice to a future application.
Vote of the Board-: Ayes: ' Horton, Harris; Hataier.; Kaminsky
Abstain: Stoutenburgh
Mr. Stoutenburgh abstained because according to the minutes there
was supposed to be a special meeting with parties concerned and
this meeting was not. held.

Jarvis Verity, President of the Southold Town Baymeh1s Assn.,,
spoke on behalf of the 'above applicants stating that if :the private
property owners are allowed bulkheads and moorings the baymen should
also. It was brought up that Costello and Tuthill both have businesses
-located there. Mr. Howard RMMor '.spoke .of donating' land and money'-to
the Town -of Southol so boats could get in- the area. .' Ange PanaaQbgij1na
accused the Town Trustees of running a business in collecting fees
for parking and- launching boats. President Horton was unsuccessful
in his efforts to explain to the gentleman that this is in the juris-
diction of the Town Board. The agreements of 1965 and 1970 between
the Town Board and the- State of 'New York have to be reviewed.

offshore. stake with pulley line to onshore'- stake -off public proper
at Bayview Avenue at Arshamomaque Pond, stake in water to 'be .placed
between #472 and #101.

RESOLVED to approve -the- application of Peter Stoutenburgh on P
behalf of Mr. Griffith .to .repair concrete bulkhead . and ,perform bulk-
head replacement at private property at James Creek.

Abstain: Stoutenburgh

The application 'of William S. Pruitt- was tabled pending a more '
accurate description of location of proposed mooring.

to ..place -an ,additional. piling off -private property of: the. :appl-icant
(at Mud Creek .to, make a ,total of, four pilings at this (location..

1 The Trustees feel there should not be: any moorings- or pilings off
the property to the south of this location. Mr. DeLalla was
� cautioned that Section 100-30 of the Code of the Town of Southold
specifies that there may be not more than two .boat -.other than those
owned and used by 'the owner of -the- premises for his per-sonal use.
Trustee 'Stoutenburgh stated that he felt it was wrong -to''dig. out
from in front of -neoblds broperty in -r . -ka.- He felt the, trustees
should deny any future request for this sort of--.thing.
President Horton made a motion, ° seconded by Trustee Hataier
and carried to approve the renewal:.-of the following due November
1, 1979 subject to receipt of the $5.00 fee.

Henry Ruthinoski and Conrad. Volinski, Sr. have moorings at Narrow
River and these will :be :checked out by Trustbe Harris..who awill get
back to the clerk if they are in order.

RESOLVED`that '.$5.00. mooring renewal fee be returned to
David Horton ,as: the.'-.Town Attorney. has,' given:h.is opinion' that
Sterling Creek is not within the jurisdiction of the Board of
Southold. .Town. Trustees.

On motion made .by Trustee Stoutenburgh, =-seconded`by , Trustee
Hataier, it was
RESOLVED to approve the application of Goose Bay Civic Association,
Inc. to maintenance dredge Goose'-Creek channel the length of the
dredged area to be 1,000 feet and the width to be 50 feet with a
maximum amount .of material .to be dredged to be 3,000 cubic yards,
subject to the following:
1. The beach grass is to be set aside and replanted along
the creek after ,the spoil has. been deposited on the
upland.
2. The project not be commenced before March of 1980.

On motion made by President Horton, seconded by Trustee Hataier,
it was
RESOLVED to"recommend to the Southold Town Board approval of ;/D
Wetland Application #,39'of the Goose BaV Civic Association, Inc.
subject to the following:
1. The project not be commenced before March of 1980.

2. Vegetation be removed and replanted along the spoil,
area.

A verbal inquiry was made by Professor Walter Smith of the
Suffolk CountV Community College regarding bulkhead replacement to
be done at the Cedar Beach location of the college. This is not in
the jurisdiction of the Town Trustees but will require a Wetland
Permit from the Southold Town Board.
Trustee Stoutenburgh inquired as to when the meeting will be
held in regard to the end of East Road in Cutchogue. President
Horton is endeavoring to set up this meeting and is hopeful it will
take place before the next regular meeting of the Trustees.
In regard to a complaint made to the Town Trustees Clerk on
September 25, 1979, Trustee Kaminsky reported that Mattamar has
completed work according to permit.
The next meeting of the Board will be held on Monday, November 5th
at 7:00 p.m.

Trustee Hataier made a motion, seconded by Trustee Harris and carried
to adjourn the meeting. Meeting adjourned at 9:30 p.m.
