No. 5061 - OYSTERPONDS HISTORICAL SOCIETY 1000-25-3-16.1 STREET & LOCATION: 1555 Village Lane, Orient DATE OF PUBLIC HEARING: January 10, 2002 FINDINGS OF FACT PROPERTY FACTS: The subject property is a parcel of 57,717 sq. ft. fronting on Village Lane in Orient. It is improved with several historic buildings comprising the museums of the Society. BASIS OF APPEAL: Building Department Notice of Disapproval, dated October 2, 2001, denying a permit to construct a handicap ramp at the rear of the Old Point Schoolhouse because the ramp will be only 5 feet from the rear lot line whereas a 50-f6ot rear yard is required. AREA VARIANCE RELIEF REQUESTED: Applicant requests a variance authorizing construction of the ramp as proposed, with a 5-foot rear setback. REASONS FOR BOARD ACTION, DESCRIBED BELOW: On the basis of testimony presented, materials submitted and personal inspection, the Board makes the following findings: 1. The proposed ramp is an element in the Society's overall plan to improve access to its buildings. The location was chosen to minimize the visual impact on the historic structures. 2. The current rear setback of the Old Point Schoolhouse is 14 feet, and would be reduced to 5 feet by the proposed ramp. A survey of the property shows that the Hallock Building, to the north of the Schoolhouse, has a 5-foot setback from the same rear lot line. Although the requested variance is substantial in terms of current Code requirements, these buildings have stood for many years in their nonconforming locations and the ramp will make little change. Grant of the requested variance will not produce an undesirable change in the character of the neighborhood or detriment to nearby properties. 3. LIGHTING FIXTURE SCHEDULE 36 MISCELLANEOUS CUTS 37 2 DIVISION 1: GENERAL REQUIREMENTS The General Requirements contained in this Division are intended to supplement conditions and requirements of the Work set forth elsewhere in the Contract Documents. If these General Requirements conflict with other requirements of the Contract Documents,the conditions imposing the most stringent requirements shall control. I. SUMMARY OF WORK A. The work of all divisions, sections and trades is subject to the requirements of the Contract Documents and this Division. B. Scope: The work as required by Contract Documents shall include furnishing all labor, materials, appurtenances,equipment and services necessary to complete all work shown or reasonably inferred on the Drawings and/or specified herein: Base Bid: 1. Water,waste and gas hook-up 2. First Floor Renovation 3. Cellar Renovation 4. 2nd Floor Renovation 5. Ramp and Landing Alternative#1: Omit new lighting in the 1"Floor Storage Alternative#2: Omit all new lighting on the 2nd Floor. Alternative#3: Conceal all electrical wires on the 19i and 2❑d Floor,and patch finishes, where specified as surface raceway. Option#1: Desk/tables specified as Type D in Section 10670 of this Specifications. Option 42: Cantilevered steel shelving in the 2nd Floor East Storage, specified as#E7 in Section 10670 of this Specifications,including the installation of 2x4 back-up studs and re-installation of the GWB on the east wall. C. "Provide" means furnish and install. All work indicated on Drawings as "N.I.C." or"Owner supplied"will be furnished by others and installed this Contract. D. The Owner reserves the right to perform construction or operations related to the Project with the Owner's own forces. The Contractor shall participate with other separate contractors and the Owner in reviewing their construction schedules. H. GENERAL REQUIREMENTS A. All work shall conform to the latest edition and addenda of the New York State Building Code,Town of Southold Zoning Code, State Energy Code,requirements of, State Health Department,and all other applicable codes and laws,rules, regulations,and requirements of governmental Authorities and insurance companies having jurisdiction or coverage of the locus or Owner. B. Work shall be executed by licensed practitioners and personnel skilled in the trades. C. Guarantee: General Contractor shall guarantee all Work and Materials for a period of one (1)year from the date of final Certificate. Neither the final Certificate Payment,nor termination of the guarantee period, shall relieve the Contractor of the responsibility for negligence or faulty materials or workmanship within the extent and period provided for by the law.More extensive warranties shall not be affected by this guarantee. D. Carry all necessary insurance to fully indemnify Owner and Owner's representatives harmless against all losses,expenses and claims for death,personal injury,and property damage arising out of Work done by Contractor or subcontractors. E. The Contractor shall arrange and comply with all inspections required by local codes. F. Special Conditions: 1. When the construction requires temporary cut of electricity, gas,water,waste,telephone and/or like,or when any other part of the property need to be worked related to this construction,the Contractor shall previously notice to the Owner with the schedule of the work. 7 DIVISION 1: GENERAL REQUIREMENTS (continued) IL PREPARATION A. Contractor shall examine the conditions and preparations made for the performance of each section of work and notify the Architect of conditions detrimental to the proper and timely completion of this work. Do not proceed with this work until conditions are made satisfactory for the performance of such work. B. Verify all dimensions and job conditions prior to construction and report to the Architect any discrepancies or omissions which would interfere with satisfactory completion of the work prior to the start of work or construction of work in the area concerned. C. Contractor shall protect all existing fixtures,surfaces,appliances,windows etc.from damage. Contractor is responsible for damage to existing conditions. Contractor shall patch and repair all existing conditions not within the contract limit which may be disturbed by the construction. III. INSTRUCTIONS,CHANGES,SUBSTITUTES A. Supplemental Drawings and Specifications: As finishes and details become further developed and refined by the Architect,drawings&specifications will be issued during construction. In the event that the Contractor feels these drawings affect the cost of work that has already been bid,a Change Order will be negotiated prior to the execution of the work involved. B. Verbal Instructions: it is the Contractor's responsibility to advise the Architect regarding any additional costs resulting from the Architect's verbal instructions; such advice shall occur before any additional work is executed. C. Considerations of substitutions:burden of proof of the merit of proposed substitutions upon the proposer. D. Approval by architect is required before installation. If substitute material or equipment, or alternative configuration is installed before it is approved by the Architect,the Contractor shall be liable for its removal and replacement at no extra cost. IV. SUBMITTALS A. The following Divisions and/or Sections require submissions prior to purchase or installation: Title Catalog Sample System evaluation and proposal Vinyl Base Color chart Wood Doors Storm Windows UV filtering film Grout for tile Color chart Roll Shade Fabric Water Filtration unit Hot Water Heater HVAC Fire alarm system B. Manufacturer's recommendations and installation instructions shall be adhered to for all materials used. Copy or original installation instructions shall be provided to Owner. 8 DIVISION 1: GENERAL REQUIREMENTS(continued) V. CONSTRUCTION SCHEDULES A. Submittal:the first schedule shall be submitted prior to the start of the Work; include commencement,order and completion dates for the various parts of the work; submit subsequent schedule changes as they arise. B. The contractor shall schedule connection to existing building and systems at a time that will be convenient for the Owner and cause minimum disruption to all parties involved. VL CONSTRUCTION ADMINISTRATION A. Job site: the Contractor shall maintain on the premises an up-to-date and complete set of drawings, specifications, supplemental details, shop drawings, specification submittal,and Architect correspondence for the duration of the project,for the sole purpose of keeping an accurate record of changes made during the construction. B. Telephone: Quick and accessible communication shall be provided in a manner acceptable to both the contractor and the architect. C. Supervision:the Contractor or Contractor's superintendent shall supervise and coordinate all the Work defined by this document and Drawings whether by his own or his Subcontractor's forces. The Contractor's superintendent shall be personally present at the site for at least a portion of each day that the work is in progress whether by his own or his subcontractor's force. D. Contractor shall resolve all problems of related work. In case of conflicts due to improper coordinating by the Contractor,the Architect's resolution will be final.No compensation will be awarded for extra work required resolving the conflicts. E. Trash removal: Contractor shall remove all trash from the site on a regular basis in accordance with all regulations. F. Material receiving, moving, storage and protection: 1. It shall be the Contractor's full responsibility to make all arrangements and pay all charges for material moving, storage,removal etc. 2. Protect all equipment,materials and installations until final acceptance of work. 3. The Contractor shall be responsible for the security of his materials and equipment and those items bought by the Owner and installed this contract.He shall not receive any additional payments for replacement of such which are lost,stolen or in any way damaged or unfit for use. Contractor shall be responsible for securing the site whenever the Work is not in progress. 9 DIVISION 1: GENERAL REQUIREMENTS (continued) VH. PROJECT CLOSE-OUT A. Substantial Completion:the Architect shall issue a Certificate of Substantial Completion after the permanent utilities are in operation and the Work has progressed to the point that the Owner could occupy the project for its intended use with full access and all occupancy permits and approvals by governing authorities and franchised services are complete;the Certificate shall establish responsibilities of the Owner and Contractor for security, maintenance,utilities, damage to the work,and insurance,and shall fix a deadline, negotiated between the Contractor and the Owner,for the completion of all Punch List items;all warranties required by the Contract Documents shall commence on the date of the Certificate of Substantial Completion. B. Punch List: the Architect shall attach to the Certificate of Substantial Completion a Punch List setting forth the remaining work required to close-out the Contract; the Punch List and deadline may be amended repeatedly as further deficiencies in the Work arise; if the Punch List work is not completed by the deadline,the Owner may carry out the Work. C. Cleaning: the property shall be left spotlessly clean and in first class condition and repair. The entire interior of the property shall be vacuumed dust free including all cabinet interiors, window sills,etc.;all floors shall be thoroughly cleaned and dust-mopped,damp-mopped,or vacuumed as appropriate to the finish; all wall tile, glass,light fixtures,plumbing fixtures, and hardware shall be spotless;the entire exterior of the project and site shall be cleaned with the ways appropriate to the finishes and configurations;replace HVAC and water filters if units were operated during construction;cleaning operations shall be completed just prior to Owner occupancy; Comply with manufacturer's instructions;Remove labels that are not permanent;replace damaged materials;clean the landscape development of litter;repaint any marred or stained surfaces;each Punch list item performed after Owner occupancy shall be subject to the above cleaning requirements the Owner may carry out the Work. D. Owner's Manual: Provide Owner with all Owner's Manual and product service warranties for HVAC equipment,all appliances,etc.;also include a typewritten list of all subcontractors and their phone numbers and addresses;submit to Architect. E. Final Payment: after the Contractor has completed the Punch List, submitted the Owner's Manual, and submitted a complete release of liens to the Architect from every entity, including Contractor,who could lawfully and possibly file a lien arising out of the contract and related Work covered by the payment,the Architect shall issue the final Certificate for Payment. The final payment to the Contractor shall be made no later than 30 days after the date of issue and 7 days after the expiration of the final date for filing labor and material liens. F. Upon completion and final acceptance of the work,provide one complete check and adjustment, including any refitting that may be required of all operating doors. This work is to be performed at a time acceptable to the Owner between six and twelve months after Substantial Completion. 10 DIVISION 2-SITE WORK 02200 EARTHWORK PART 1: GENERAL 1.01 Scope of Work: labor and materials required to finish and to install site preparation,all excavation and filling work,includes: A. Excavation and filling for the water,waste and gas service hook-up. B. Excavation and filling for the ramp/landing foundations. DIVISION 3—CONCRETE 03330 CAST-IN-PLACE CONCRETE PART 1: GENERAL 1.01 Scope of Work: Work of this section includes all labor,materials, equipment and services necessary to complete the cast-in-place concrete work,reinforcing bars, anchoring and the like required for: A. Foundations for the ramp/landing framing. B. Footings for the existing columns in the Cellar PART 2: PRODUCTS 2.01 Cast-in-place concrete shall be normal weight with a minimum compressive strength of 3,000 psi at 28 days, except as indicated otherwise on the Drawings. 2.02 Concrete slump shall be 4" +or- 1". 2.03 Reinforced concrete shall conform to 1989 ACI building code unless otherwise noted. Reinforcing steel shall be detailed,fabricated and placed in accordance with ACI Detailing Manual. 2.04 Reinforcing bars shall conform to ASTM A615 -Grade 60. 2.05 Clear distance from outside face of concrete to reinforcing(cover) shall be as follows(except as noted otherwise): Concrete permanently exposed to weather 1 1/2" Footings and concrete cast against earth 3" 2.07 Cylindrical pier form: Sonotube or equal. 2.08 Foundations: A. Cylindrical pier shall bear on undisturbed insitu soils at l'-6" minimum below existing grade or T-0"below finish grade,whichever is greater. 11 DIVISION 6-WOOD AND PLASTICS 06100 ROUGH CARPENTRY PART 1: GENERAL 1.01 Scope of work: including all labor, materials,equipment and services for fabrication and installation of site built and site finished items such as wood framing,blocking, cant strips, bucks, nailers,furring, grounds, stripping,and the like, sheathing,and all miscellaneous work required of a carpenter and not specially called out under other headings;including rough hardware to join members and anchor to other construction,supporting members for other works,including but not limited to: A. Ramp and landing B. Structural reinforcement on the floor deck girders C. Interior partitions 1.02 All work shall conform to the requirements of New York State Building Code and: National Design Specification,Nation Forest Products Associate. 1.03 Verify all existing conditions,dimensions,etc.before beginning any demolition,fabrication of materials or construction at job site and report any discrepancies to the Architect and the Structural Engineer. 1.04 Keep carpentry work dry during delivery, storage and installation. 1.05 Inspection: Prior to all work of this section, carefully inspect the existing conditions and installed work of all other trades,and verify that all such work is complete to the point where this installation may properly commence. PART 2: PRODUCTS 2.01 Structural Wood Framing: A. Headers: No. 1 Douglas Fir South or better,kiln dried to 15%moisture content(M.C.)maximum with the following minimum stress values: Fb= 900 psi Fc = 520 psi Fv= 90 psi Fc = 1,400 psi Ft = 600 psi E = 1,300,000 psi B. Wall Framing,Plates, Sills and Blocking: Douglas Fir South construction grade or better, surface dry at 19%moisture content(M.C.) maximum with the following minimum stress values: Fb= 925 psi Fc = 520 psi Fv= 85 psi Fc = 1,550 psi Ft = 600 psi E = 1,200,000 psi C. Timber connectors and connector fasteners shall be as manufactured by"Simpson Strong Tie Co.,Inc."or approved equal. Multiple member beams and headers shall be provided as indicated on the plans. Non-load bearing walls shall be 2 x 4 at 16"o.c. maximum with a single top plate. Provide Simpson `STC' clips or approved equal at all interior non-load bearing wall top plates and allow space for 1/2" movement(vertical)between floor(or roof)and top plate. H. Provide double or more studs at all headers over wall openings with a minimum of 1 1/2" bearing provided for headers. I. Multiple member posts shall be nailed together with 10d nails at 16" o.c. All multiple member posts not in load bearing walls or at ends of load bearing walls shall be cover plated with 1/2"plywood both sides across the 1 1/2" dimensions of built up pieces for full height and nailed with 8d nails to built up post at 16" o.c. into exterior plies. 1. All posts noted"solid" shall be one piece and not built up. J. At all locations where nailing is not noted or where connectors are not noted the `Recommended Fastening Schedule' of the BOCA Building Code shall be followed. 2.02 Laminated Veneer Lumber: A. PART 3: EXECUTION 3.01 Finish Carpentry Installation: A. All trim shall be securely fastened to solid backing with fine finisliing nails. Leave no hammer marks. Blind nail where possible. Set nails for putty stopping. Draw tight against finished product. B. Joints: Cope at returns and internal corners and miter at external corners. All standing and running trim and the like shall be installed using longest practical lengths so as to minimize joints;joints shall be crafted so as to be as invisible as possible,except for joints detailed otherwise. C. Surfaces: after installation, all woodwork must be free of warping, splintering or other defects,and sanded smooth,free of planar marks and blemishes. 3.02 Adjusting, Cleaning,and Protection: A. Correct nonconforming and damaged work.Remove and replace work that cannot be satisfactorily corrected. B. Leave work clean and ready for finishing. Do not build in or cover up dust,scrap,debris,or excess material;protect finished carpentry work from damage by subsequent trades. Remove all wood,including form lumber,scrap lumber, shavings and sawdust,in contact with the ground. Leave no wood buried in any fill or backfill. 15 DIVISION 7-THERMAL AND MOISTURE PROTECTION 07900 JOINT SEALANT PART 1: GENERAL 1.01 Scope of Work: Including all labor,materials,equipment and services necessary to furnish, delivery and install joint sealant inclusive of. sealant perimeter of mechanical,electrical, and other items that penetrate exterior wall finish interior sealant and joint fillers. 1.02 Quality Standards: Comply with the applicable referenced standards of the American Society for Testing and Materials(AST"specified hereinafter. PART 2:PRODUCTS 2.01 Exterior walls: Single component silicone rubber sealant ASTM C920,Type S, Grade HS, and as applicable to joint substrate as manufactured by Dow Corning Corp,Type 790-795,or equal. Color: as selected by Architect. 2.02 Interior walls: Jamb, sills, head of windows, doors,and other openings where similar or dissimilar materials abut and when high movement is not anticipated. One part non-sag acrylic latex sealant; solids not less than 85%acrylic as manufactured by Remco Manufacturing Co.,acrylic latex caulk,or equal. PART 3: EXECUTION 3.01 Comply with manufacturer's recommendations for installation and curing. Install sealant to depths as recommended by sealant manufacture. For joints with acrylic sealant,fill joints to a depth in range of 75%of joint width. 16 DIVISION 8-DOORS AND WINDOWS 08100 STEEL DOORS PART 1: GENERAL 1.01 Scope of work: including one-hour fire-rated steel door at the Machine room in the Cellar PART 2:PRODUCTS: 2.01 Steel door: one hour fire-rated steel flush door PART 3: EXECUTION 3.01 Examination: Before purchase,verify all existing dimensions of openings,and before installation,verify again that openings are plumb and square and of proper dimension. Report frame defects or unsuitable conditions to the Architect before any proceeding. 3.02 Installation: A. Assemble and install doors,frames and trims to match existing where the side of door faces existing room. B. Assemble and install doors,frames and trims with new details as per Drawings where the side of door faces new area. C. Set frames plumb, square,and free from twist, in proper relation to wall surfaces. Install shims at anchor/fastener locations so work is not distorted when secured in place.Use finish nails for wood trim. D. Save all unused doors and hardware for Owner. E. Care shall be taken not to mar surfaces in handling and application of doors.Doors shall be hung plumb and straight with proper binding. After hanging,protect doors as necessary from damage. Replace damaged doors.Doors shall be prepared to receive hardware according to door and hardware schedule.Provide necessary clearances at head,jambs and sill. 3.03 Adjusting and Cleaning: A. Adjust door to work freely with hardware functioning properly.Re-adjust at completion of the project if directed. B. Remove visible labels. C. Leave doors in a job clean condition. 3.04 Protection: A.' Cover doors and frames during spray painting or other construction operations that might cause damage. B. Store units in an upright position in a clean and dry storage area. C. Prime or seal wood surfaces,including surfaces to be concealed by wall construction, if more than 30 days will expire between delivery and installation. 18 DIVISION 8-DOORS AND WINDOWS (cont.) 08700 FINISH HARDWARE PART 1: GENERAL 1.01 Scope of work: including all finish hardware as shown or specified. 1.02 Existing hardware in working condition to remain wherever possible. PART 2:PRODUCTS 2.01 Door lock set: see Door schedule, in this Section. PART 3: EXECUTION 3.01 Installation: A. Hardware shall be the proper kind for its use and shall fit its intended location perfectly. All details shall be checked by Contractor who shall be responsible for the correct materials being furnished for all conditions. Should it develop that hardware as specified,or for certain locations,is unsuitable because of detail or size of members to which hardware is to be applied,provide in lieu thereof hardware of correct size and design,and obtain Architect's approval of such change. B. Provide suitable templates,together with the approved schedule,to the respective trade,as required,to insure the accurate setting and fitting of finish hardware. C. All hardware shall have the required screws,bolts and other accessories necessary for its installation packed in the same package with the hardware. D. All hardware shall include adjusting tools and instructions as furnished by the manufacturer as standard practice as well as identification regarding locations.Upon completion of the work,the Contractor shall turn over to the Owner all such tools and instructions,including references to specific hardware. E. Mounting heights of new hardware on new door shall be the same as on other nearby existing doors. F.
