• 8. All fill must be obtained from an approved source and consist of clean gravel,
sand, and soil. Use of asphalt, slag, flyash, broken concrete or demolition
debris is prohibited.
9. Contamination of 'tidal wetlands and the waters of New York State by suspended
solids, sediments, fuels, solvents, lubricants, epoxy coatings, paints, concrete,
leachate or any other environmentally deleterious materials associated with the
project is prohibited.
10. Any debris or excess material from construction of this project must be immediately
and completely removed from the project area *ad disposed of at as approved upland
site. Disposal of debris in tidal wetlands is prohibited.
11: Any bulkhead constructed directly adjacent to vegetated tidal wetlands is to be
jetted in with minimal disturbance to 'the tidal. wetland. Trench'xag is strictly

prohibited.
2 2. This permit authorizes the use of filter fabric behind the bulkhead sheathing to
retain backfill... Scour protection consisting of a 6 to 12 inch layer of 10 to 20
pound stones covering the backfill is also authorized, provided that the scour
protection is underlain by filter fabric.

SUPPLEMENTARY SPECIAL CONDITIONS
The' following conditions apply to all permits:
A. If any of the permit- conditions are unclear the permittee shall con- '
tact the Division of Regulatory Affairs at the address and 'telephone
noted below.
B. A copy of this. permit with supplementary conditions and approved
pians shall be available at the project site whenever authorized
work is in progress.
C. The permit sign enclosed with the permit or a copy of letter of
approval. shall be protected from the weather. and posted ,in a con-
spicuous location at the work site until completion of authorized work.
D. At least 46 hours prior to commencement of the project, the permittee
shall complete and return the top portion of the enclosed receipt Form
certifying that he is fully aware of and understands all provisions and
conditions. o.f this permit. Within one week of completion of the
permitted work, the bottom portion of that form shall also *be com-
pleted and returned.
E. For projects involving activities to be accomplished over a period of
more than One year, the permittee shall notify the Regional Permit
Administrator in writing at least 48 hours prior to the commencement
of resumption of work each year.
F, If project design modifications take place after permit issuance, the
permittee shall submit the appropriate plan changes for approval- by
the Regional Permit Administrator prior to undertaking any such modi-
fications. The permittee is advised that substantial modification
may iequire submission of a new application for permit.
G. All necessary precautions shall be taken to preclude Contamination of
any wetlands: or waterway by suspended solids, sediment, fuels,
solvents, lubricants, epoxy coatings, •paints, concrete, leachate or
any other environmentally deleterious materials associated with' the
project work.
H.' Any failure to comply precisely with all of the terms and conditions
of this permit, unless authorized in writing, shall be treated as a
violation of the Environmental Conservation Law.
I. The permittee is advised to obtain any permits or approvals that may
be required from the U.S. department of Army Corps of Engineers, NY
District, 26 Federal Plaza, New York, NY 10278, (Attention: Regulatory
Functions branch) , prior to commencement of work authorized herein.
J. The granting of this permit does not relieve the permittee of the
responsibility of obtaining a grant, easement, or other necessary
approval from the Division of Land Utilization, Office of General
Services, Tower Building, Empire State Plaza, Albany, NY 12242, which
may be required for any encroachment upon Stare-owned lands underwater-

Seacoast Construction,Inc.is pleased to submit the following proposal to rip out and
replace approximately 100' of failing bulkhead and add to two 8' returns,install 100' of upland
retaining wall,and approximately 75'of beach stairs.
Construction: "'Bulkhead Demolition" '
Navy wall existing failing bulkheads will be excavated,extracted,cut up,and carted to an upland
site(dump).
Construction: "Bulkhead Navy Wall"
Face piles will be 12"x20' 2.5 CCA. All pales will have a juinimum penetration of 12'. Stringer
system will be 6"X8'=0' 2.5 CCA. Stringers will be at a four foot span, all stringers will be
staggered. All stringers will be fastened using 314"x12"-3f"x22"hot dipped galvanized timber
bolts impacted to 150 psi per bolt.
Construction: "Vinyl Sheet Piling"
All,vinyl.sheet piling will be Shoreguard 650 36"x16' (lifetime warranty). All vinyl sheet piling
will have a minimum peuetration.of 8'. All vinyl sheet piling will be secured using 3/8"W"lag
bolts(4 per sheet).
Construction,: "Backing System."
All tie rods will be 1"x16' hot dipped galvanized connected to a continuous laylog 12"x30' (3)
pinned in place using 8"x12' driver pins every six foot on center. All tie rods will run through
