A regular meeting of the Board of Southold Town Trustees
was held at 7:30 p.m. , Tuesday, May 1, 1979 at the Town Hall,
Main Road, Southold, New York. Present were:
President Philip G. Horton
Trustee Scott Harris

Trustee Hataier made a motion, seconded by Trustee Harris
and carried to approve the minutes .of the .meeting of April% 3,
1979.
On motion made by Trustee Hataier, seconded by Trustee
Nickles, it was
V RESOLVED to approve the application of Laurence Principato
V v// to place a 20 pound anchor . off property of Goose Bay Civic
13 Association, Inc., with permission of the Association.
Vote of the Board: Ayes: Horton, Harris, Hataier, Nickles,
Stoutenburgh
On motion made by Trustee Hataier, seconded by Trustee
Stoutenburgh, it was
RESOLVED to approve the application of Melvin Ortner to
place an offshore mooring off property of Goose Bay Civic
Association, Inc. with permission of the Association with the
following conditions:
1. Link chain be at least 40 feet in length.
2. A ,75 lb. mushroom anchor be used.
3. Mooring be moved back at least 20 feet from the channel
so that at no time the boat .will swing into the, channel.
Vote of the Board: Ayes: Horton, Harris, Hataier, Nickles,

On motion made by Trustee Hataier, seconded by Trustee

RESOLVED to approve the application of Steven Ma pp pp ,�eski to
place offshore stake with pulley line to onshore stake off
right-of-way known as Rochelle Place at James Creek.

On motion made by Trustee Stoutenburgh, seconded by Trustee
Hataier, it was

RESOLVED to approve the application of Brian Stubelek to
place 200 lb. mushroom mooring off private right-of-way at Deep d �✓
Hole Creek with the condition that a letter be sent to the Board
indicating an agreement with. the owners of the-two moorings
already in place that the spot can be worked out.
Vote of the Board: Ayes: .Horton, Harris, Hataier, 'Nickles,

On motion made by Trustee Nickles, seconded by Trustee Harris,
it was

RESOLVED to approve the application .of Donald DeLalla to
place three spiles off private property of the applicant at Mud ✓
Creek.

On motion made by Trustee Hataier, seconded by Trustee Harris,
it was
RESOLVED to approve the application of James Kaminsky to
convert floating dock to fixed- dock 45' x 12' for offloading fish
and onloading ice off private property of the applicant at
Mattituck Creek..
Vote of the Board: Ayes: Horton, Harris, Hataier, Nickles,
Stoutenburgh
On motion made by Trustee Hataier, seconded by Trustee Harris,
it was
RESOLVED to approve the application of Hugh MurphV to replace
2 piles with floating dock 5' x 20' with 4' x 141 ramp in a "T"
formation off private property of the applicant at Jockey Creek.
Vote of. the Board: Ayes: Horton, Harris, Hataier, Nickles,
Stoutenburgh
Trustee Hataier made a motion, seconded by- Trustee Harris
and carried to approve the renewal of the .following mooring permits
for the month of May subject to receipt .,of $5.00 renewal fee.

A letter was received from Mrs. Richard S. Griffiths in
which ,she asks -permission to -.proceed with reconstruction of a
bulkhead. The Board directed that' Mrs. Griffiths file an
application so the request can be considered.
A letter was received from Frank Pileski in which he
protests the ..request of the .-Town Trustees to remove a dock
,from the right=of-way known..as.,Rochelle Place. This dock
was placed without permit and when a permit was applied for
/denied by the Trustees. It-,is. not the policy of- the Trustees
✓ to grant requests for docks "at the end of public highways nor
at the end. of rights-of-way on -which the applicant does .not
have exclusive use. . Mr ,. Pileski has been. granted .an' offshore-
onshore stake so he" is not being'.deprived of a place .-to keep
his boat. Another letter is to be written to Mrs. 'Virginia
VanBokkelin informing her that further action will be taken
if she does not remove her dock from this area also.

A letter has been received from Paul Troyan, President of
the Riverhead Town Bay Conservation Association, requesting a
letter of support from the Southold Town Trustees in its effort
to gain control of a portion of bay bottom for a hard clam A'
transplant program in a 'seven year lease. This letter .is to be
forwarded to the Southold Town Baymen' s Association for its
comments and recommendations to be considered at the next meeting
of the .Board of Town Trustees.
Mr. Douglas Creighton requested, an opinion from the Board
regarding the .mooring of a 50 foot sailboat at Town Creek off
his property. The Board felt this was too big a boat to be
moored there practically and might be better off moored in the
Bay or at a marina.
A letter from the. Goose . Bay Civic Association, Inc. dated
August 25, 1978 has been brought to the attention of the Board.
This letter deals with docks in front of the Basile and Melchione
properties which have received permits from the . Board. These
docks restrict passing over and reasonably using the beach of
the association because they do not have a passage area. A .
. letter will be written to each of these people informing them to
place a ladder, on each side so people can pass over the docks.
The information requested by the Long Island 'Re ional
Plannin -Board in regard to maricul'ture activities in the-Long
-Island Uoastai Zone. will be compiled and forwarded to the 'Town.
Board as it is under its jurisdiction.
There was some discussion regarding the -permit of Mr.
Christopher-,Gudis. It .appears that .l . Gudis never paid his
fee and thus did not get a permit, which .could be partially -a-
clerical error in notification.- His dock now 'appears to -be j
longer than what he originally applied for. Trustee Hataier
offered to measure the dock and forward the information to
the Clerk. Mr. Gudis is to be notified that he is in violation
of the Code and invited to attend the next meeting of the Board
to be held June 5, 1979.
The matter of the dumping of trash into waters of the Town
was brought to the attention of the Board by Mr. Carl Vail.
This is illegal and if -Mr. Vail can supply the Board with the
names of the violators, the Board will be glad to take appropriate
action. The Clerk of the Board will check with the Town Clerk 'to
determine if this would constitute a violation of any other
ordinances.

The following .information is-.to be forwarded to--'the
Supervisor as soon..as possible.- ;;The Suffolk County Department
of Public Works is presently dredging off the-Port of Egypt:
They will be working on%,'the westc6nd.`of -the island-'until "the
weekend. Next week they will be: starting at the east end. The
J Board- .of Town.'Trustees requests that Supervisor Martocchia
. contact Mr. Carl Eisenschmied of-'that office. regarding' the
dredging of the east end. The Board -'of":Town Trustees would like
to suggest that the dredged material be placed on the west end
of the island. The Board feels that the tern colony i,s eroding
along the south shore and the sand being placed to the west would
help nourish thi�s.-beach and., therefore;- protect the area. A
copy of this information. is to be sent to Mr. William Lieblein
of the Port of Egypt.
A letter has been received from the Town Clerk in which she
indicates that the Town Board has studied the information folder
on-,Docks, Filling, Dredgirig, Mooring, Bulkheads.',, Alteration of
Wetlands as prepared for the: Town. of Southold by the North. Fork
Environmental" . Council. - The-,Board feels that if the'.Trustees wish
to prepare a similar type,'informational .folder under their name
and make it available iin their office the Town Board-would approve
such. a ,move. However, it is- the policy of the Town- Board not to
: approve the distribution of-'literature prepared by a local group.
Trustee Stoutenburgh made a motion that the Trustees send
out the informational folder as--`corrected and have it available
in the office and send out to people inquiring, for applications.
Trustee Nickles seconded the- motion with the .'provision that there
be some further editing of;.the "bro_hu e-.and an_*estimate be.
obtained- as to the cost. Trustee Stoutenburgh, withd.rew his
motion until the information"is available.
The next meeting of.'the Board of Town Trustees will' be held
on June •5, 1979. There being no further-business to, come'- before
the. Board,. Trustee. Harris made.` n a motio , seconded by, Trustee -
Hataier:'and carried to adjourn the meeting. eeting adjourned
