Alfred Grebe Archibald Young William Unkelbach MINUTE S SOUTHOLD TOWN PLANNING .BOARD October 1881966 A regular meeting of the Southold Town Planning Board wdAl ]M held on October 18,. 1966,, at the Town Office, Main Road, Southold,, New York,, at 7:30 P.M. There were present: Messrs: John Wickham,. Chairman, Henry Moisa,.- Alfred Grebe,- William Unkelbach,, Howard Terry,. Building Inspector; Otto Van Tuyl,; Consultant; Lawrence Tuthill,,P.E. ; Raymond Dean,, Sup=t of Highways. Mrs, Joseph Cherepowicz, East Marion,, New York,. appeared beddre the Board to ask approval for a right-of-way, Mrs. Cherepowicz is selling interior lots,, howevert. she does not wish to construct a fifty foot road. The Chairman advised Mrs . Cherepowicz that even if a full fifty foot road was not constucted she would have to provide and set aside fifty feet for the road. Mrs. Cherepowicz was further advised that she could obtain approval of access up to lot number 5 from the Board of Appeals. The Planning Board would recommend this. However,: the Planning Board would also stipulate that access be given only up to lot number five and no further. The -Chairman pointed out that the appellant could not come back in one year 'or two years and obtain further approval of access for tother lots. - - She was advised that- she would either have to file _a subdivision map or accept access up to lot number five and no further. Mrs.. Cherepowicz advised the Board she would like .to consider this matter further. Southold Town Planning Board kr-Q- October 18,, 1966 The Planning Board reviewed the application of Home Exchanger, Inc.,, for a change of zone . from"A" Residential - and agricultural District to "B-2" Business District on certain real property situated at- Mattituck,, in the Town of-Southold,.- Suffolk' Oountyr, New Yorks. and bounded and described as follows: BEGINNING at a point on the southwesterly side of Wickham Avenue at the northeasterly corner of Ruland; running thence along said last mentioned land south 470 382 west 236 feet; running thence south 430 12; 20" west 88.40 feet; thence south 430 19' 30" east 106. 92 feet; thence south 430 12' 20" west ,200 feet to the sxxkk northeasterly side of Maiden Lane; running thence along the north easterly side of Maiden Lane north 40 578 30" west 307 feet- to the mean highwater mark of Mattituck Creek; thence along said mean highwater Lane in a northerly and northeasterly direction approximately 500 feet to land of Williams; running thence south 440 llt east 220 feet; running still along said .land of Williams north 470 383 east 101.34 feet to the southwesterly side of Wickham Avenue; thence along st.id line of Wickham Avenue south 390 072 20" east 49.58 feet' to the point or place of beginning. A letter was written to William Niles,. Esq. ,,,. advising him that the Planning Board did not receive a letter from him .on ' August-15 and also saying the Planning Board was particularly interested in the statement that - the -respective property owners on the westerly side of Maiden' Lane would be agreeable to widening and dedication. The Board reviewed the original applicationof Harold Reese for a change of zone from' "A" Residential and Agricultural. District to "B" Business District on certain real property situated at Southold in the Town Of Southold,, Suffolk- County, New York, and bounded and described as follows: BEGINN=. A letter was written to Mr. Reese advising him that the Planning Board felt that a 40 foot channel was inadequate for the type of use he had in mind. The Board reviewed the application of' Charles and ,Frieda L. Kanka, for permission to dredge in Eugene=s' Creek,:. Cutchoguer,new York, The entire 'Planning Board has viewed the property in question. ON motion by Mr. M6isa, seconded by Mr. Grebe.., it- was RESOLVED that the Southold Town Planning Board recommend to the Southold Town Trustees approval of the application of=Charles J. and Frieda- L. Kanka for permission to dredge in Eugene=s Creek in� Cutchogue. The Planning Board recommends approval as shown on the sketch submitted for a channel no more than 55 feet long. Vote of the Board: Ayes:- Mr. Grebe,; Mr.. Wickham, Mr. Moisa, Mr. -Unkelbach. The following bill was submitted by-Lawrence Tuthill`_ P.E'.: "Enclosed is bill for engineer's estimates for bonds for highways for subdivision of land based on a fee of' $25.00 for the first 10 acres and $1.00 for each additional acre. The following letter was written to Alexander J.- Chase,- Esq. ,. 40 West Main Street, Riverhead, New York,, Re: Mattituck- Estates,.Inc. : Dear 'Mr.- Chase: This is to advise you that the Planning Board has received approval from the Mosquito'Commission to raise the water level in the salt pond at Mattituck Estates approximately two feet. This has the approval of the Highway`Superintendent and-.-it only remains to get the approval of the four other property owners involved. Since there will be a substantial body of water northerly of Cardinal Drive at this level, it may be necessary to have a larger culvert,, to raise the road level or to widen the shoulders. It might be-well to wait and see what is required. We are writing a short letter to each of the adjoining owners and enclose a copy for your information. , The Following letter was writen to Chester Melot,, Mattituck; Russell D. Tuthill,, Mattituck; Mrs.- Clarence Tuthill,, Mattituck; Mr. Martin Filla, Mattituck: The Southold Town Planning Board has embarked on a program to improve and enlarge the fresh water resources of the Town. This has been specifically recommended by our water engineer and has the full approval of the Town Board. In particular we have suggested that the proprietors of Mattituck Estates,, Mattituck,,. New York,- construc- t a dike across the drain immediately north of New Suffolk Avenue in order to .raise the water level in the present salt pond by approximately two feet. This will of course exclude all but hurricane tides and the water in the pro- posed lake ,or pond will Bonn be fresh. We beleive that such a lake will add to the beauty of the Town as well as being an� asset to you- and adjoining property. owers. It will also raise the water table in the adjacent area. Southold Town Board of Appeals -5- October 18., 1966 We have a sketch of this proposal in the Office in- Southold if you wish to liok at it. We also have the approval in witting from from the Mosquito' Commission as well as approval of our Town Highway Superintendent, M4. Hambsch and associates appeared before the Board .in regard to their developments.- Corey Creek Estatesr located at Bayview in the Town- of Southold.: Suffolk Coutny,, New York. Mr.. Rod Van Tuyl presented the final maps of the subdivision to the Board. The maps have�fp' yet been signed by the Suffolk- County Health Department.. however Mr.. Van Tuyl assured the Board that they would have this before the next meeting of the Board. The Planning Board and Mr. Hambsch briefly discussed the dredging and what- Laughing- Water is doing about dredging. The Chairman suggested that*Corey,Creek" Estates and Laughing Water: coordinate their dredging plans. ' The Chairman also pointed out that all of the proposed canal should show on the final maps to be filed with the County-Clerk. The Planning Board is requesting that the appellants coordinate their dredging plans with Laughing Water' Property Owners Association Vote of the Board: Ayes:- Mr. Wickham,, Mr. Moisa, Mr. Grebe., Mr. Uneklbach. Mr. Rod Van Tuyl presehted a preliminary plan of a subdivision to be entitled Birch Hills at- Cutchoguer owned by Birch Properties.., Inc. The property is located on the west side of Duc4C Pond Road,,, Cutchogue, New York. The proposed subdivision contains ,approximately -16 lots. All lots are mininum size and over. There is an exisitind dwelling on. one of the lots. The developer .plans to retain the existing dwelling. Thenap shows 166 feet set aside for park and playground and access to the waterfront. On motion by Mr. Moisa.. seconded by Mr. Grebe, it was RESOLVED that the Southold Town Planning 'Board grant preliminary approval to the subdivision to be known as Birch Hills at Cutchoguel, - Cutchoguez New York,, owned and developed by Birch Properties, Inc. ,o map by Otto Van Tuyl and-Sony dated-September 12,. 1966. Vote of the Board: Ayes-.- Mr. Wickahm,.. Mr. Moiaa,,.. Mr. Grebe,. Mr. Unkelbach. Southold Town Planning Board -7- October 18,, . 1966 On. .motion by Mr. Moisa,,, seconded by Mr. Unkelbach., it was RESOLVED that the minutes of' the Southold Town .Planning Board dated September 20,, 1966;, be .approved as submitted. New York,, and Birch Hills at Cutchogue, - Cutchogue?. New York. - Vote of the Board: Ayes:-'IDS Mr., Wickham., Mr..v, Moisas, Mr. Grebe,,, Mr. Unkelbach. THE CHAIRMAN: For the record,,, I would like to say that fresh water is going to be a problem in the Town of-- Southold.. Some agency is going to have to have some .say in the location of high yielding fresh water wells. I would like to propose that we xtA discuss this with the Town Board. Let the Planning Board handle this directly'k, as it affects the health,,, safety,, welfare and morales of the Town of Southold. - Some agency should take care of this and I think it should be this Board, and it should be made part- of the Master , Plan. Southold Town Planning Board -8- Octob.er 18r 1966 A letter was written to Mr. Ernest-Whitlock requesting him to make further study on the proposal of the Chairman. It was- also requested that Mr. Whitlock advise the Planning Board of the cost for further study. Upon receipt of this.the Planning Board will make their recommendation to the Town Board. The Planning Boards, Raymond Dean, and Howard Terry,, held a discussion 'on the dedication of roads at- Race Point" Corp.,,' on Fishers Island,, New York, Mr. Dean Reported that he .had personally inspected the roads in question. It.was concluded that the Planning Board would accept Reservoir' Road as a private road., if the following improvements were made: remove foundation; remove sidewalk; a .sealer coat .of oil and sand. over the entire pavement after repairing the holes... including the one from the foundation removal; increase the sight distance at the very dangerous spot near the hydrant; and finally., clean out the catch badns. It was further concluded that dedication.. of Winthrop'Drive would be somewhat simplier ., particularly if it- was made a one way street. The Chairman was authorized to write a letter to the' Editors of the Long Island Traveler-Mattituck Watchman. and the Suffolk - Weekly Times, in regard to the proposed new Town Hall that was voted down. The next regular meeting of the Southold Town Planning Board will be held at 7:30 P.M.., Tuesday., November 15., 1966z, at the Town Officer, Main Road.. - Southold., New Yoh .
