JOINT MEETING
January 2% 1966
A joint meeting of Riverhead Town Planning Board and
Southold Town Planning Board together-with their consultant
engineerse. Town Supervisors and representatives from the
County and State Department of Public• Workse was held at
Riverhead Town Halle. Roanoke Avenue,, Riverheade New Yorke
on Thursdayr January 274 1966.

The meeting was called to order at 8:15 P.M.•e. by Mr. Corwin
Tuthilla. . acting chairman.

Mr. Kammerer and Mr. Matsunaye displayed a large map .made
from an- airial photo with the proposed new County Road from
. Sound Avenue and Cox Neck Road,,. Mattituck,, westerly running
. along the Long Island Lighting Company hightension line., north
of. Jamesport and Aqueborgue ,then 'aosss: the' Peconic River,, east of
Riverhead Village to connect`.,witY_,Route :'24 and the new highways
surrounding the County-Center' Complex 'and legs to connectvtth
Sunrise Highway (Route 27), and the Riverhead-Moriches 'Roads also
a proposed future leg to connect with Route 25 and the 'Long
Island Expressways, west of Riverhead Village.
Mr.- Corwin Tuthill spoke for the' Riverhead Planning Board
.and stated• he thought this ,was about the best route and way to
lay-out this road so, thz*,ggh-,., sa0fic does not have to go through
the Village or County' Road '58': They might like to see the river
crossing changed to a little 'fu<ther east if possible.
The question of how many north and south roads would be
' cut off by this .new road was raised. Mr. Matsunaye stated this
. will be an, "uncontrolled access road" at present so, all streets
will have intersections. at least for the time being.
The question of how the road will affect Riverhead Central
District'02 . proposed new .school at Jamesport was raised.. Their
property is adjacent to the proposed new road. - After discussion
it was agreed that probably the road will be an asset to the
school by giving better access than. the present town highways.
However,. if the school authorities want to' get another location
ituas felt they could dispose of this property -to- good advantage
at any time.
After 'a lenghty discussionz. it was generally agreed this is
as good a route as can be hoped for' and' all necessary steps should
be taken. by both Planning and Town Boards and Couiu&y Public' Works
Department 'to get this' approved and on the State' Highway System
immediately.
Means of financing right of way purchases and constructing
the road were discussed together with just how far and":.how much
the County can do. It was brought out that bridges for railroads
cannot be built with County funds. There must be State or -
Federal funds and they are subject to approval of the Public
Service Commission.

The' Supervisors present stated they will do all they -can
to get- this proposed road started as soon as possible.
At this time a colored map from the Riverhead Town'.Master
Plan showing existing and proposed highways was shown and explsed
by Alden Young.
There was a long discussion by all on the proposed Long
Island Expressway'Extension north of the Riverhead business
area and the connecting roads planned for the County"Center
area south of the River. Much concern was expressed over the
traffic jam at the present- circle south of the Village and the
possibility of complicating this,,dth more through traffic.
It was suggested another route further south b set- up for
through traffic. More airial photos will be taken in this area.
Other arterial connecting roads in mind will be shown.
-There was some discussion on widths of right-of-ways to
be acquired and for' "turn' off and acceleration" lanes at inter-
sections.> Mi.. Matsunaye stated these- are a "must" and will'
.be provided an -all the new roads. He discussed the experimental
widening of south ,-end of Medford Avenuei- Patchogue. - This may
be a pattern for- future highways.Where width of- right-of-way is
limitecy t is possible they will use this pattern north of
Greenport when they widen that section of Route 27A.
There was further discussion on crossing the Peconic River.
Mr. Kammerer stated he has planned a fixed span bridge with
maximum 35 feet clearance. He will keep it as low as possible to
keep the cost down. It seems only small sail boats use this part
of the river and there are not too many of them. The swamp area
on the south side of the .river is very soft and -will require
excuvating of mud and backfilling with- sound material to support
the highway. More tests and studies of this are in progress now.
If it can be done without too much expense they may shift the
bridge a little further east.
There was a brief discussion on the Connecticut Bridge
Report, Supervisor Lester Albertson is the only person present
that had seen a bridge report so not much discussion could
be held on it. Mr. John Toth stated that- further legislation
is necessary to extend the expressway past Route 58 at Riverhead.
This is supposed to be under contract by 1967 and completed in
1968, and opened by 1969. It seems they are having some trouble
getting the right of way at present.

There was a discussion of trading Route 58 with the State
for' Route 25 through Riverhead Village area. �'It-was felt that
by the time this could be done Route 58 will be -built up too
much to change and it would be better to have an extension of
the Expressway north of all the business area for through
traffic. This. could be terminated at the new highway first.
discussed for the time being, at least so the main stream of through
traffic will have some open road to absorb it.'
Mr. Toth thought any extension of the expressway east of
Route 58 at Riverhead would be a regular four lane .dual highway
with 110 to 120 feet- width-,. but he was not sure of this at this
time.
There was a brief discussion of future widening of Route 27
in- Southold Town and the- possibility of a bridge to' Shelter' Island'
and the south side. Most felt this is a most practical route.
Cedar' Beach to Jessups and New Suffolk to Cow' Neck by way of
Robins Island were considered as impractical and not acheiving
AXERX]JX enough good to the� publi.c for the cost and difficulties
involved. It was felt Robins Island should continue as it is
for the time being and in the future should be over by the
Town as a park or recreation area. Most felt that' a majority of
the residents on Shelter' Island would be in _favor° of' a- bridge
instead of a ferry -boat if the roads were laid- out properly. ,
Mr. Toth stated that the- State Will probably rebuild the
Sunrise Highway west of. Sayville before they extend. east,,. -even
tho surveys are in progress now.
There was . some discussion on renumbering some 'of' the County
-Roads to avid some of the confusion created by similar route' and
road numbers in different parts of the County. Superintendent
Kammerer is to- look. into .this.
Southold's Master Plan tax base map was shown so- that
properties affected by the proposed new road in western Southold
Town could be identified.
The meeting was adjourned at- ` t.30' P.M. with a vote of
