MR . MOISA: Is there anyone present- who wishes to speak against- this- subdivision application? MRS� FINGER:, I live in the Birch Hills area and my objection concerns the road I noticed on. the, map. Is this going to be opened up into a continueous road? MR. MOISA: Upon dedication it would be. MRS: FINGER: If this road goes through this is going to be nothing but a speedway. We have been there since August and' we have had people come through there at 'abominable speed , . If this is open they can come down here and wiz in and out. We have five children and when there are other homes built there-will be more children. It would be; more desirable to keep them both dead-end roads. ' Southold Town Planning Board -3- February 27, 1968 MR.' MOISA: During severe weather conditions it is easier -for- the snow removal equipment to carry out their work if this road goes right through. MRS. FINGER: Is it worth children's lives? I have seen this happen before. If this road is opened up it will. turn into nothing but a speedway. i MR: VIN 'CENT: I am building on this road, right here. That- road goes nowhere. I don't see how it could become a speedway. MRS: FINGER: They can go right through Glen Court, and no matter how much you call up the Town or the Police Department, you can't stop them from speeding through there. Right-now it's not going to be a problem, but what is going to happen in years to come when it is built up? MR. VINCENT: As far as Mr. Gendron and myself are concerned we don't care if they open Glen' Court or not. MR-,' GENDRON: It is up to the Highway`Superintendent. M . MOISA: We are lead by what the' Superintendent of Highways approves as a read. JOHN WICKHAM: Now, there are only two houses there, but just wait until most of= these lots are built upon. People like you come in and say "look, no snow plows, we have muddy streets, and we pay highway taxes". All of these subdivisions must meet the specifications for Town dedication, then in 2 years, 5 years, 10 years or even 20 years, they- can be dedicated to the Town. Present company excepted of course, we have had developers who forget about highways. We have to plan now,. before we approve these maps, for highways that will meet the specifications for dedication. This has , been policy and dictated by past experiences. MRS* FINGER: If these roads did not connect it- waxld . null and void the subdivision? JOHN WICIMAM: The Town won't accept the roads if they don't connect and meet at grade level. We have been through this. Your point is well taken. Southold Town `Planning Board -4- February '27, 1968 MR:- MOIBA: The poeple who build here will probably set-up an association. These people will govern whether or- not the road will be dedicated. MRS. FINGER: If we decided to form- an association and not- turn them over to the Town, then that-would stand? MR. MMISA: If you have a majority of the association in your favor. If the people in Birch Hills feel that they don't want to dedicate the roads, they could block this off. Is there anyone else who wants to sayy 'anything against this subdivision? (There was no response. ) MR. MOISA: Hearing none,, we will ask for anyone that is in favor of this subdivision. GEORGE VINCENT: I am building a house adjoining lot number one,. and I have no objection tothe approving and filing of this layout. In fact- I have a 15' foot-right of way to' Duck Pond Road, which is of record. MR MOISA: Anyone else wish to be heard? ' JAMES OLSEN: Everything, in there has . been done according, to Mr.- Dean's requirements and he is the one that brought it up about- connecting the roads and ihat is why- it- is done like that. ;(There was a question as.. to whether- or- not- the- Planning Board .had received a letter approved the general layout of the highway. ) MR MOISA: Anyone else wish to speak on this subdivision? MRS. FINGER: I.- have looked around this place quite a bit. It- seems to me this is all cliffy. What-happens - to anyone that builds. They don't have much of a lot. JAMEB OLSEN: There is alot of area in those lots. MRS. FINGER: Would it help if I spoIe to Mr. Dean about this? MR. Board -7- February`27, 1967 The' Chairman read the following declaration: "GARDNERS BAY'COMPANYo INC.', a domestic corporation, havindj, its principal place of' busines at No.. 120 Rockaway Avenue, Rockville' Centre, Nassau County, New York, makes this Declaration with respect- to the property located at East Marion, Town of' Southold, Suffolk County, New York, shown- on the map prepared by' Otto W. Is there anyone present who wishes to speak against this subdivision application? „ ;(Theme was no respons. ) 'Southold Town ,Planribg Board -il February 27D 1968 THE CHAIRMAN: Is there anyone present-who wishes to speak for this subdivision application? ,(There- was no response. ) THE' CHAIRMAN: We will adjourn this hearing until the Superintendent of Highways is present later- in the evening. ,(The Board briefly discussed accepting a bond of $500.00 for the removal of the didewalk, etc. from the road bed. This will be discussed with Mr.. Dean. ) i Mrs.- Mary Getoff appeared before the- Board in regard to dividing and selling property located on,Watervirew Drive, Southold. Mrs. Getoff wishes to sell off property and reserve 50 feet for- their own use as' a road. - She- was advised - that she many not sell off property leaving a strip of land- with only -50 feet fm ntage. The' Chairman advised that- she could .sell the entire parcel and .retain an' easement for the 50 feet she desires to usefor ' a road. Mrs. Getoff stated that..her husband sees patiences at their home and they need to have good roads leading into the property. A lenghty discussion was held on the possibilities for retaining this 50 feet for road purposes. Mrs. Getoff 'waa advised she could file for a minor subdivision, on this and was 'so advised of the procedure for doing so. Mrs. Getoff also has property on' Cedar 'Avenue she would .like to divide up. Again she was advised. this .diould be handled--as a minor subdivision up to five lots- and that thevhole thing should be done at one time. Mrs. Getoff was also advised that all lots in a minor subdivision must -have 20,000 square feet and at least 100 feet frontage. Mrs. Beatrice Wasson' Fectig appeared before the' Planning Board in regard to her subdivision "Rollingwood Estatest' located at.Laurel. The last time' Mrs. Fectig had appeared on: this ,was in 1963 and she stated at that time she was not- going to do anything with the rest- of the subdivision until she �Awld the lots on the road. Mrs. Fectig was advised that she could file this as a minor subdivision, however, all lots must have at least 100 foot frontage, and must have at least' 20,000 square feet of area. Therefore she would need to have a new subdivision map made of the property. Mrs. Fectig was also advised that if she wished Ar qQ'1 1 -Wkg -�&,nrsi in n_Vrr+g1 n,f 1 encl at once v-he QQuId d0 9P. r Southold Town Planning Board -12- February- 21, 1968 ' Raymond Dean advised the, Planning Board he would write a letter approving the general layout of the roads at Vista Bluff, subro'ect' to Glen Court meeting and connecting at- grade level with Glen Court in Birch Hills. The' Planning Board again took up $ie. matter of Minor Subdivision- No. 1, William B. May, Jr. , Fishers Island, New York. The' Planning Board. advised Mr. Dean they would need a letter approving the general layout- of the. road. 'Mr.- Dean- stated he would have no objection to Mr.- May posting a bond in the amount of' $500. 00 for the removal of sidewalks, foundation, curbing; etc. , from .the bounds of the highway known as Reservoir'Road. On motion by Mr. Grebe, seconded by' Mr. Moisa, it was , RESOLVED that the Southold Town Planning Board recommend to the ' Southold Town Board an estimated performance bond in the amount of $500.00 for- the removal of the foundation, curbing, and sidewalk in the road known as Reservoir' Road, located on 'Fishers Island, New York, on the property of William'B. May Jr. , Vote of the Board: Ayes:- Mr. Wickham, Mr.- Moisa, Mr. Grebe, Mr.- Coy*e p The' Planning Board discussed with Mr. Dean the dedication of Beebe' Drive- Extension at East' Cutchogue, New York. Both the' Planning' Board and Mr., Dean agreed they wanted the strip ,shown as reserved for: highway to be included in the present dedication of Beebe- Drive Extension- . Mr. Van Tuyl presented final maps for Laughing Water, Section II, at Bayview, Southold, New. Yoftd owned and developed by Henry J.- Smith. Mr. Van'•Tuyl thought at this time a date could be set fora public hearing. . The Planning Board insisted that they applicant present to the- Board a copy of the contract with the Greenport' Village Water Company for the 'installation of water mains to this sub- division. The' Planning Board must have this document before setting a final date. for a hearing. Southold Town' Planning Board -13- February 27, 1968 John Wickham reported that he had spoke with Robert Jonas,. Soil Conservationist, and Mr. Jonas- stated that ' he had been able to arrange to have all of the. Town' of Southold's soil mapping done within the year. The next regular meeting of the' Southold Town Planning Board will be held at 7:30' PM., Tuesday, March 19, 1968, at the Town Office, Main Road,- Southold, New York. a On motion by Mr. Grebe, seconded by-'Mr. Moisa, it was RESOLVED: WHEREAS,; Rene Gendron has petitioned-. the Southold Town- Planning' Board .for final approval of his plat known' as "Vista Bluff; at Cutchogue, N.- Y.',, and -WHEREAS, the' Superintendent- of- Highways has stated that he will. write a' letter to -the, Planning Board approving the gheral $ayout of the highways, subject to Glen Court in Vista 'Bluff, meeting and- connecting at grade levelTdth . Gle ;Court in Birch Hills; and this statement- is accepted by the' Planning Board, and WHEREAS, The- Southold Town Board has accepted a Bank Deposit' Book of Southold- Savings Bank presented to Super- v.isor' Lester M.- Albertson , contain�agposits of47,000.00. for the completion of the roads and other improvements in' the subdivision, NOW THEREFORE BE' IT' RESOLVED: that Rene Gendron, be and hereby is granted final approval of his plat of property ' known- as Vista Bluff, located at' Cutchogue; New York, containing 8.1 acfes. Vet e of the Board:' Ayes: - Mr. Wickham, Mr. Moisa, . Mr. Grebe, Mr. Coyle. The final maps of the subdivision were signed by Mr. Henry Moisa. Southold Town Planning Board -.14- February 27, 1968 On motion by Mr. Moisa, seconded by' Mr Coyle, it was RESOLVED: Whereas, Gardners Bay` Co. , Inc. , has. petitioned the' Southold Town Planning Board `for final approval of : their -plat known as "Gardiners Bay Estates,. Section III", at East-Marion, New York, and ,.WHEREAS: The' Super.intendent of- Highways of the Town of-. Southold has inspected the map and approves the highway layout of the roads to be constructed, and his .report is hereby accepted by the' Planning Board, .and -WHEREAS, The' Planning Board waives- the park and playground requirement in- view of the declaration made by thesubdividers, and WHEREAS,'. The roads for the subdivision are completed, and a performance bond is not necessary, NOW,, THEREFORE BE It 'RESOLVED: that the subdivision to be known as Gardiner's Bay Estates, Section III, .at' East Marion, New York, consisting of 8.687 acres,. owned and . developed by Gardners Bay`Company, Inc. , be and the same hereby_ -is approved. Vote of the Board: Ayes:- Mr.. .Wickham, Mr. Mois a, Mr. Coyle, Mr. Grebe, Mr. Wickham signed the final maps of the subdivision.
