A regular meeting of the Southold Town' Planning Board
was held at .7:30 P.M. , Tuesday, Marvh 19, 1968, at the Town '
Office, Main' Road, Southold, New York.
There were present: Messrs: John Wickham, Chairman;
Henry Moiaa, Vice=Chairman;. William Unkelbach, Frank- Coyle, ,
Alfred Grebe.
Also Present: Messrs: Otto W. Van Tuyl, Consultant;
Howard Terry, Building inspector; Lawrence Tuthill, P.E..,
Construction 'Engineer.
Mr.- Lefferts P. Edson, Esq. , appeared before the Board
in regard to Laughing' Water, Section II, owned by Henry J.
Smith. Mr. Van . Tuyl presented the final maps on this
subdivision. Said maps were signed by the' Suffolk County
Department of- Health. Mr. Edson presented the following
letter to the Planning Board, from the Greenport- Village
Water District:

"The Village Board inclines to favor: the extension of its
water .system. . - As a policy declaration the -Board will agree to
supply water, through any mains of a ,proper- -T size for the
location, the cost of the laying of which is paid for'. by the
persons requesting to be supplied therefrom.
"The Board is -ready to negotiate a main between South
Harbor- Lane and Laughing Water. - Section 2 with all interested
parties.
"If I can be of further assistance, please call.

utilities. "
It. was noted that the final maps state that. lots 8,7,6,5
and 4 shall not be conveyed or built upon. until. .such time as.
public water is available to these lots.
A question was raised about the parcel of land between lots
number' l-9 .and 20. This was designated as Park area on :the final
map. It was felt this parcel should be designated as Reserved,
however, the maps would have to. go back to the Suffolk County'
Board of Health. - Also a lenghty discussion was held on making
this reserved parcel part- of lot 19 and part of 20; or all too
lot 19 er: all to 20. The Planning Board does not want-. this left
so that at- some future date someone may try to build on it and.
find out- they .can't. Mr. Edson stated that- the purchaser, of
lot mumber' 20 had a verbal option'on part of the adjoining ,property.
Mr.- Edson stated he would try to work something concrete out
with the buyer and then put part- of this parcel in lot 20 and,
part of the parcel in lot- 19. - Again this property 'line change
will have to be approved by• the Suffolk Coufxty Board. of Health.
On motion by Mr. Unkelbach, seconded by Mr, drebe, it was
RESOLVED: The Southold_ Town Planning Board set the next
reguli.r meeting as the time for a public hearing upon the
question of approval of the following plat:

This hearing is set up subject to the followin.g-, conditions:
1. The County Board of Health approves the change in the
property lines by making the parcel shown as "Park"- on the map
as partcE lot 19 and part of lot' 20; or making it all part of,
20, or all part of 19.
2.- The' Planning Board receiving an estimate for a performance
bond for the completion of the roads and watermain s in the
subdivision.
Vote of the Board: Ayes:- Messrs: Wickham, Moisa,
Unkelbach, Grebe,. Coyle.
The Planning Board received a request from the' Southold
Town Trustees for a recommendation on an application for a per-
mit to dredge by the residents of Deep Hole Drive, Mattituck,
to dredge in Deep Hole Creek on the east side. The' Planning
Board viewed the tax map of the property in question. It was
pointed out that not all property owners have signed the
application.
On motion by Mr. Coyle, seconded.by Mr,-Brebe, it was
RESOLVED: The Southold Town Planing Board does not
recommend this dredging project. - Said dredging would change
the contour of the ground water reservoir and endanger the
fresh water- supply- of every home on Deep- Hole Drive.
Vote of the Board: Ayes:- MEssrs: Wickham, Moisa,
Unkelbach, Grebe, Coyle.
The Planning Board unamiously agreed to invite the
Southold Town Board of Trustees to meet with them at 8:30
P.M., April 16, 1968, at the Town Office, Main Road,
Southold, New York. The purpose of such a meeting would
be to discuss a proposed master plan for all creeks in
Southold Town.

The Planning Board received the cloth prints from
Chandler. and .Palmex, Engr's for. the minor subdivision of '
William B. May, Jr. , on Fishers Island. Thesd maps do
not show the necessay legends for filing purposes. Mr.
Grebe suggested that Mr. Van Tuyl enter the necessary legends
on the map,' however he did not, feel this would be proper;,. "9..
Mr. Van Tuyl said he would give Mr. Grebe a copy of a =.filed
map so that he can see what is needed on it. Mr. Terry .
stated he would take the maps to Robert-Villa in. the 'County
Department- of Health and. ask him to write a' letter 'to
Chandler' &. Palmer stating what is needed in the legend.

On motion by Mr. Greb e, seconded by Mr.-. Moisa, it was
RESOLVED: the minutes of the Southold Town Planning
Board dated February 27, 1968, be approved as sent- out.

Unkelbach, Grebe,. Coyle.
. The Southold Town Planning Board received from the.
Southold Town Board the` orig.:4nal petition of Russell Tabor
& Sons, Orient, New .York, for a change of zone from
"A" Residential and Agricultural District to "B" Business
District , with the instructions to prepare an official
report defining the conditions described in the petition.
Description of property: All that certain real property
situated at Orient, in the Town of Southold, County of
- Suffolk and State of New York, and more particularly
bounded and described as follows:
Beginning on the southerly side of the Main Road and
the easterly side of- Tabor' Road, then running in an easterly
directionzalong the sotherly side of Main Road 225 feet- to
land of Ferreira, then along land of Ferreira in a southerly
direction 150 feet then along lands of Ferreira, Gloria and
Wernikowski in an easterly direction 210 feet to land 'of
William Terry, Jr. ; then running southeasterly along land o€

The Planning Board discussed the change of zone requested
and other available business1roperties in'-Orient, it was felt
there should be a buffer zone. between the property to be
changed and the cemetery.
On motion by Mr. Moisa, seconded by Mr. Unkelbach, it was'
RESOLVED that the Southold Town Planning Board does not
favorably recommend to the Southold Town Board the change of
zone from "A" Residential and Agricultural District to "B"
Business District on the above described property.
It -is the opinion of the' Planning Board $hat in keeping
with their- policy there should be a buffer zone between business
property .and a cemetery.
Vote of the Board: Ayes:- Messrs: Wickham, Moisa,
Unkelbach, Grebe, Coyle.
The Southold Town- Planning Board received from the
Southold Town Board the original petition of'Anna Zanghetti
and Mario Zanghetti, Fishers Island, New York, for a change
fo zone- from- "A" Residential and Agricultural District to
"B" Business- District, with the instructions to prepare an
official report defining the conditions described therein. .
Description of property: All that certain tract or parcel
of land situated at Fishers island, in the Town of: Southold,
Coutny of Suffolk and State of New York, and bounded and

On motion by Mr. Grebe, seconded by Mr. Unkelbach, it was
RESOLVED that the' Southold .Town Plannng. Board recommends
favorably to the Southold Town Board the change of zone from
"A" Residential and Agricultural District to "B" Business
District",on the above described property.
The property is in the. immediate vicinity of a business
zone and there are other non-conforming uses in the area. This
property is at the head of West Harbor where presently exists
commercial docks and other waterfront enterprises.

Unkelbach, Grebe, Coyle.
The Planning Board again took up the matter of the Town
Board's' Own motion for a change of zone from "B" Business District
to "M-11' .Multiple Residence District and from- "B" Business
District to "A" Residential and Agricultural District on the
following described property:

"M-1" Multiple Residence District, north side Main Road,
Orient, New York:
BEGINNING at a point- on the northerly line of the Main
Road 86 feet more or less, westerly. along said northerly line
from Youngs Avenue; from said point of beginning running
westerly along said northerly line of the Main Road, 944.feet
more or less, to land of the State of New York:, thence _ . .

On motion by Mr. Coyle, seconded by Mr. Grebe, it was
RESOLVED that .the Southold Town Planning Board recommend
favorably to theSouthold Town Board the change of zone from "B"
Business'District to "M-1" Multiple Residence District and from
"B" Bus.iness District -to "A"' Residenfia' l and Agricultural
District on .the above described property.
The property is presently used for residential purposes.
There is no business conducted on the premises except -for apart=
ments and this part will be changed to an "M-1" Multiple
Residence.

Board's own motion by a change of zone from "B" Business
District. to "B-2" Business District -and "B" Business District

On motion by Mr. Unkelbach, seiconded by Mr. Moisa, it was
RESOLVED that the Southold Town Planning.Board does not
favorably recommend to the" Southold Town Board the change of
zone from "B" Business District to "B=2" Business District and
"B" Business District to "M" Multiple Residence District on
the above described property.
The Planning Board feels it was an error -An judgement
that this parcel was originally zoned for-business use. In
view of the fact that there is a serious problem with water
supply in this immediate vicinity, the I?lanning' Board feels
it would be a mistake to have this property anizthing but' "A"
Residential and Agricultural District.

Mr, Lawrence Tuthill was advised he should check
the roads at laughing Water, Section II, and prepare
an estimate for-' a performance bond for this subdivision.
Mr. Howard Terry advised the` Planning Board of some appli- .
cations for change of zones that may be coming before the
Planning Board in the near future.
Discussion was held- on the need for a 'creation of a sewage
district from Mill Creek east to Shipyard" Lane in' East" Marion.
Also certain amendments to the zoning ordinance were discussed
briefly. It-was agreed that a meeting should be set up between
the- Planning Board,. Town Board and. Board of Appeals.
The next regular meeting of the Southold Town .Planning
Board Will be held at 7:30 P.M.', Tuesday, April 16, 1968, at
the Town Office, Main Road, Southold, New York.
The meeting was adjourned at 9:30 P.M.
