SOUTHOLD TOWN PLANNING BOARD
April 1621968
A regular meeting of the Southold Town Planning Board was
held at 7:30 P.M., Tuesday, April 162 1968,at the Town Office,
Main Road, Southold, New York.. '
There were present: Messrs: Henry Moisa, Vice Chairman;
William Unkelbach, Frank Coyle, Alfred Grebe,
Absent: Mr. John Wickham, Chairman„
Also present: Messrs: Otto We Van Tuyl, Consultant; Howard
Terry, Building Inspector; Lawrence Tuthill, Construction Engineer.
PUBLIC HEARING: Upon the question of approval of the following
plat: Plat of property owned by Henry J. Smith, entitled Nunnakoma
Waters, (at this point the Chairman advised all present that this
subdivision was originally to be known as Laughing Water, Section
II, however the title was changed after the legal notice was
published) consisting of a parcel of land of 16.08 acres, situated
at Southold, in the Townof Southold, Suffolk County, New York, and
bounded and described as follows:

Boulevard, at the southeasterly corner of land of Bulger and the
northeasterly corner of the premises herein-after described; from
said point of beginning running along said westerly line of Minnehaha
Boulevard, S* 25 degrees 001 E.- 72.15 feet to a monument and land now
or formerly of C.H. Wickham; thence along said land and along land of
Lillian Hallock, S* 80 degrees .481 3091 W. 146,25 feet; thence along

The Chairman read the legal notice of hearing and the affidavits
attesting to its publication in the Long Island Traveler-Mattituck
Watchman, and the Suffolk Weekly Times*
THE CHAIRMAN: I -0hi.nk that everything is in order. We have an
estimate on the performance bond, and a letter from the Superintendent
of Highways, We have a letter from the Village of Greenport pertaining
to the installation of water miens into the subdivision. Is there anyone
present who wishes to speik in opposition to this subdivision?
LILLIAM COWAN: I am Iiere as president of Laughing Water Property
Owners .Association. We have two officers here and three members of
the Board of Directors* We are here to object to the title of Section II
Laughing Water* We are here to object to the use of the name Laughing
Water*
THE CHAIRMAN: As I stated the name has been changed and the map
has been changed,

THE CHAIRMAN: Is there anyone else who wishes to be heard in
opposition to this application*
(There was no response. )
THE CHAIRMAN: Hearing none, is there anyone present who wishes
to speak in favor of this subdivision?
WILLIAM UNICELBACH: I question the legality of this as read,
since the.name has. been changed.
THE CHAIRMAN: It was too late to change it in the newspaper.
HOWARD TERRY: It is customary to ask the applicant to amend
the application to read the correct names
THE CHAIRMAN: Alright, lets get on with anyone who wishes to
speak. in faovr of this. Mr. Smith, do you have anything to say?
HENRY SMITH: I don't have anything tosay, it's been a long
fight.
THE CHAIRMAN: Mr. Smith, are you in favor of amending the name
of this subdivision to Nunnakoma Waters?
HENRY SMITH: Yes, definitely.
THE CHAIRMAN: We have the estimate on the performance Igond.
HOWARD TERRY: I asked Larry to revise that bond a little. Some
of that work.has been done.-.
THE CHHABRMAN: Is there anything else to say on this hearing?
(There was no response. )
THE CHAIRMAN: We will close the hearing at this time, and
take action on it later this evening.
Messrs. Arthur Guittard and Frank Zaleski appeared before the
Planning Board in regard to a proposed dredging project in Deep Hole
Creek, Mattitucka Mr. Guittard stated that the Town Trustees had
approved this project subject to the approval of . the Planning Board.
Mr, Guittard stated they would take soundings of the property and
submit their findings to the Planning Board. It was determined that
all property owners involved agreed to- this project, It was
unamiously agreed by the Planning Board to make a determination on
this project, after the findings from the soundings have been
submitted.

Mr. Jimmy Dean, Cutchogue presented a survey of property
located at New SutfaLk Avenue and running to Great Peconic Bay.
Mr. Dean stated he would want beach rights to go with all of the lots.
There was some question about existing rights of ways on the property.
Mr. Dean was advised he should have a surveyor lay the property out
in lots and streets and then present a preliminary plan to the Board®
Mr. Robert Douglass.J. Orient, appeared before the Planning
Board for approval to cut through roads on property owned by him at
Orient. Mr. Douglass laid a survey map out before the Board and drew
in exactly where he wanted each road togo. Mr. Carl King has agreed
to give Mr. Douglass additional property for one of the roads. Mr.
Douglass does not want to subdivide or sell any of the property at
this time. The Planning Board advised Mr. Douglass to present a map
of the property, showing the roads requested; then the Planning Board
can take formal action on the request.
On motion by Mr.. Coyle, seconded by Mr. Grebe, it was
RESOLVED: WHEREAS: Henry J Smith, Peconic, has petitioned
the Southold _Town Planning Board for final approval of his sub-
division Nunnakoma Waters, located at Bayview, Southold' and
WHEREAS: The Superintendent of Highways has approved the layout
of the roads, and the Planning Board- accepts his report, and
WHgREAa the signing of the final map is waived until such time
as a performance bond is posted and said bond is accepted by the
Southold Town Board,
NOW, THEREFORE BE IT RESOLVED that final approval be granted
to the subdivision Nunnakoma Waters, located at Bayview, Southold,
New York, subject tp the following conditions:
1) The name Nunnakoma Waters being entirely legal since it
was changed after the legal notice of hearing appeared in the Official
newspaper of the Town.
2) The Town Board approving the estimate for the performance bond
for the completion of the roads in the subdivision.
Vote of the Board: Ayes:- Mr. Moisa, Mr. Unkelbach, Mr, Coyle,
Mr, Grebe,
On motion by Mr. Grebe,seconded by Mr, Coyle, it was
RESOLVED that the minutes of the Southold Town Planning Board
dated March 19, 1968, be approved as sent out.
Vote of the Board: Ayes:- ALL

The Planning Board received from the Town Trustees a copy of
an application from Mr. E. D. Larocca for permission to dredge and
bulkhead in front of his property located at Bayview Road, Southold,
New York, and fronting on a canal off Corey Creek. The Plannib Board
discussed this request,
On motion by Mr. Coyle, seconded by Mr. Unkelbach, it was
RESOLVED that Mx. E. D. Larocca be granted permission to dredge
and bulkhead-on his property located at Bayview Road, Southold, New
York, being on a canal off Corey Creek. - Said per-mission is granted
as applied for in the application.to the Board of Town Trustees,Town
of Southold,
Vote of the Board: Ayes:- Mrs, Moisa, Mr. Coyle, Mr. Unkelbach,
Mr, Grebe.
On motion by Mr. Unkelbach, seconded by Mr, Coyle' it was
RESOLVED that the Southold Town Planning Board recommend to
the Southold..Town Board a performance bond in the amount as revised by
Lawrence Tuthill, Construction Engineer, for the completion of the
roads in the subdivision to be known as Nunnakoma Waters, Bayview,
Southold, .New York, owned and developed by Henry J, Smith._
Vote of the Board: Ayes:- Mr. Moisa, Mr. Unkelbach, Mr. Coyle,
Mr, Grebe.
Mr. Donald Tuthill presented the completed layout of his
property for the. subdivision to be known as Yennecbtt Park, Southold,
New York. Mr, Tuthill has emet all requirements for a final hearing,
and he requested same. There was some question as to whether or not
the final maps could be ready in time for a hearing at the next meetings
If they are not ready, the hearing will have to be postponed.
On motion by Mr. Coyle, seconded by Mr, Grebe, it was
RESOLVED that the Southold Town Planning Board grant preliminary
approval to the subdivision to be known as Yennecott Park, Boi.sseau
Avenue, Southold, New Yor4, owned and developed by Donald E.. & Lorna
E. Tuthill.
Vote of the Board: Ayres: Mr. Moisa, Mr. Unkelbach, Mr. Coyle,
Mr, Grebe,

RESOLVED that the Southold Town Planning Board set 7:30 P,M,,
Wednesday, May 22, 1968, at the Town Office, Main Road, Southold, New
York$ as the time and place of hearing upon the question of
approval of the following plat:
Plat of property owned by Donald E, & Lorna E„ Tuthill, entitled
Yennecott Park, consisiting of a parcel of land 42e8. acres,, situated
at Southold, in the Town of Southold, Suffolk County, New York, and
bounded and described as follows:

Vote of the Board: Ayes:- Mr, Moisa, Mr® Unklebach, Mr, Coyle,
Mr. Grebe,
The Planning Board met with Messrs: George Simpson, Douglass
Robertson, and Prank Dawson of the Southdd Town Board of Trustees.
A discussion was held..on arriving at a- Master Plan for the creeks
located in Southold Town,
The regular meeting of the Planning Board was adjourned at 9:30 P.M.
