Y. 11971 PLANNING BOARD MEMBERS John Wickham, Chairman Henry Moisa Alfred Grebe William Unkelbach Frank Coyle M I- N U T'E' S SPECIAL MEETING OF' PLANNING BOARgD Monday" July 1, 1968 A special meeting of the' Southold Town Planning Board was held at" the: call- of the Chairman' at "the Town Clerk-'s office at- 7:30' P.'M:,, July 1, 1968. Present- were: Chairman John: Wickham, Henry Moi.sa.. William Unkelbach,r, Frank- Coyle -,(late) ,,, Howard Terry,: Building .Inspector. Many attempts were .made to contact"- Superintendent of Highways,, Raymond Dean,, but. to no avail. The minutes of the last week's meeting�were� approved as mailed out. - A .letter was received from'"Attorney"Eugene Francolini enclosing a one, year' extension; of the bond for- roads and improve- ments at- "Corey"Creek' Estates, " On" motion by Mr.- Moisa,, seconded by"Mr, Unkelbach and unanimously carried$. this is to be held open and not" accepted until the study of roads and bonds in all subdivisions is completed. The developer and his attorney are to be notified of "this action. Three' ,'(3) lists of subdivisions - old ones to be, reviewed; SPECIAL MEETING OF PLANNING BOARD. -2- - July lo. 1968 those. that were approved without bonds; and the ones that' are bonded and new ones pending were distributed. to- Board members for study and will be acted. on at- the next-meeting. The Building Inspector reported. that we received a phone call from Ernest Whitlock of Malcolm P'irnie Engineers today quoting a price of about $350.00 plus handling and shipping, costs to reprint 50 copies of his water study report- for us: It was agreed we should have these printed,, Supervisor Albertson was contacted by telephone and agreed to ordering these, if there is funds in 'the Planning Board budget. The Building Inspector is to check the .budget- with the' Supervisorzs office in the morning and will call Mr.- Whitlock during the day and advise him either to print or not. - On motion'by.Mr.. Moisa, -seconded by Mr. Unkelbach_ and .unanimously carried we shall purchase 50 copies of the report and charge a fee for each copy to recover at least part of` the cost. Reading and discussion of` Book` II of Raymond & May report began on page - eleven' ,(11) tonight. . There was some discussion on the proposed commercial area west of Greenport Village, . It was agreed by' all that- sewers are necessary for the -development of' this area. On further discussion it was' agreed that the Town could not support' a ",regional shopping center" such as at Huntington,,. Babylon,, etc, in any'part of the Town. On page 14,; column 2, item- 2 1963 must be a misprint as all other quotes are 1966. There was a discussion on the shopping habits_..of local residents .. and possible future shopping centers and improvement- of our existing business districts. Traffic problems in' Southold and Mattituck business areas were thoroughly gone over and several suggestions for immediate improve- ment were offered. These will be suggested to the ,Town Board. .in hope of getting' a program underway for next year. Page 16 - New' Suffolk; The directions are wrong for' First-- Street area- - the waterfront is easterly and residential area is westerly. After some prolonged discussion it- was agreed. that New Suffolk will not have much. "shopping area" development. There is an urgent--need -for public ,water: in this peninsula. The most probable business development for this community will most - certainly .be along the marina area - boat- yards and service marinas,,. etc. SPECIAL MEETING OF PLANNING ,BOARD -3- July 1® 1968 The bridge on' New Suffolk' Ave.,, west of the settlMent ,(Kimoginsau Point) is -in bad condition and. it would probably be ,better to remove this and have some commercial marine development- along the mouth of the .creek than to spend a lot of-money replacing. it. The other bridges on New' Suffolk" Ave. should be replaced with new and wider bridges to accomodate the traffic being generated by . new subdivisions south of Route 25, Page 17. It was agreed the' Cutchogue, Central-Area ,Parking, as proposed., should be enlarged. - doubled.. if not- trippled. Page 17. There 'is no paroch,it' l school in Southold. The. proposed "off street" parking area is not large enough for a central business district. It was again urged that the Town-Board institute a program by next year- to "=prove the traffic and parking problem in' Southold. Page 20. In the 'text it tells where additional business development ;; should take place and suggestions for- improving same. It was agreed that' "local park" areas will have to be increased,. and there was some discussion- of this for the Mattituck area. Page 26. Some of the street names are wrong and will have to be corrected. There was some discussion on Aldrich Lane extension north of= Sound Avenue (Route 27) and .the proposed new road parallel to L 'I:� Sound connecting the "Salt- Water' Conversion' Plant" and Luthers Road also the effect of traffic dumped onto the 4 lane road (Route 27) near-Mattituck- Village. ' Page 27. . "Bowery Lane" is now' "Ackerly Pond Lane", there was agreement that the Main Road :(Route 25) entrance and exit from this street is very dangerous and should be improved, also the drainage on this street should be improved as it floods to the point it is nearly impossible to pass during heavy rains. In all probability tlUs road should be extended northerly to meet Sound View.AAvenue in the near future. It- will now be connected to the new section of Route 27 in the current improvement project. Page 28. The proposed "official map" was reviewed. It-was agreed that:- 1. , We recommend purchase for park and recreation purposesr the area west- of the Town property on south side of Laurel Lake and any addit- ional land the Town• can get on this body of= water.. 2. Do not recommend the area on the east- side- of Laurel- Lake for park purposes, as it would be a mistake to reduce the Camp Malloy grounds area. r , ' SPECIAL MEETING1 OF PLANNING" BOARD -4- July 1, 1968 3. Eliminate the Middle Park area as shown- on south side of .Peconic Bay Blvd., in favor- of enlarging other- Mattituck- Park" District parks. 4. Eliminate' Elmer Ruland land, south side of New Suffolk' Ave. & east side Maratooka Road as park- area in favor of- enlarging other Mattituck- Park- District- Parks. 5. . The New Suffolk- Park area - lst to Second Street is shown in wrong place- - the agreement- with Mr.- Mackie .for the use' of the beach- , and point' south and east- of oyster house should be checked and if' available for public use - shown on .this map. 6. Eliminate the area shown as park at the easterly end of East Road, Fleets Neck as -'this is not adequate, the approach is dangerous and title to land is in question. 7. The area shown as park east- of Goldsmith -In-let- should be reduced beyond the� County' Park limits as all land is in residential use. It- is possible that in. the not far distant- future the "Camp Dunes" property may be available for park purposes and should be obtained then. 8. Eliminate the end of Indian Neck- Lane Park areas unless it will be donated to the Town, in favor, of enlarging the other park areas. 9. The "Commoners" lands at- Little Creek should be put in, "wetlands" or park area programs. 10. The beach east of -Goose- Creek Bridge is not showns -this should be eblarged as soon- as possible. 11. Eliminate Paradise .Point Park area as shown. 12. The Village land at' "Clarks Beach" :(sewer outfall area) , should be included with 'the Towns land at- Eastern Shores as a park. and bathing beach recreation area. 13. The isthmus between' East Marion and- Orient- should be revised' to show the "Cove Beach" land and area south of Main Road -.including 'the meadows south of the creek and Stephenson Beach as park and recreation area. The residential section of upland between` Dam' Pond and the present . Town leased beach should be kept residential. 14. The Orient" Point- area shown as park,- will have to be eliminated as it- is too valuable for residential purposes. All of the meadow lands and wetlands together with some of the lower farm land on the north side of Peters Neck Bays Hallock Bay, and other waters north. of the State Park should be put in the wet lands or park program.
