John WickhamvChairman; Henry Moisa, Vice-Chairman; William Unkelbach, .Alfred Grebe, Frank Coyle, Also present: Howard Terry, Building Inspector. PUBLIC HEARING: Upon the question of approval of the following plat: Plat of property owned by Harold Reese' entitled Harbor Lights Estates, Section III, consisting of a parcel of land of 23.0 acres, situated at Bayview, Southold$ in the Town of 'Southold, Suffolk County, New York, and bounded and described as.follows: BEGINNING at a monument at the intersection of the northerly line of North.Bayview Road, with the westdrly line'of Brigantine Drive, being. the southeasterly corner of land of Schroeder; from said point- oaf beginning running along said westerly" line of Brigantine Drive, being also along said land of Schroeder, No 17.1 051 50" E.- 170- 0 feet; thence along said land of Schroeder and along land of Reese, four courses: (1) _N„ 17.0 Olt 50" Be— 500,0 feet; _thence (2) No 320 21' 30" E.- 344.39_feet; thence (3) .Ns 45' 581 20" E,- 208.62 feet; thence (4) No 2610 151 40" Be- 583.20 feet; thence along lot 4, Harbor Lights, Section I, acgoss said Brigantine Drive and along lot 37 Harbor Lights$ Section-I, S, 640 051 10" Be- 453.60,feet; thence along land known as '_'Paradise SID xes", four courses: . Containing 23,0 Acres, Southold Town Planning Board -2- July 23, 1968 The Chairman read the legal notice of hearing, and the affidavits attesting to tis publication from the-Long Island Traveler-Mattituek Watchman* and the Suffolk Weekly Times. It was stated that the performance bond was convered in Section I of this subdivision. MR, MOISA': I take it that the approval of the highway was covered in Section 2, so.far as the highway layout is concerned. MRs' WICKRAM: Did we go over the park and playground requirements? HOWARD .TERRY: In Section III there is area•provided for park and playground, Section IV would require some more. MR.' WICKRANt This is in Section III or in Section IV? HOWARD TERRY: It is in Section III. MR,' WICKH M: This park and playground area is to cover to first three sections$ or_four, . or what? HOfn1ARD TERRY: This covers up to and including Section III, MR.' WICKHAM: The park and playground area is 4,07 acxes, shown on this map of Section III, ,_ Apparently everything is inorder, The bond has been posted for this. Everything is in order. I will open the hearing to anyone that wishes to speak in opposition.to this subdivision to be known as Harbor Lights Estates, Section III. (There was no response.) MR,' WICEHAM: Hearing,none, anyone wish to be beard infavor of this subdivision?_ . MR.' HAROLD REESE: I am in favor of it. MR,; WICKRAM: advised Mr. Reese that *he highway specifications were made more r_gid and Mr. Reese Should complete the roads and be released from his bond. Mr, Reese stateed that the roads had been completed. MR,' WICKH M: If there is nothing more'I will declare the hearing closed. We_will notify you cd our action* . This has been under discussion for some time, and I don't think there will be any problems. On motion by Mr, Moisa, seconded by Mr, Grebe, it was RESOLVED that final approval be granted to the subidivision Harbor Lights_Estates, Section Ill., owned and developed by Harold-Reese,- located at 'Bayvi.ew, Southold, consisting of 23eO acresi The..bond has been posted for. the roads, Vote of the Board: Ayes:- Mx, Wickham, Mr,' Moisa, Mxe Unkelbaeh, Mx, Grebe, Mr, Coyle. Southold Town Blanning Board -3- July 230 1968 Joseph Homys et als appeared before the Board in-connection with Town Harbor Terraces located at Southold, Lenghty discussion was held on this subdivision. Mr. Hoey stated they wanted the wording "ordinary high water mark" deleted from the final map* It was pointed out.'that a bond has never been posted for this subdivision; and the Suffolk County Depart- m ent of Health has granted an extension ae£ the oAginal approval. The Chairman.,stated that if the developers were not going to make any changes in the maps it stands to be approved as the hearing has beenheld on i.t. i The Chairman referred to the minutes of Januarys 1965 at which the original hearing was held on the Subdivision. . Again it was pointed .out that the bond has never been posted for the completion of the roads. - Mr.Hoey was advised of the new highway specifications that were in effect. A lenghty discussion was held on putting in the roads. The developers were advised the roads would have to meet town specifications.even if the roads were kept private. An alternative plan if subdividjng the property was discussed. Again it was stated that there would have. to be a bond to oover the roads and watermains that were never put in*' The Chairman insisted that something be done with the subdivision within the next two weeks. Discussion was held on what work could be done and what work could be bonded. It was agreed that the words "ordinary high water mark" would be deleted from the final maps. Mr. Ernest Radford appeared before the Board with a preliminary map for a minor subdiviion'containing four lots., located at Bay- Avenue, . East Marions New York. The Board viewed andbriefly discussed the plan. Mr, Radford was advised to make application for a minor subdivision, submit maps, .obtai.n approval of Superintendent of Highways, and pay the required fee, Mrs' William B. Smith appeared before the Planning Board in regard to-,Harvest-. Homes Estates'- located at Wells Roads- Southold., property owned by Mary Grigonis. - Mra -Smith was advised that the Superintendent of Highways disapproves-_the highway layout as to the cul-de-sac at the southeast end of Section II of the Subdivision. Mx. Smith was advised to talk to the Superintendent of Highways to see what resod layout could be worked out, Mr. William B. Smith appeared before the Planning Board in regard to Shore- crests located at_ Middle Roads"Arshamomaque, property owned by Valentine Ruch. The layout of the property was discussed, The park and playground provisions were discussed. - Provision must be rode in this subdivision for park and playground. ' The grade of the land in regard to drainage was discussed. No action Was taken on this subdivision. Southold Town Planning Board -4- July 232 1968 Mr. James Dean and Gary Olsen,, Esq.,, appeared before the Planning Board for .discussion on subdivision property of James Dean# located on the south side New Suffolk Avenue,, Cutehogue,, New York,,. consisting of 7.9 acres. The cost of putting in roads was discussed. Thhey were advised it usually cost about $10-12 per lineal foot* Mr, Dean stated that if the road was too costly he would not be able to go through with the subdivision.' Discussion was held as to whether or not property designated as lot # 10 could be sold without subdividing. This would need approval , of access and a variance from the Board of Appeals sire a the lot has lessi than 100 foot fxontageo' A lenghty discussion was held on the cost of the roadso Mr. Dean was advised he should talk to highway cs enginers and getan estimate for the completion of the roads* Mx. Robert Kart,, P,E:� appwwed before the Board with a revised map cf' Rosewood Estates,, .located at Mattitucko This map showed the 100 foot turnaround. It was agreed that Larry Tuthill.s P,E; should make the estimate for the performance bond for the roads. On motion by Mr. Moisa,, seconded by Mx* Coyle,, it was RESOLVED that preliminary approval be granted to the subdivision to be Imm as Rosewood'Estates* located at Mattituck� Consisting of 14.222 acres,, owned and developed by John & Rose Koxoleski. Vote of the Board: Ayes:- Mr. Wickham,, Mr. Moisa,, Mr.' Unkelbach,, Mr, Grebe,, Mr. Coyle, _. Southold Town Planning Board -5- July 231 1968 Description ark property to be changed from "A" to 11B-2°t: BEGINNING at the intersection of the'southeily 'line off the Main Road With the easterly line cdE Tabor Road; runing thence easterly along said line of the Main Road about 225,feet to land of Ferrira; thence along said land. of Ferreira about 150 feet; thence westerly-and parallel with said Main Road about 245 feet to Tabor Road; thence northerly along Tabor Roads: _. about 150 feet to the point of beginnings containing about..6/10 acres Mr. William .Schriever appeared before the Planning Board to discuss this applications The 50 foot buffer strip was--discussed at some lenght• On motion by Mx, Coyle., seconded by Mrs Wickham., it was RESOLVED that...the-Southold Town Planning Board favorably recommends to the Southold Town axd the change_ of zone from "A" ResWential and Agxicuituxal District "B-2" Business District and "B" Business District on the above described1 property. _ Thh Planning Board points out that item number three of the application states- :"We also understand that the remaining 50 feet strip along the south side.of the property is expected to become a road in the futures" Vote of the Board: Ayes:- Mrs Wickhams, Mrs Moisa, Mr; Unkelbach Mx, Grebes Mrs Coyle, On motion by Mrs Wickhams seconded by Mrs Grebes it was RESOLVED that the map of Rollingwood Estates be granted final approval as revised and dated July 122 1968s Vote of the Board: Ayes:- Mrs Wickhams Mrs Moisas Mrs Unkelbachl Mrs Grebes Mrs Coyle, _ Mrs Moisa signed the final maps On motion by Mrs Moisas seconded by Mrs Unkelbachs it was RESOLVED -that the minutes of the Southold Town Planning Boarct dated June 17a1968_be approved as sent out, Vote of the Board: Ayes: - Mrs Wickhams Mrs Moisas Mrs Unktlbachs Mrs Grebes Mrs Coyle. _ _- Southold Town Planning Board -6- f.ly 232 1968 On motion by Mr.+ Wickham, seconded by Mr. Unkelbacho it was RESOLVED that a performance bond of $47.,000 be accepted for the completion _aC the roads and other improvements in the subdivision to be known as Yennec6tt -Parks located at Southold' owned-and developed by Donald E, and,;Lvvna--E.
