SPECIAL MEETING" OF PLANNING- BOARD
Monday July '22,ji 1968
There was a- special meeting of the° Southold Town Planning
Boardti held at the,;call of the- Chairman;,) in the Town' Clerk"'s
Officej Main Road E Southold; i New York at 7:30 P M July, 22.&j 19680
The meeting was opened at- 7:35 PM: by Vice, Chairman
Henry Moisa.
Present .were: Frank Coyle.mi Henry,Moisa* William Unkelbach,
John'Wickham ;elate)-*! Otto Van, Tuyl -P:L Consultant ! Howard Terry-
Building Inspector,,
Minutes .of the last-special meeting ,- July 15; were on:motion
by-William, Unkelbach and seconded by Frarik- Coyle approved as
mailed out;
Notice from' Riverhead Town Clerk .1 stating that the- Town had
adopted. a "Disclosure Amendment" to, their' Zoning Ordinance was
read and ordered filed.
A call was received during the day that the: applicants for
subdivision "Harvest Home's" want an approval to sell lot,# 19a,1
- Section I- of that map. This was held over until Chairman' Wickham

. arrived as he .was familiar with this matter.
Matter of revising bond for' "Town Harbor Terrace" was brought
ups; the secretary was advised to- contact Larry Tuthill to have
this done by the first of the week for the next Town Board meeting.
Reading from Raymond. & May Report.i, Book II was begun on page 590
Page- 61. There was a discussion on the "Preparation' Section."
It was agreed to have, a "continuing program. of capital improve-
ments" prepared by the Planning'Board and submitted to the Town Board,
This program will .be revised annually and "updated" and submitted to
the Town Board for funding in the budget each fall.
Page 61, It was agreed that the' Planning Board should not get
involved in-school problems other' thanrequesting school boards to
notify them of planned expansion of buildings and proposed land
purchase,
Pages 63' & 64, There was a long discussion on the "Town- Engineer, "
WeLnow hire, two consultants and. an inspection engineer. The
time ,may be here when we, should have a full time Town Engineer to do
all of these various jobs. At least fees large enough to cover all
expenses should be charged- me, are going' "in the hole" badly with
our present fee schedule and setup*
Page 649 It- was again recommended that- a member of the Town
Board be asked to attend Planning .Board meetings so they -could .be
- familiar with what is happening and have better coordination and
commwnications between the two Boards.
Page• 65. Proposed capital improvement program .was reviewed,
The estimated costs were questioned as being far out of' line,
It -was agreed -to add to the list a new bridge from' Marys Road
to Reeve Ave.m,,), Mattituck replacing the, iron. bridge on Grand Ave, !
and a new "high level" .bridge .to :replace, the "old mill" bridge
which has been removed, Note: Bowery Lane extension- should .be
"Ackerly" Pond Lane" extension from Route 27- to' Sound View Avenue.
' After- quite - some discussion it .was agreed that the Building
Inspector should.make up a '"s.ummary sheet" from the minutes of the.
series of special meetings and based on Book II to submit to the
Town Board as a basis for- release to the public, at hearing or
otherwise,,
Next regular meeting of' Planning Board .will be Monday 'August
12 at 8:30 PM:

A motion by`William Unkelbach was seconded by Henry Moisa
and unanimously carried :that the' Planning Board send' a letter to
Mr, Lee, Koppelman and the-County-' Planning Commission requesting them
to join us in a policy of restricting Business Zoning, of any type on
Route '27,
There-have been. aany -requests and inquiries for business on this
road lately.
It was suggested that some of the present unused "B" zone west
of Kenneyss Road on Route 27 be rezoned to "A" as the new road .has
: cut off=quite a lot of it and on. :the opposite side of"Route 27 it
will be a traffic hazard if cars cut across the new intersection.
