Y. 11971 PLANNING BOARD MEMBERS John Wickham, Chairman Henry Moisa Alfred Grebe William Unkelbach Frank Coyle M I N U T E S SOUTHOLD TOWN PLANNING BOARD August 12, 1968 A regular meeting of the Southold Town Planning.Board was held at 7:30 P.M., Monday, August 12, 1968, at the Town Office, Main !Road Southold, New York. There were present: Messrs: John Wickham, Chairman; Henry Moisa, Vice Chairman; William Unkelbach, .A]fred Grebe, Frank Coyle. Also present: Messrs: Otto W. Van Tuyl, Consultant; Howard Terry, Building Inspector. Mr. Sturm and Mr.Morgan.appeared before the Planning Board in regard to Eastern Shores, Section V. The Chairman advised. that there was no letter from the Superintendent of Highways approving the highway layout. Also these roads will have to meet the current highway specifications as of May 14, 1968. There is a letter from the Greenport Village Water District. It was felt that this subdivision could be set up for a hearing, subject to the Planning Board receiving a letter from the Superintendent of Highways, approving the highway layout. Water connections will be made for this subdivision. No further action was taken on the matter at this time. � aE• � a� a� � � a� � � at•. �3SeyP� Mr. T*enas Hoey, et al appeared before the Planning Board in regard tothe subdivision Town Harbor Terrace. Mr. Hoey stated he had an estimate for putting in the water mains. The Chairman read the estimate for performance bond from Larry Tuthill. It was felt that this estimate, $20,000 was a little high. Curbing -was included in this estimate, since curbing is required under the new highway specifications. r Southold Town Planning Board -2- August 12, 1968 Mr. Hoey was advised that he would have to speak to the Superintendent of Highways to see if he was going to require curbing in this subdivision. The Board could not recommend the bond until this is done. Mr Hoey stated that the Planning Board had said that curbing would not be required, however, he was advised this would be up to the superintendent of Highways. The performance bond was discussed. It was agreed that the figure for the performance bond would probably be reduded in view of the fact one of the roads x is already put in. Mr. Hoey stated he also had an estimate for putting water mains in the subdivision and this figure was lower than than presented by Mr. Tuthill. He was advised that the bond has to be accepted by the Town Board and the final decision lays with them. He should speak. to the Superintendent of Highways and find out exactly what he is going to require. On motion by Mr. Unkelbach, seconded Joy Mr. Coyle, it was RESOLVED that in view of the fact that the estimate for the performance bond for Town Harbor Terrace has been submitted, and that curbing for the entire lenght of 24 lineal feet will probably not be required, and that the estimated bond of $20,000 is higher than seems necessary, the Planning Board would recommend a somewhat lower figure, for the bond. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr.Unkelbach, Mr, Grebe, Mx, Coyle. R. G.' Terry, Esq. , appeared before the PlanniV Board with an application.for a permit to dredge for Robert J. Kolyer, Bayview Road. The dredging is to be done by Corey Creek. The applicant- asks to dredge 480 feet and 50 feet wide. The Planning Board and Mr. Terry discussed this application. On motion by Mr. Moisa, seconded by Mr. Unkelbach, it was RESOLVED that the Planning Board would approve the dredging project of .Robert J. Kolyet, Bayview Road, Southold, for only 240 feet, and it was further resolved that this be recommended to the soil conservationist, and that a letter be written to the Southold Town Tuustees. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Unkelbach, Mr. Grebe, Mr. Coyle. - The subdivision of V. Ruch, entitled SHORECRE ST, was briefly discussed. It was stated_ that the lots on the road_ ,will be deep enough in the event that this highway is widened. There was a letter from the superintendent of Highways disapproving the highway layout of the roads in this subdivision. No further action was taken on it. 78outhold Town Planning Board --3 August 12, 1968 A motion was made, seconded and carried that the following letter be read, accepted into the minutes, and that a member of the Planning Board shall attend the meeting mentioned therein: "August 1, 1968 "Stanley S. Corwin, Esq. CORWIN & GLICKMAN.. ES_QS. 114 Main Street Greenport, New York 11944 Dear Mr. Corwin: Thar& you for your recent letter requesting a hearing on the application of William J. Poller and Adrian D. Van Riper for a grant of 1 and under the waters of Long Island Southd, _Village of Greepport, Town cE Southold , County of Suffolk, New York. Our records indicated that the Village of Greenport, Town of Southold, State Conservation department and State Water Resources Commission all have objected to the issuance of this grant. Opposition to this grant is'apparently based upon the fact that feesh water resources in the area will be adversely affected. Futhermore, at the present time, the Department of the Army, Corps of Engineers has not issued its permit. .. As you may know, under the Public lands Law there is no mandatory requirements of a hearing for grants of land under water. However, in the interest of justice and fairness, a hearing will be scheduled in the immediate future. You and all other interested parties will be notified of the date, time and place of the hearing as soon as it is scheduled. Sincerely, /s/ C.V.R. Schuyler." The following letter was received: "July 29th, 1968 Planning Board Townof Southold Town Clerk's QEfice Southold, New York Dear Sirs: I own the premises on North Sea Drive in Southold known-as lots 9 and 10 on Map of Southold-on-Sound on a survey made by William L. Miller, licensed Surveyor. Each of said lots has frontage of 100 feet-on North Sea Drive. My dwelling house is erected on Lot ?Jo. 9 ail I propose_ to convey _lot no. 10 to my son, William A. Cuff. _I have a survey of Lots 9 and 10 made by William L. Miller and I send you herewith a photo of a copy thereof upon which I have shown the location of my existing dwelling upon lot 9. I assume that the structure conforms to the Zoning resolution in regard to.side yards and set back. I here- by apply for approval of the proposed subdiiusion as I wan* to be.sure th$t we comply with the subdivision regulations and Housing Code as well as the Building Zone Ordinance. Southold Town Planning Board -4- August 12, 1968 "If with your approval the subdivision is made, may I have some appropriate record to file with the Tax Board in order to show the separation of the lots so that future. taxes may be separately levied against each lot. On motion by Mr. Moisa, seconded by Mr, Coyle, it was RESOLED that the division of land requested by Mrs. Cuff be granted and that the property would have to be conveyed by lot description and not lot number, Vote oaf the Boar" Ayes:- Mr. Wickham, Mr, Moisa, We Grebe, Mr. Unkelbach, Mr, Coyle, A letter was received approving the revised layout of the roads in Rosewood Estates. The highway layout in Harvest Homes was not approved by the Superintendent of Highways.- It was reported that the Southold Town Board approved the performance bond for Yennecott Park. On motion by Mr. Unkelbach, seconded by Mr. Coyle, it was RESOLVED that the minutes of July 22, 1968 of the Southold Town Planning Board, and the minutes of .July 23, 1968, be approved. Ayes:- Mr. Wickham, Mr. Moisa, Mr. Unkelbach, Mr. Grebe, Mr. Coyle. The Chairman signed the final maps of Yennecmtt Park. The next regular meeting of the Southold Town Planning Board will be held at 7:30 P.M., September 169 1968, .at the Town Office, Main Road, Southold, New York, The meeting was adjourned at 10:30 P.M.
