September 16, 1968
A regular meeting of the Southold Town Planning Board was held
at 7:30 P.M.�, September 16, 1968s, at the Town Office,_ Main Road,
Southold, New Yoxko
There were present: Messrs: John Wickham, Chaixman; Henry Moisa,
Vase Chairman; William Unkelbach, .Alfred Grebe,_Frank Coyle,
Also present: Howard Terry, Building Inspector; Otto W• Van
Tuyl, Consultant.
PUBLIC HEARING: Upon the question of approval of the following
plat
Plat of property owned by H.J.S. Land & Development Corp.,
entitled "Eastern Shores at Greenport,_Secton V", located at
Greenport, .consisting of a parcel of land 14.96 acres more or less,
situated at Greenport, iii-theTown of Southold, Suffolk County, New
York, and bounded and described as follows: _
BEGINNING at a point on the southerly line of Sound Drive, 208.14
feet easterly along said southerly line from Westwood Lane, said point
Of beginning being the northeasterly corner oaf lot 78,_Map of Eastern
Shores, Section 2; from said point of' beginning running_'.along .said

The Chairman read the affida*its of publication of the legal
notice of hearings and a letter from the Superintendent of Highways#
dated September 90 1968.
MR. MOISA: Do you-have a letter from the Greenport Water District?

THE CHAIRMAN: Everything seems to be in order/ Is there anyone
present-who wishes to-speak in opposition to this subdivision known
as Eastern Shoress Section V?
(There was no response„)
THE CHAIRMAN: Anyone wish to be heard in favor of this subdivision?
MR.IEDSON: Mx. Sturm and I appear on behalf of the Corporation
and ask for final approval of this map.
THE CHAIRMAN: I think the chair will close this part of the
hearing and there is another matter that the Board would like to dis-
cuss with you and doesntt pertain to this hearing as such. It does
pertain to the highway specifications for this subdivision, The
highway superintendent is not happy with highways that do not.meet
the present highway specifications. The PlanningBoard has not had
a change to meet with the highway superintendent•. All highways will
have to meet present highway specifications. There may be some
exception for subdivisions in process of being. approved. On this one
we would have to check back and see when preliminary approval was
given*
MR.' STURM: I have"spoken to Mr. Dean and he has approved this in
one area in completion# or any future-area on theother side done under
your new specificationse This was put in under Mr, Deants approvals
THE CHAIRMAN: Let me tell you the position we are in, We don't
want to get caught between the developers and the Town Board# and
the Highway superintendent. So that of we are going to- accept these
under the old specifications, that is fine with me. But let's accept
them all. As far as I am concerned# I don't want to be in the position
of the Town Board saying this is fine .and we approve another one a month
later and they -won't accept it.

A lenghty discussion was held on how many subdivisions would
have to meet the new highway specifications and just how this should
be handlede
No action was taken on Eastern Shores Section V, at this time.
Mr. Joseph Sterns Ortient, appeared bfifore the Planning Board
for a preliminary discussion for a minor subdivision* The right
of way would be 33 feet wide and this would be maintained by an
association in the future. He was advised that the Planning Board
requires 50 foot roads even in minor subdivisionsd It was pointed
out that the roads leading to this manor subdivision.were only
33 feet, however the new minor subdivision should have 50 foot roads
in the event-they should ever want to dedicate to the Town of Southold.
A lenghty discussion was held on the width of theroads.in this
subdivision. The Chairman stated they are most concern with making
the roads 50 feet wide where it could connect in the future. The
Planning Board advised Mr. Stern to have a map drawn showingthe
suggested- changes and submit it to the Board*
Mr. Quinn appeared before the Planning Board in reference to the
Lowe property, New Suffolk, He wishes to break up the property. The
intefior lots need access• All lots have more than 202000 square feet*
Mr. Quinn was advised to have a survey made showning what he wishes
to do and submit it to the Planning Board with the required feed
Mr. Angelo Petrucci appeared before the Plannig Board with
a plan for a subd_ivisim located on Sound Avenue, Southold* Property
1 ocated near the old Labor Camp property on Sound Avenue. There
is approximately 8 acres of land and the subdivision plan showed
14 lots with a 100 foot turnarounds
On motion by Mrs Unkelbach, seconded by Mr . Wickham, it was
RESOLVED that tentative approval be given to the subdivision
p lan of Angelo Petrucci, for a subdivision locatedon SswJndl Sound
Avenue, Southold*
Vote of the Board: Ayes:- Mr, Wickham, Mr. Moisa, Mr. Unkdback,
Mr. Grebe, Mr. Coyle*
A plan fox a subdivi lion to be known as Jackson t s Landing was
submitted. This included approximately 17 1/2 acres. It was questioned
as to whether or not lots 17 and 15 could be excluded fxom the subdivision
and sold separately, There is a house and baxn on these lots. It was
detexmined that the residence c" ould be sold by mefts and bounds .
description* There was also a question as to whethercrnot lot no* 1
could be excluded from the subdivision and sold separately,. It was

determined that this could not be done. The house could be excluded
from the subdivision but that is all* Access to the waterfront was
discussed* It was pointed out that you, can not have a change in
direction of .the road without changing the name® Park and playground
area was discussed. It was determined that one lot was not sufficient
park and playground area to take care of 27 lots*
Some discussion was held on the Duvall property located at
Orient, and George Ahler6 property in ..Southold for dredging*
It was the opinion of the Chairman that a committee from the Planning
Board should disc uss this proposition with Mr. Ahlerse
Mr, John Wickham presented an application to dredge a fresh water
drain on his diked property, This is to take care of the salt laden
storm waters that drain off onto his property4 He stated there has been
some crop loss as a result of this salt, This dredging is for agricultural
purposes and not subdivision. This would be 2 1/2 feet deepo it
was determined that all man-made canAls come underthe jurisdiction of
the Planning Boards
On motion by Mry Grebe, seconded by Mr*Unkelbach, it was
RESOLVED that'the Southold Town Planning Board accept the
petition-and-approve fox John IWickham- to dredge and deepen fresh
water drain to drain highway salt laden waters off the land as
recommended by the Suffolk County Soil and Water Conservation
in letter dated 3/8/68 and as submitted to the Southold Town Board
of Trusteese
Vote of the Board.: Ayes:- Mr* Moisag Mr* Grebe, Mr* Unkelbach,
Mr* Coylee
Mr. Wickham abstained from any participation in this action*
A revised plan for Ghorecrest was presented to the Board. The
revised map was dated September 6V 1968e There was no objectica .to
the xeviseii .plan. The highways must be approved by the Superintendent
of highways*
On motion by Mr, Grebe, seconded by`Mr* Coyle, it was
RESOLVED that tentative-appoval be biven to the subdivision to
be known as Shorecrest, owned hnd developed by Valentine Ruch,
located at,..Southold, New York*

A map for a minor subdivision fD x Joseph Barbato was submitted.
Map dated September 3, 1968. Location of property is east side Little
Neck Road. There are four lots in the property. Not all are 20,000
square feet of area.
On motion by Mr., Moisa, seconded by Mro Grebe, it was
RESOLVED that preliminary approval be given to the minor subdivision
map aE _Joseph Barbato, map dated September 3, 1968.
Vote of the Board: Ayes:M:essx_s:Wickham, Moisa, Grebe, Coyle
A subdivision plan for Malty Zeneski, Little Neck Road' East
Cutchogue was presented. The lots shown were not large enough@
A lenghty discussion was held on the revision of the plan presented.
No further/action was taken.
On motion by Mr. Coyle, seconded by Mr. Grebe, it was
RESOLVED that the map of Frank Abrams be approved as submitted
and dated-August 89 1968.
Vote of the Board: Ayes: Mr o Wickhl►m, Mr, Moisa, Mx. Unkelbach,
Mr, Grebe, Mr, Coyle.
On motion by Mr. Moisay seconded by Mr, Unkelbach, it was
RESOLVED that final approval be given to the minor subdivision
map of Ernest G. Radfor4, map dated August 7, 1968.
Vote of the Board: Ayes:- Mxl;.Wickham., Mr. Moisa, Mr. Unklebach,
Mr, Grebe, Me. Coyle.
An application was received to dredge and bulkhead in Pipes
Neck by Westbury Equipement Co. The Planning Board disapproves the
application. The Planning Board is not prepared,to approve any
man made canals or dredging- without very careful study and without
recommendation from the soil and water conservationist.
On motion by Mr. Grebe, seconded by Mr. Unkelbach, it was
RESOLVED that the mi'nutesof the Southold Town Planning Board
dated August .12, 1968, be approved as submitted.

The following letter was read:
t'August 28, 19682 The Planning Board,, Town of Southold, Southold,
New York.
"Gentlemen: In regard to each facet of work on all subdivisions,
the Building Inspector will have to be advised at least two days
previously, in order that he may contact the Town Engineer, so he
can be present at the start of each new phase.of work, namely (1)
after roggh grading is finished, (2) At the begUning of first_ ..
application of oil on road, (3) Before curbing is installed, and
(4) Before final coat is applied- with Blue stone.

On motion by Mr. Grebe, seconded by Mr. Moisa, and carried, the
following budget was adopted for the fiscal year beginning January 1,
1969:
