Main Road, Southold,, New York. There were present: Messrs. John Wickham, Chairman, Henry Moisa,. Alfred Grebe,,. Archibald Young,. and William Unkelbach. _ Also present: Messrs. Otto-W. Van Tuyl, Consultant. and Howard Terry,. Building Inspector. On motion of Mr. Grebe, seconded by-Mr. Moisa,. it was : RESOLVED that the minutes of the Planning Board meeting of January -7,, 1964 be approved as submitted. Southold Town Planning Board -2- February 4r 1964 Mr. Van Tuyl brought up for further discussion the matter of the road name in the proposed subdivision of "Sterling Homes" at the south side Manhanset Avenuer. .. Greenport. The owners of this property requested that the Planning Board reconsider letting them name the road Stratmors Lane. - The Board authorized a letter to be forwarded to Mr. Christ Stratakis,, attorney-in-fact and co-owner of this property advising that the Town of Southold has a clear cut policy of not allowing two streets of the same name within the same area. . Since the name Stratmors Road was used in the development "Stratmors Estates" they would not be willing to accept the name Stratmors Lane in the "Sterling Homes", development. The Board received the formal application and fee for"Sterling' Homes". - The area of the land is 5.738 acres, and it is bounded and described as follows: Beginning at the intersection of the easterly line of Beach Road with the southerly line of Manhanset-Avenue ''from said point. of beginning running along said southerly line of Manhanset ' Avenue, S. 680 35' 50" E. 462.27 feet to a monument and land of Bumble; . thence along said land of Bumble and along the several lands of- LaVeglias Renner.,. Mr.. Lefferts P. Edson appeared before the 'Planning - Board with Mr. Joseph..Schneider-a. President of'Eastern Shores,... Inc., and Mr. Charles Morgan. He presented the fee and formal application for 'the plat and the alternate plan for' Sound Drive at the northerly end of the proposed subdivision. "Eastern Shores.. Inc. " contains 35.580 acres,, is ' located on the north side of County, Route 2.7A,, Greenport,, and is ' bounded and described as ' follows: Beginning at a point on Southold Town Planning Board -3- February 4s, 1964 the northerly side of Middle Road (C.R. .27) (North Road) distant 410.78 feet westerly when measured along the northerly side of said Middle Road from the southwesterly; corner of., iand now or formerly of' Frederick H. Included with the application was a• letter of intent signed by ' the President of Eastern, Shores, Inc. stating as . follows: "The corporations below named recognize that there is an obligation to grant to the Town of Southold an area of - land for recreational purposes in order to comply -with regulations. and to obtain approval by the Board of a plat of land. The corporations below named hereby express an intention .to grant an area or areas of land to the Town for such purposes during the course of the development of, the property owned by the said corporations. The agreement or agreements for such grants to the Town of Southold are; to be specifically defined and agreed upon by the respective parties during the course of this development process as it progresses. " Southold Town Planning Board -4- February 4# 1964 All parties concerned held a lengthy discussion relative to the alternate plan for Sound Road. The Planning Board was completely satisfied with the new proposal but the owners did not agree. The matttr was thoroughly discussed and finally the applicants stated that they would be willing to go along with the wishes of the Planning Board. In making this change it will not be necessary to have a 10 ft. crosswalk in the center of the main block in this subdivision. Mr. Edson advised that he would have the map amended to show the alternative approved plan and submit three copies to the Planning ,Board. Mr. and Mrs. Joseph Hoey and Mrs. Genevieve Daly and presumably Mrs. Daly's; son, appeared before the Planning Board to discuss the property in the Estate of Thomas F. Daly at- the east side of Town Harbor Lane, Southold, New York. The Board examined a suggested layout map dated October ,23.,, 1962 by Otto W. Van Tuyl & Son® There is public water along Town Harbor Lane and the developers plan to extend it into the subdivision, therefore the lots are laid out at 12,500 sq. ft. The developers strongly objected to the idea of public highways and did not wish to have access to the water avail- able to the public. They were advised that they did not have to build the roads immediately but the roads when they are built would have to be to Town specifications and the access would be required. . After considerable discussion 3Aative to public water and the road layout they decided to revise the map and consult with the Suffolk County Health Department and Town Highway Superintendent. "A" Residentiai and Agricultural District to "B" Business District on certain property in Laurel with a request that, the Planning Board prepare an official report defining the conditions described in the petition and determine the area so affect with the recommendation of the Board. Southold Town Planning Board -5- February 4, 1964 This property is bounded and described as follows: Beginning at a monumented point on the southerly line of the Main (State) Road., said point- being the northeasterly corner of herein described parcel and the northwesterly corner' of land now or formerly of Kander,, said point also, being 196. 97 feet westerly along the southerly line. of Main (State) Road from the point- of intersection of the westerly line of Bray Avenue and the southerly line of Main (State) Road;,,- running thence,.. The Board thoroughly discussed this proposal and it was the opinion of the Board the remainder of the property easterly to the corner"of Bray*Avenue be included in this change of zone as well as Lot No. l to the west as this ,y property is all non-conforming at the present time. On motion of' Mr. Unkelbach, seconded by Mr. Grebe, it was RESOLVED that the Planning Board recommend at the Town Board on its own motion change the zone from "A" Residential a,ndprricultural District to. "B" Business District .on Lots 1,, 2,, 3, 4, and 5 in the G. I. Tuthill Subdivision, Section l,, located on the south side of' Main (State) Road, Laurels, New York. On Lot No. 1 there is a billboard and it is understood the owner originally intended. to construct -a model house on this lot. Lot- No. 2 is owned by the applicants Mr. Southold Town Planning Board -6- February 4, 1964 Northridge,- and there is a non-conforming business building located on the lot. On lots 3, 4, and 5 there is presently located a non-conforming business use by Mr. Kander. This is rapidly developing as a business area. There is already a gas station, masonry contractor, public garage, non-conforming vegetable stand and a horse stable in this, area. Vote of 'the Board: A yes:- Mr.. Wickham` Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The Planning' Board received from .the Town Board the original petition of James V. and Frances J. Calfa of 82 Brightwood Street, Patchogue.. New York= requesting a change of zone from "A" Residential. and Agricultural District to "B" Business District on property' located on the west side of 'North Main Streets Greenport, with instructions to prepare an official report defining the conditions described in the petition and determine the area so affected with the recommenda- tion of the Board. This property is bounded and described as follows: Beginning at the northeast corner thereof' at a point on the westerly line of Main Street said point being at the south- east corner of land of Hergrueter; thence running southerly along said westerly line of Main Street- S. 260 31' 50" ;E.' a distance of 169.86 feet to the northeast corner of land now or formerly of :Coveleski; thence running on a straight line westerly partly along said land of Coveleski .and partly along land now or formerly of Davidson S. 630 28' 10" W. ' to a point- 150 feet from said westerly line of 'Main Street; thence running northerly along land belonging to-Davidson' on::-. a line N. 260 31' 50" W. distance of 169.86 feet to land now belonging to. Residential and Agricultural' District to "B" Business District to permit the construction of, a professional building. Southold Town Planning Board -7- February 4, 1964 It was the decision of the Board to further investigate this property and submit their findings at the next Planning Board meeting. The Board very briefly discussed the proposed road to be known as "Charlie's Lane" at New Suffolk. Two years ago this Board had taken this matter up with the Suffolk County Department of Public Works as Charlie's Lane joins;_ with a county route. At the present time a lot has been sold on this proposed road and the owner wishes to build but cannot obtain a building permit because the road has not been approved and recognition of access cannot be granted by the Board of Appeals because this road is not passable. The Board again discussed the matter of widening Griffing Street$ School Street-Extension and North Street at- Cutchogue in connection with the proposed change of zone from "A" Residential and Agricultural District to "B" Business District on the property of 'William J. Baxter,, Jr. and others. A letter was received from William Wickham, attorney: stating that he has been requested by the Baxter interests to advise that they agree to dedicate five additional feet on either side of Griffing Street from the Post Office northward and five feet on either side of School House Road Extension easterly to their boundary line. Since it has been discussed before and theabove seems to present a problem as to the continuity of the road it was decided that the matter should be held for further discussion with the Baxter interests. Mr. Wickham reported that he talked with Mr. John Diffigos of the New York State Bureau of Planning: Department of Commerce and about ten days ago he talked with the heads of three departments at Cornell regarding the future study of the Town and everything seems to be in order. There will be a pre-application meeting, at 7:30 P.M. ,, Thursday,, February. 13, 1964 at the office of the Supervisor at Greenport. The next regular meeting of the Southold Town Planning Board will be held 7: 30 P.M. , Tuesday,. March 10, 1964 at the Town Office, Main Road, Southo14 New York. Southold Town Planning Board -8- February 4,. 1964 The Planning Board received from the Town Board a resolution containing proposed amendments to the ;Building . Zone Ordinance with instructions to prepare- an official report - thereon. The amendments proposed read as follows: I. By amending Article IIIa- Section 300 of said Ordinance by adding a new subdivision,, to be Subdivision 4A, to read as follows: 4A. Stables and riding academies, when authorized as a special exception by the Board of Appeals as hereinafter provided. II. By amending Article III,.. Section 300, . Subdivision 6 of ,said Ordinance to read as follows: 6. Public utility buildings, structures,, or. facilities, when authorized as a special exception by the Board .of:Appeals, as hereinafter provided. III. By amending' Article IV,, Section 400,, Subdivision- s of said Ordinance to read as follows: 5. Offices, banks and financial institutions. IV. By amending-Article xa, of said Ordinance by adding 0B thereto a new section to be Section 100 , to read as follows: - SECTION 1000B - In any District, no dwelling shall be hereafter -.erected or altered unless provision shall be made therein for not less - than eight hundred and fifty (850) square .feet of space within the exteaior of the foundation walls at ground level exclusive of garage,, car park,, car port., open porches or terraces, or' other. extensions outside the body of the house. Provided,however, that fifty (50) percent of the habitable area of the second story may be used and applied to the area requirement- of the first floor. Norwithstanding anything hereinabove to the contrary the area of the second floor shall be e Southold 'Town Planning Board -9- February 4, 1964 included in computing the' area of the total habitable area when the finished floor of the second story has a clear headroom of not less than seven and one- half (7-i/2) feet with knee walls of not- less than five (5) feet and when the second floor is ,serviced ' by a permanently-placed stairway. The Planning Board members reviewed each proposal and decided to hold this matter until thenext meeting for further consideration. Mr. Young wished the following items recordedin the minutes as being matters he feels should be ;'considered and action taken on in the near future: The Town of Southold Highway Specifications should be . revised and strengthened. The sign portion of the ordinance should be revised and enforced. Parking in connection with new business buildings and apartment houses should be carefully examined and enforced. Each item:was discussed by the Board. Mr. Young also brought up the fact the Town of Southold will be celebrating its 325th anniversary' in 1965. on motion of Mr. Young,, seconded by`Mr. Moisa. it-was RESOLVED that a letter be forwarded to the Southold, Town Board calling to their attention the fact 1965 will be the. 325th anniversary of Southold Town and stating that it is not too soon to start planning for it. Southold Town Planning Board -10- February 4, 1964 Mr. Grebe presented to the Board a newspaper article from The Day,, New London,. Connecticut, in connection with a proposed tunnel ander' Long Island Sound from .Long Island to Connecticut. It was agreed by the members of the Planning Board that there are some serious problems that must be considered in any discussion of ' a bridge or tunnel from Long Island to Connecticut. One of them is the isolation requirements of Plum Island and another is the conservation of the natural beauty of Fishers Island. The meeting adjourned at 10:10 P.M. Respectfully submitted, Judith T.
