Tuesday,,, March 10,, 1964 at the Town Office,, Main Road, Southold, New York. There were present: Messrs. John Wickham,- Chairmant . Henry Moisa, Ardhibald Young,, William Unkelbach. Absent: Mr.. Alfred Grebe, weather did not permit flying from Fishers Island. Also present: Mr.. Otto W. Van Tuyl,, Consultant,, Mr. Howard Terry,. Building Inspector. Mr. Lefferts P. Edson and Mr. Joseph M. Schneider " appeared before. the Planning Board to request tentative approval of "Eastern Shores at Greenport". Mr. Edson presented the three coples of the tentative map and Profiles to the Board for examination. ..Southold Town planning Board .-2- March 10,, 1964 Mr. Young brought up for discussion the connection of the cross-roads to the-,adjoining property and it was found that this has been taken care of for future projection.' Mr. Van Tuyl advised that .he had .spoken with Mr. Price regarding the road layout and he recommended that the entrance have a single 50 ft. road rather than include the proposed island in the center. In doing this,, the area on either side of the entrance can be shown as 'drainage area. On motion of Mr. Unkelbachs,, seconded by Mr. . Moisa, it was RESOLVED that Joseph M.• Schneider,, President of Eastern Shores,, Inc. be granted tentative approval of his proposed, subdivision to be, known as "Eastern Shores at Greenport;," Map by`Otto W. Van Tuyl & Son dated March 6,. 1964. Vote- of the Board: Ayes:- Mr. Wickham,, Mr-r, Moisa,. Mr.. Young, and Mr. Unkelbach. Mr. Schneider was advised that he may now instructhis engineer or surveyor to proceed with the staking of- lines, taking all necessary profiles and establishing street grades as required by the Rules and Regulations . for the Subdivision of land= computing the map=;;,tpreparing the finished map.,,, and submit- three cloth prints to the Health Departmentfor ' its approval. Then at least' fifteen' days before a regular meeting of the Planning Board the developer or his agent will file , with the planning Board the finished cloth prints, approved by the Health Department,, together with all other necessary details required by the- Planning Board. Mr. Edson. requested that- a date be set for the public ' hearing on the approval of the proposed subdivision plat. The Board stated that. when the developer has received approval of the map from the Suffolk-County -Department- of , , Health, a letter from the Superintendent of Highways and a statement- from the Village of Greenport giving assurance that- water mains will be installed and same presented to the Board of' Healthr, then a date will be set for the hearing. - If everything is in order by the 24th of'March when the Planning Board is having a joint meeting=, a time will be set for' a public hearing on the 14th of April. i . Southold Town Planning Board -3- March lOr 1964 The Planning Board received from the Town Board the petition of Cleaves Point- Corp. , East Marion,; New York,, for a change of zone from- "A" Residential and Agricultural District to "B" Business'Distr.ict with instructions to prepare an official report defining the conditions -described in the petition and determine the area so affected with the recommenda- tion of the Board. Containing 4. 016 acres. Attorney, for the application,'for this change of zone,. .Stanley-S. Corwin, appeared to discuss this petition with the Board and answer any questions the Board might have. Mr.- _Corwin stated that he represents the people in chairge of the estate of-Charles"Cornibert. An almost- identical application for a change of zone on this property was made five or 6 years ago ,, -with less depth on the road, but the ; application was not recommended favorably by the Board, due ., to the fact the area under .application was too extensive. They have been trying to dispose of the property but have been unsuccessful because there has been a restriction in the areaagainst a Business zone. There is now an interested party,, but only if the .zone is changed. They plan a seasonal type of. motel-restaurant operation with a gift shop and other related facilities. He explained that there is an industrial use at the end of Shipyard Lane, adjacent to the southerly end of the property in question, and non-conforming business property on the Main Road, west- of the property inquestion,. . Southold Town' Plan,ning Board -5- March 10, 1964 and on the north, side of the Main Road there is a golf course.. cabins with a snack bar, and a sea food snack bar. ' The Chairman advised-. Mr. Corwin that the. Board has been very reluctant to recommend changes to "B" Business zone on extensive acreage. The Board questioned if an "M" Multiple Residence zone would solve thelroblem since changing to "B" leaves quite a number of businesrthat can be erected. Mr. Corwin stated that- "M" . °s not- what the applicant has in mind and would like the petition considered as it is presented. The entire Board will make a field study of this proposal and Mr. Young and Mr. Moisa will make a report and the- matter will be discussed at the next meeting. ' Mr. Matthew Mullen appeared before the Board tod iscuss his property on the east side ,of` Eugene's Road, - Cutchogue. He wishes to sell lots on this Town highway and would have seven lots in all. The Board advised that if he is going to sell the lots gradually he would not`have to file a map since he is . on a Town highway and the Board approved the layout of the lots. On emotion df Mr. Unkelbach,, .seconded by Mr. Young,, it-was RESOLVED that the minutes of' February 4,, .1964 be approved as submitted.' vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa,, Mr. Young,, and Mr. Unkelbach. The matter of the connection of Charlie's Lane .to . County Route 26 at New •Suffolk was again discussed. The Suffolk County Department . of Public'Works advised that no application for the attachment to this county -route., had been filed with the County, therefore no action can be taken. A letter .was, forwarded to Mr. Joseph .A. Krupski, attorney-for,,-,,Mr. Charles Krukosk i advising him of the above and suggesting that he file application requesting approval of drainage emptying into the box culvert -under New- Suffolk Lane. Southold Town Planning Board -6- March 10,, 1964 The Board again considered the application for a change of zone from James V. and Frances J.:. Calfa, 82 Brightwood Street,,- Patchogue,, New York. This request- was fora change from "A" Residential and Agricultural District to "B" Business District on property located on the west side of Man' Street,,. Greenport,, bounded and described as follows: Beginning at. the northeast- corner thereof' at a point on the westerly -line of Main Street, said point being at the southeast corner of. land of Hergrueter; thence running southerly along said westerly line of'Main Street-S. 260 31' 50" E. a distance of 169.86 feet to the northeast corner of land now or formerly of Coveleski; thence running on a straight line westerly partly along said land of'Coveleski and partly along land now or formerly of= Davidson S. 630 28' 10" W. to a point 150 feet from said westerly line of Main Street; thence running -northerly along land belonging to' Davidson on a line N. 260 31' 50" W. a distance of 169.86 feet to .land now belong- ing to Hergrueter; ' thence -running easterly S. 630 28' 10" W. 150 feet along said straight line of property of Hergrueter' to the point or place of beginning. On motion of Mr.. Wickham, seconded by Mr. Young, it was . RESOLVED that. the Planning Board does. not recommend favorably the change of- zone from "A" Residential and Agricultural District to "B" Business -District- on the property of James V. and Frances J. Calfa at Greenport. as described above. The Planning Board has thoroughly investigated this property and finds the land as it is at- present- unsuitable for- business use. There is less than 50 ft. of high land ; in this parcel and the Board cannot envision -a business use, with adequate parking area. If 'this land were filled and adequate parking area provided for a professional building,, it is the feeling of the- Planning Board that this request would be reasonable. (A copy of the above was sent. to Mr.- Calfa.,) Vote of, the Board: Ayes:- Mr.. Wickham, Mr. Moisa,, Mr. Young, and Mr. Unkelbach. Mr... Wickham advised the Board. that .on this date the Town Board signed the contract-with• Cornell for' Cornell's part of the Master- Plan. At the last Town Board meeting the C Southold Town Planning Board -7- March '10t 1964 Town Board gave authorization for the Town of Southold to go into the 701 Plan with Greenport Village. The only new development- to date is that Mr. John'Diffigos of the State Bureau of= Planning wishes a study of the airports added to the Master Plan work. The Planning Board examined the revised Scope of- , Services of Raymond & May dated'February 28, 1964 as re- written by Mr. Richard May and Mr. John Diffigos. On motion of'Mr. Moisa, seconded by Mr. Young, it was RESOLVED that the Planning Board of the Town of Southold approves the revised Scope of Services of'Raymond & May dated February 28, 1964. Vote of the Board: Ayes: - Mr. Wickham, Mr. Moisa, Mr. Young,,, and Mr'. Unkelbach, The Planning Board received from the Town Board the original petition of Vail Brothers,. Inc. for a change of zone from "A" Residential and. Agricultural District to "B" Business District on property on the north side of'Main Road, . peconic adjoining existing business property on the corner of Peconic Lane and Main Road. Map of 'proposed change of zone at-Peconic by Otto W. Van Tuyl & Son,, dated March 3, 1964. The applicant states the reason for the proposed change is to extend used car display and provide parking for employeesz customers and new cars, and space for additional buildings for. service and storage. This property is bounded and described as follows: Commencing at a point on the northerly side of' Main Road formed by the intersection of theeasterly line of land of Vail Brothers and the westerly line of the premises herein described, running thence in a general northerly direction along the east- erly -line of lands of Vail Brothers 180 feet to a point; run- ning thence in a general easterly direction along lands of ' Adam Cierach and wife and on a line parallel to the northerly line of Main Road 170 feet to, a point.; running thence in a general southerly direction along lands of Adam Cierach and wife on a line parallel to the easterly line of the lands of Vail Brothers distance of 180 feet to the northerly line of Main Road; running thence in a general westerly direction along the northerly line of Main. Road a distance of 170 feet to the point or place of beginning. . Southold Town Planning Board -8- March 10, 1964 On motion of Mr. Moisa., seconded by Mr. Unkelbach, it was RESOLVED that the Planning Board -favorably- recommends to the Town Board the change of zone from "A" 'Residential and Agricultural District to "B" Business District- on the property of Vail' Brothers,_ Inc. at- Peconic,.. New York. The Planning Board is familiar with this property and feels that the proposed extension of the, Business District . is in line with the development of business in this 'area. Vail Brothers requests this change of7 zone merely to increase their facilities and provide parking for used 'carp., cars, and employees and customers. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Young., and Mr. Unkelbach. The Board discussed extending this business' zone to the liquor store, potato grading station and County storage garage. However, this area is several thousand feet-away and it was decided not to consider it atthis time. The Planning Board again-`considered several proposed changes in the Zoning-.Ordinance as proposed by the- Southold Town Board. On motion of Mr. Moisa,. Seconded by,Mr. Unkelbach, it was RESOLVED that- the Southold Town Planning Board favorably recommends to the Town Board the' , following amendment: By amending Article III,, Section 300, . Subdivision 6 of said Ordinance to read as follows: 6A. Public Utility buildingsr structures.. or facilities, when authorized as a special exception by the Board of Appeals.. as hereinafter provided. The Planning Board is of the opinion this proposed amendment�tzill enable the Board of Appeals to place the necessary conditions and safeguards upon such facilities. In connection with other proposed amendments set forth; at the same time, the Planning Board would like to have an opportunity to study them further. Vote of the Board: Ayes:- ' Mr.- Wickham, Mr. Moisa, Mr. Young, and Mr. Unkelbach. With further reference to other proposals to amendment of the Building Zone Ordinance regarding stables and riding academies; Offices,, banks and financial institutions; and minimum square foot- area for residences, the Planning Board forwarded a letter to the Town Board requesting a joint meeting on these points to further discuss them. The' Planning Board received from the Town Board .a proposal to amend the Building zone Ordinance by Amendment .to - Article III,,. Section 300 by adding thereto a new part to be Paragraph 1 (a) to read as follows: l (a) The conversion of any building in existance at the effective date hereof to two family dwelling when authorized as a special exception by the Board of Appeals as .hereinafter provided. On motion of Mr. Young, seconded by Mr. Moisa,, it was RESOLVED that the. Planning Board favorably recommends to the Town Board this proposed amendment. The Planning Board feels this-amendment-, is very necessary in cases of large odder dwellings which are too large for one family use but perfectly suitable for two families. It should be pointed out that on .March 8, 1962 the Planning Board favorably recommended a similar amendment. to the Building Zone Ordinance. Vote of the Board:. Ayes:- Mr.. Wickham, Mr. Moisa, Mr. Young,, and Mr. Unkelbach. The next-meeting of the Southold Town Planning' Board ' will be held 7:30 P.M. ,, Tuesday,.- April 14,, 1964 at the Town Office,, Main Road,, Southold,, New York. Meeting adjourned at 10: 00 P.M.
