M I N U T E S SOUTHOLD TOWN 'PLANNING BOARD July 13, 1964 - A regular meeting of the Southold Town Planning Board was held Monday, July 13, 19641 at-. the Town Office, Main Road, Southold, New York. There was present: Messrs: John Wickham, Chairman, Archibald Young, Henry Moisa, William Unkelbach. Absent: Mr. Alfred Grebe, . weather did not permit flying from Fishers Island. Also present: Mr.. Otto Van Tuyl, Consultant, Mr. Howard Terry, Building Inspector. The Board and Mr. Terry discussed a location for the Babtist Church. Mr. Terry felt it would be better if they didn't locate on the Middle Road, as it would cause a traffic problem. He felt it would be..better to locate on a side street. Mr. Terry advised they would. have to have at least 100 ft. frontage, however, for a church they should have at least 200 ft. frontage. The property across from Baxters in Mattituck was .suggested as a location. Southold Town Planning Board -2- July= =,,3, 1964 Mr. Fred Reese appeared before the Board to discuss his subdivision "Harbor'Lights". Tentative approval was given to this subdivision on May 5, 1964. Some changes were made in the lots and the roads. Mr. Van Tuyl and the Board discussed the revised map. Mr. Reese stated that at the present time he did not have any names for the roads. The Chairman explained to Mr. Reese the specifications for proformance bond and dedication to the Town. Mr. Reese felt that a proformance bond was the most practical thing to do. It was unanimously agreed by the Board that preliminary approval be given to Harbor: Lights subdivision. The Board again looked at the map of the estate of Thomas F. Daly. The Board agreed to hold this until the applicant took the next move in filing a map. `The Board looked at the map and application of "Eastwood Estates", Section II. The Board of Health has already made the test wells, however, the roads have not yet been inspected by Harold Price. It was determined that the land is leveliidndl-itherersh6Ul.d snot beotooe much trouble with the roads. There was some question of the "Y" shape in the road. Mr. Young thought there should be something about this In the report from Harold Price, in order to protect himself. The rest of the Board did not consider this an important factor to be considered in the recommendation from Mr. Price. On motion by Mr. Moisa, seconded by Mr. Unkelbach, it was RESOLVED that tentative approval be given to the subdivision, "Eastwood Estates", Section II. vote of the Board: Ayes: Mr. Young, Mr. Unkelbach, Mr. Moisa. Mr.- Wickham ddsqualified himself from voting on this subdivision, in view of the fact that he has rented this land for 30 years as farm land, and that he might'be commissioned to build the roads. .Southold Town Planning Board -3- Juy 13, 1964 i The .Planning Board received from the Town Board a petition for a change of zone from "A" Residential and Agricultural District to "B" Business District by Robert-L. Davids with the instructions to prepare an official report defining the conditions described in the petition and determine the area so effected with the recommendation of the Planning Board. The request for this change of zone is. made for the use of a machine shop. This property is bounded and described as follows: Beginning at a point on the northerly side of the Main Road at the southeast corner 'of the premises herein described adjoining property formerly of-Peconic Trucking Company,now of' Town of Southold on the east; running thence along the .northerly side of Main Road, S. 480 40' W. 220 feet, more or less, to land of Sternemann; running thence northwesterly along said land of Sternemann 205 feet to ,a con- crete monument-. and land of Town of Southold; running thence along said land of .Town of 'Southo ld N. 48'0 40' 00" E. 244.84 feet to other land of Town of 'Southold; running thence along said land of=Town of Southold, . S. 300 10' 50" E. 208.32 feet to the point or place of beginning. The Board discussed the business zoned property to the east and the mon-conforming uses to the west. On motion by Mr. Moisa, seconded by Mr. Unkelbach, it was RESOLVED that the Planning Board favorably recommends to the Town Board the change of zone from "A" Residential and Agricultural District to "B" Business District. on the property of 'Robert-L. `Davids, as described above. This property is surrounded on two sides by business property. On one side by the Town of Southold, and on the other by the non- conforming business of Sternemann's Plumbing and Heating Business. Vote of the Board: Ayes: Mr.- Wickham, Mr. Young, Mr. Moisa, Mr. Unkelbach. The Planning Board received from the Town Board a petition for a change of zone from "A" Residential and Agricultural District to "B" Business District-by Paul S. and .Lois T. Wilson with the instructions to prepare an official report defining the conditions described in the petition and determine the area so effected with the recommendation of the Planning Board. The request is made for this change of zone for a marina. This property is bounded and described as follows: Pla. Lng i Southold Town/Board -4- July ]Ls, 1964 Beginning at: the intersection of the southerly line of'Manhanset Avenue .with the Westerly line of 'Beach Road, from .said point of beginning running along said westerly line of 'Beach-Road, two courses as follows:- (1) S. 40 06' 00" E. 481.84 feet; thence (2) southeasterly on a curve to the left having a radius of 436. 0 feet a distance of 100. 98 feet, to land of the Town of Southold, S. 330 10' 00" W. 202.53 feet to ordinary high watermark of Sterling Basin; thence in a general northwesterly direction along said high water mark about 700 feet- to Saint Agnes Cemetery at a point which is N. 61° 14' 00" W. 616. 23 feet from the last described point; thence- along said land of Saint-Agnes Cemetery, N. 130 37' 30" E. 652. 20 feet to said southerly. line of Manhanset-Avenue; thence along said southerly line, . S! 67° 48' 50" E. 479. 60 feet- to the point of beginning. Containing 9k acres, more or less. On motion by Mr. Young, .seconded by Mr. Unkelbach, it was RESOLVED that the Planning Board favorably recommends to the Town Board the change of zone from "A" Residential and Agricultural District to "B" Business District on the property of Paul- S. and Lois T. Wilson as described above. This property is going to be used for a marina, if the change of zone is granted. The Planning Board feels that there is a growing need for this type of business in the Town of Southold. This land is low and the Board feels that -this is an ideal use for' this land, in view of the fact, it is separated from residential area by streets,,- a cemetery,. and property of the Town of 'Southold. The Board feels that this will be an excellent addition ID the economy of 'the Town. Vote of the Board: Ayes: Mr. Wickham, Mr. Young, Mr, Moisa, Mr. Unkelbach. Mr. Terry read. the proposed amendments to the Southampton Town Ordinance. The Board discussed the section on garden apartments. The Chairman felt that a proposal on garden apartments should be looked into fur'hher by the Town of 'Southold. Mr. Young brought out- the problem of parking in the Town of -Southold. It was felt- there should be two acres of parking space for each apartment house. The Board also discussed the possiblity of shopping centers coming into' Southold Town. It was felt that the Southold Town Ordinance should be made a little stricter to deal with these two problems. Southold Town Planning Board -5- July i3, 1964 The Board next .discussed the road problem of Nathaniel O. Abelson, "Arrowhead Cove". He was suppose to dedicate the roads to the Town, however he has done nothing with the roads. The people in the area are complaining about dust from cars riding on the road. Mr. Young thought that the Board should write him a letter advising him to correct this situation. The Chairman felt that they should first consult Robert Tasker, Esq. , and see what .action can be taken in this matter. The next meeting of the Southold Town Planning Board will be held on Monday, July 27, 1964, at the Town-O:ffice, Main Road, Southold, New York. The first thing to be discussed by the board will be proposals to amend the Ordinance to make it more strict in dealing with garden apartments and shopping centers. Meeting adjourned 9:45 ' P.M.
