A regular meeting of the- Sodhold Town Planning Board was
held 7:30 P.M:,- Mondays September 21,E 1964, at the Town Officer,
Main Road, SoutholdI New York.

PUBLICj..t HEARING: Upon question of 'approval of 'the following
plat.of property: Plat of property owned by Harold Reese,, entitled
"Harbor- Lights Estates. "
THE-CHAIRMAN: I will read the legal notices however I am not
going to read the legal description.

THt 'CHAIRMAN I will recess this hearing until the next
meetings, in view of 'the fact: that this subdivision has not
met the requirements of the' County Health Department.
Mr. .Nelson Axien had a few questions he wanted to ask the
Board regarding the subdivision,,"Harbor'Lights" Estates". He questioned
the "Reserved for Beach- Area" on the map of the subdivision. He
was of the opinion that if 'the beaches.- were not large enoughs that
the people would be crowding over:,onto other beaches. The' Chairman
hdvised that there is a rule that 'so much beach area is required
for certain number ' of lots or for a certain area. The chairman
also advised that these beaches could be private. Mr. Axien stated
he would be interested.to know just how much beach area would be
allocated to each person. Mr. Unkelbach pointed out- that there
is approximately 1000 feet of ' shore area. If you take the average
family of three or four peoples there will be about 200 people on
1000 feet of shore area&'. if it remains to be a private beach.
Mr. Axien also wanted to be sure that this - "reserved for beach area,,
could not 'later' be sold .for building lots. Mr. Unkelbach advised
that once the final map of the subdivision is filed in the Suffolk..
-County:Clerks Offices. it can not-be changeds and the beach area
can not be used for building lots.
Mr.-- Axien's next question to the Board dealt with a piece of
property adjoining this subdivision which is presently zoned
Industrial. - Mr. Axien pointed out that on the map it said that
"all land hereon and abutting is within an "A" Residential and
Agricultural-District%. He felt- that the use of those words
implied that there was no land adjacent to this subdivision that
- was industrial. He also felt that the' Planning Board should
on their own motion make an application to change this industrial

property to residential property. The- Chairman stated that
it was up to the Town Board to make a change �of 'zone on their
own motion. However, the Chairman said that the' Planning
Board would discuss this with Mr. Reese and. see what his ' attitude
was on the matter. This matter can be discussed when Mr. Reese
appears for . the hearing.Mr. William Pollert .also' at .the hearing
was in .favor of upzoning this industrial property to residential
property. The Chan advised that-Mr. Reese should first be
consulted before any action be- taken on the zoning of his property.
Mr.. Pollert- agreed that it would be a good idea to go and talk
with Mr.- Reese. The Chairman also advised that the Planning
Board is always in favor of upzoning an area.

The Chairman reported that he had talked with Mr.- Whitlock
of MALCOLM ',PIRNIE ENGINEERS, and Mr. Whitlock sent a copy of
the 1963 hydrological study of 'the Town of2Southold. it is
apparent that the ground .water supply is more limited than was
,thought. - Mr. Whitlock inteAds to start-within the next 'three
months -to -make laboratory analysis of specific areas of the
Town.
Mr. Wickham also made a report .on the Cornell Study. He
reported that the Cornell people had very excellent.. response
from the town people. This group interview- 100 farmersr there
were only three farmers 'that refused to be interviewed. - About
85% of the farmers in Southold Town were interviewed. THe
Chairman stated that he had .letters in his files from people
in other Towns, stating that they wish that: their' Town or:City
would undergo such a project. Mr. Ax:tm wanted to know who
was responsible for undertaking this project. - The Chairman
advised that the Planning Board was responsible' for 'this
study. - Mr.. Pollert wanted to know if the Planning Board would
use some of the recommendations from this study. The Chairman
stated they would. He also -stated that.Cornell University has
put up some of their own money for ' this study. Mr.- -young
stated that some of the young men on this committee were working
for 'thei.r master degree. Therefore, through this study the Town
also helped some of 'these young men obtain their education.
The Chairman pointed out that the man in charge of this project
has done the same thing in Sacramento County in California, so
that this type of thing is not new to them. The' Chairman stated
that- the Board feels very fortunate.

Mr. Lawrence Tuthill had a question pertaining to the
new highway specifications in regard to the planting of new
trees.,. The-:Chairman stated that they have not been requiring
it. He felt that the less control in this respect the better
it would be, providing, however, that the people did not take
advantage of it.
Mr. Lawrence Tuthill presented the. estimate for the bond
for 'the roads in "Harbor 'Lights Estates". His estimate was
$25,000,00.. - However, there was a change in the plans where the
road is. to come out to the existing public road,, therefore, a
new estimate has to be made.
Mr. Frank Zaleski appeared before the Board next- to discuss
his proposed subdivision. In. May, 1"963,, . Mr. Zaleski was given
preliminary approval of Section I of this -subdivision. He has
some lots on the public highways and there was question in his
mind of maintaining these lots,, and not-makingthem part-.of the
subdivision. , The Chairman advised that it would be .be.tter' to
include them in the subdivision, if they were to be sold
separately he could only see two lots a year. At 'that- rater it
would take ten years to sell the lots on the public highway.
Mr. Zaleski stated that he was just looking for information from
the Board at the present time. Mr.. Young brought .out the fact
that he should get the approval of the water from the County
Health' Department. The Chairman asked how the Board would feel
about having 100 foot lots near the water and the rest of the
lots 20,000 square feet. Mr. Young felt- that all the lots
should be 20,,000 square feet.
The Chairman advised Mr. Zaleski that .a proformance bond
would be necessary for the roads.. He also stated that there
will have to be five or six houses on the road before the Town
would accept them. If 'he doesn't want- to put up a proformance
bond, then the raods would have'-to be completed before the
subdivision map. is filed. Mr.- Zaleski. asked what the best
thing would be to do. The' Chairman. advised.him that if he was
doing it, he would do one section at- a time and put up a
proformance bond. The�Chairman then explained to Mr.- Zaleski '
exactly-what a proformance bond is, and.how he would go about
haveing. an estimate made up. The Chaiiman also advised Mr.
- Zaleski that it would be wise to get -approval on this before the first
. . of the coming year.

On motion by Mr.. Wickham, seconded by Mr. Young*, it was
RESOLVED that -preliminary approval be given to Donnaa: 'Drive
in ..Mr. Zaleski=s subdivision*, and that= the Board ask Mr. Zaleski
to put a 10 .foot crosswalk in each block of lots,, on both the east
and .west of Donna Drive.
Vote of the Board: Ayes: Mr. Wickham, Mr. Moisa, Mr. Grebes
Mr.. Young.. and Mr. Unkelbach.

RESOLVED that the Southold Town Planning Board authorize
Mr. Lawrence Tuthill to do the estimates for a proformance bond
on the roads in Mr. Zaleski=s subdivision.

Mr. Young, and Mr.Unkelbach.
On Motion by Mr.. Young.. seconded by Mr. Grebe)rz it- was
- RESOLVED that the Southold Town Planning Board authorize
Mr. Lawrence Tuthill to do the estimates for proformance bonds
for "Eastwood Estates, Section II".
Vote of the Board: Ayes: Mr. Young.. Mr. Moisa, Mr. Grebe,
and Mr. Unkelbach.
- Mr. Wickham abstained from voting due to the fact that
he is directly connected with this application. He has rented
this land for 'many years.

Mr. Wickham again abstained from voting.
The Planning Board received from the Town Board .a petition
(amended) for a change of zone "A" Residential and Agricultural
District to "B" Business District by Paul S.,- and Lois T. Wilson
with the instructions to prepare an official report defining
the conditions described in the petition and determine the area
so, effected with the recommendation of the Planning Board. The
request is made for this change of: zone for a marina. This
property is bounded and described as follows:
Beginning at the intersection of the southerly Line of
Manhanset Avenue with the westerly line of Beach Road;. from

RESOLVED that the Planning Board favorably recommends to the
Town -Board the change of zone from."A" Residential and Agricultural
District to "B" Business District -on the property of'Paul S.. and
.Lois T. Wilson as described above,
This -property is going to be used for a marina, if the change
of zone is granted. The Planning Board feels that -there is a
growing need for this type of business in tie Town of Southold.
This land is low and the Board feels that this is an ideal
use for this land, in view of 'the fact, it is separated from
.residential area by streets, a cemetery, and property of the Town
of Southold. The Board feels that this will be an excellent
addition to the economy of the Town.
Vote of the Board: Ayes: Mr. Wickham, Mr. Moisa, Mr. Young,
Mr. Grebe, and Mr. Unkelbach.
On motion by-Mr. Unkelbach, seconded by Mr. Grebe, it was
RESOLVED that the following 'Annual .Estimate be submitted to
the Southold Town Board for the fiscal year beginning January 1,
1965:

. It-was further 'RESOLVED that the Chairman be authorized .to
sign the proposed budget.
On motion by-MR. Unkelbach, seconded by-Mr. Grebe, ..it was
RESOLVED that .a letter be sent to the Town Board.justifing
their requested increase in salary,. and also requesting the
salary of the engineer' to be increased in view of the fact that
the Board has been. asking a great- deal more .work from him. The
Board Board alsorequests that the fee for subdivision applications
be increase,

Mr. Young, Mr. Unkelbach.
On motion by Mr.. Wickham, seconded by Mr. Grebe, it was
RESOLVED that the fee for applications for subdivision be
increase, in view of the fact that estimates have to be made
for proformance bonds.

On motion by Mr. Grebe, seconded by Mr. Young, it was
RESOLVED that the minutes of the Southold Town Planning
Board dated August 17, 19641 be approved as submitted.
Vote of the Board: Ayes: Mr. Wickham, Mr.. Moisa, Mr. Grebe,
Mr. Young, 'and .Mr. Unkelbach.
' The Planning Board received from the Suffolk-County Department
of Health an amendment to, Section .2, - Article VI, of the' Suffolk
County 'Sanitary Code This new amendment which was enacted'
September 16,' 1964, is effective immediately. The Planning Board
briefly discussed this new regulation.
The Subdivsion map of.'Joseph P. Hoey was next brought before
the Board. Mr. Van Tuyl presented a new map with some changes.
On motion by Mr. Moisa, seconded by Mr. Grebe, it was
RESOLVED that in regard to the map submitted for the subdivision
of Joseph P. Hoey the Planning Board will not go along with a U-shapes.
highway, without access to the water. Homy Lane is to continue down
to water with a 100 foot turn-aroundr or else the original plan
will have to be used.
Vote of the Board: Ayes: Mr. Wickham ,` Mr.. Moisa, Mr, Grebe,
Mr. Young, and Mr. Unkelbach.
The Planning Board viewed the maps submitted by the'County
for the further extension of Country Route 27.
Mr. Van Tuyl presented the subdivsion map of "Blue Horizons",
located in Peconic, New York. The Board viewed this .and briefly
discussed the layout of the property.
. on motion by Mr. Moisa, seconded by Mr. , Grebe, it was
RESOLVED that preliminary approval be given.b the subdivision
"Blue Horizons", situated in Peconic, in the Town of' Southold,
- Suffolk-County, New York.
Vote of the Board: Ayes: Mr. Wickham, Mr. Moisa, Mr. Grebe,
Mr. Young, and Mr. Unkelbach.
