A regular meeting of the-Southold Town Planning Board
was held at 7:30 P:M ,, Tuesdays; November 24,. 1964,; at the
Town Office, Main Road,- Southold, New York.
There were present: Messrs: Archibald Young, Acting 'Chairmans,
Henry Moisa, Alfred Grebe,' William Unkelbach,. John Wickham.
THERE were also present: Messrs: Otto Van Tuyls. .Consultant;
Howard Terry,, Building Inspector; Lawrence Tuthill, Engineer.
Lefferts Edson. Esq. , and Mr. Schneider appeared before the
Board to discuss the preliminary map of a proposed subdivision
to be known as "Eastern- Shores at Greenports.- Section II",: map
by. Otto Van Tuyl & Son, dated November 18,. 1964. This property
is located on the Middle Road, Greenport, New York,, and is an
extension of the subdivision "Eastern Shores at Greenport;- Section
I'r. This subdivision will contain 17 lots of 12s.500 square feet
and up.
Lenghty discussion was held on the-matter ' of setting
aside an area for recreational purposes. When Section I of
this subdivision was filed, the subdivider was instructed to
submit a letter of intenoE to the Planning Board, indicating
that they intended to dedicate an area of 100" by 100' on
the shore in the next- section of their subdivision to the west.
The owners indicated that they would probably dedicate four

Both the Board and Mr. .Edson agreed to have the Planning
Board make a proposal that would make real the existence of a
recreational area in"Eastern; Shores at Greenport".
On motion by- Mr. Wickhaml; Seconded by Mr. Moisa, it was
RESOLVED that Mr. Schneider 'be given approval of his
subdivision to be known as "Eastern Shores at Greenport,- Section
II". This will be preliminary approval: Map by.-Otto Van Tuyl
&" Son, dated November l8, 1964.
This approval is. subject to a proposal that will set aside
an area in the subdivision for recreational purposes.

Lefferts Edson s Esq. ,, again appeared before the Board to
discuss the preliminary map of:a proposed subdivision to be
known as "Village Gardens",, map by Otto Van Tuyl &" Son, dated
November 23,, 1964. This property,; located in' Southold, is
owned .and developed by Benjamin and Ira' SelVins; 74 Wagon Road,
Rosyln Heights, New York. This subdivision will contain 62
lots of 12,500 square feet and up. The subdivision will also
have city water.
On motion by Mr. Moisa,, seconded by Mr. Unkelbach,, it was
RESOLVED that Benjamin and Ira' Selvin be given preliminary
approval of their subdivision to be known as Village Gardens.

Mr. Young felt that some of the turn arounds in "Village
Gardens" could be eliminated. 'He felt that the highway super-
intendent might not approve all the turn arounds. The possibility
of the subdivider securing property from George Braun, in order
to have access to the Middle Road was briefly discussed.

Mr. Walter Kapp,. Esq., appeared. before the Board to- ask
that the ,requirements for 'the dedication of= a road, in regard
to the assessed valuation on the road, be waived for a road
341.75 feet olong on the west- side of Oaklawn Avenue. - Southold,,
New York., The Board viewed the survey by- Otto Van Tuyl &. Son,.
dated April 1, 1964, revised July 3,, 1964.
On motion by Mr. Unkelbach, seconded by Mr. Young, it was
RESOLVED that the Planning Board recommend to the Town
Board that the requirements for the assessed valuation required
on a road .in order to dedicate to the Town, be waived by request
of=Walter' Kapp, Esq. , on a raadd341.75 feet long on the west
side of Oaklawn Avenue,- Southold,: New York.
Vote of the Board: Ayes: Mr. Young,, Mr. Grebe., Mr. Moisa,
Mr. Unkelbach, Mr. Wickham
,Mr. Julius Zebroski next appeared before the Board. He
presented a map of' a proposed subdivision to be located. on
Bayview Road, Southold,, New York�. . This. subdivision will con-
tain. approximately 28 lots to be '12,.500 square feet-and .up.
Mr.. Zebroski also requested approval of the road, Waterview
"Drives a road in the subdivision.
On motion by Mr., Wickhamt, seconded by Mx. -Young, it was
RESOLVED that .Julius 'Zebroski be given tentative approval
of ,a proposed subdivision to be located Bayview Road, Southold,
New York. It -was further'RESOLVED that they layout of the road
Waterview"Drive also be approve.

Mr, Clement Booth presented his final application for
approval of plat to the Planning Board. This subdivision,
entitled Melrose Manor, will contain ,13 lots of 12.,500 square
feet-and up. This subdivision will have water supply from
the Village of Greenport if arrangements maybe made to
extend the water pipes to his subdivision.

On motion by Mr. Wickham,_ seconded by Mr. Moisa, it was
RESOLVED that the Southold Town"Planning Board set the last
meeting in' December., 1964., as the date for a public hearing on
' Clement Booth's subdivision to be known as Melrose Manor, subject
to a contract with the Greenport -water'Company., and the approval
of the° County Health Board.

Mr. Unkelbach, Mr. Wickham
Joseph P. Hoey and Thomas F. Daly appeared before the
Planning Board to discuss the preliminary map of a subdivision
to be known as Town Harbor' Terrace,. map by Otto Van Tuyl and
Son, dated November 16 r; 1164. This subdivision is located on
Town Harbor Road,- Southold. It will contain. 15 lots of 12,500
square .feet and up. There will be a 100 foot turnaround at
Hippodrome Creek,.-
There was lenghty discussion concerning the turnaround at
HippQdrome' Creek. Mr. Wickham made it very clear that access
to Hippodrome-Creek was definitely required. This was discussed
previously with the parties involved. Mr. Wickham felt- that to
have a turnaround would be no hardship , since there is an over-
sized lot on Hippodrome Creek. 'Mr. Daly advised that -they had
people interested in large lots. Mr. Wickham felt there was
enough frontage on Hippodrome Creek to require access to the
Creek.
On motion by Mr. Wickham.' seconded by Mr. Moisa, it was;
RESOLVED that preliminary approval be given to Joseph
P. -Hoey and Thomas F. Daly on the subdivision to be known
-as "Town Harbor Terrace",, map by Otto Van Tuyl &, Song, dated
November 16,, 1964. It was further'RESOLVED that a hearing
will be set for this subdivision as soon as it- meets the
requirements of the Superintendent -.of Highwaysr. County Board
of'Health, and there is' a contract with the Greenport-.Water
: Company for -water -mains.

Mr.- Wickham brought to the attention of the, Board the
amount of storm waters that are wasted and not returned to
the land. He 'requested permission from the Board to write
to the' District Engineer and. the Department of Public 'Works
to express his concern in this matter.
On motion .by Mr. Moisa, seconded by Mr. Grebe, it-was
RESOLVED that the Southold Town' Planning Board authorize
Mr. John. Wickham to..write to the District Engineer and the
Department of Public' Works to express concern in the matter' of
the amount of storm waters that are wasted.

Mr, Unkelbach.
Mr.- Wickham felt -that it was necessary to check on the
subdividers who had promised to dedicate the roads in their
subdivisions to the Townr, but-have never done anything about
dedication. It was felt that a letter should be sent .to
these subdividers requesting that they make . some dispostion
as to what they will- do with these roadss and when they will
dedicate to the Town. Mr. Wickham also felt that no building
permits should be issuad,,in these subdivisions until the roads
are in good conditions.
On motion by Mr. Wickharii,, seconded by, Mr. Grebee it was
RESOLVED .that a letter be sent to all subdividers who
promised, to dedicate roads to the Town but have not yet' done
so. This letter would require subdividers to make some
disposition of 'what they plan-ito do about- dedication to the
Town within the next six months.
. It-was further'RESOLVED that in all cases where the Planning
Board has waived performance bonds -by the statembnt of the
subdivider that they would dedicate to the Town, the Building.
Inspector is instructed. not to issue building permits without
the explicit authorization of the Planning Board,. pending the
inspection of the highway by the Planning Board. '

RESOLVED that the Planning Board authorize Lawrence Tuthill,,,
Professional Engineer,,; to do estimates for bonds for roads on
the roads in the subdivisions&;- Town HarborTerrace,,,- Southolda;
New York,,, and Melrose Manor,.- Southold, New York.

The Board briefly discussed making stronger restriction
in connection with the development of waterfront property.
on motion by Mr.- Wickham, seconded by Mr.. Moisar' it was
RESOLVED That. the Planning Bca rd notify the Town Board and
the Town Trustees that they are contemplating a change in the
rules and regulations for the subdivision of land in 'connection
with man-.made canals and that they will probably specify
mininum .width and depth and maximum. - Also that the under water
lines to these canals be dedicated to the Town and finally the
Planning `Board would want the Town Trustees to establish .a pier
and bulkhead line on such man made canals.

The Planning Board received from the, Town Board.a petition
fora change of zone from "A" Residential and,,; Agr`icultural
District 'to . "B" Business District by J'ohn .M.- Rodden with the
instructions to prepare an official, report de-firing the conditions
described in the petition and determine the area so effected
with the recommendation of the Planning Board. This request
is made .for a nursing home. This property is bounded and
described as follows:

On motion by Mr. Wickhamr, seconded by Mr. Grebe.. 'it. was
RESOLVED, that the Planning Board favorably recommed to
the Town Board the change of zone from."A"- Residential and
-Agricultural District to "B" Business- District on .the property
of -John M." Rodden as described above.
The Board feels that this is an ideal location fora
nursing home, in view of the fact that.access may be obtained
from the O1d' Main Road, The Board also feels that this is
a muchhneeded used in the Town of'Southold.
The Planning Board also recommends to the Town Board
that the properties adjoining this particular piece of,
property be %zoned "B" Buainess'District.

The Planning Board reviewed the application for a change
of zone. by the' Town Boarcb own motion on the property of-cove
Beach Estates from "B" Business District to "A" Residential
and -Agricultural District and .from "B" Business District to
"M" Multiple Residence. This property will .be used for a
Motel Resort- Site. This property is bounded and described
as follows:

On motion by Mrs, Wickham,, seoondedbby Mrs Grebe,, it was
RESOLVED that the. Planning Board recommend to the Town Board
the change of zone from "B" Business District to "A" Residential
and Agricultural District and from "B" Business'.District- to"M"
Multiple Residence on property of:Cove Beach Estates, as he
described.
The. Planning Board held a lenghty discussion with the
president-.of Cove Beach Estates and the Supervisor was also
present at - this meeting to discuss the- change of zone. This
change of 'zone meets the approval of all parties involved.

Mr. Unkelbache Mr. Wickham.
On motion by Mr. Moisa, seconded by Mr. Grebe, it was
RESOLVED that the minutes of- the 'Southold Town' Planning
Board dated 4.t:h1of November.., 1964, be approved' as submitted.

Mr.. Unkelbachr., Mr. Wickham.
The Board again viewed the map of the proposed subdivision
"Blue Horizons", owned and developed by-C P F-.. Land -Corps This
subdivision is located off the North Road,. Peconic, New York.
This subdivision .will contain 11 lots of 12,500 square feet- and
up.
On motion by Mr. Wickhame, seconded by Mr. Young, it was
RESOLVED that tenative approval be given to the subdivision
to be known as "BLue Horizons"*,, map by-Otto- Van Tuyl &- Son,
dated October 14, 1964. It was further RESOLVED that the maps
be sent to the 'County Planning Board for approval of. access on
the North Road.

RESOLVED that the' Planning Board recommend to the Town
Board an estimated performance bond of- jj-$3t000.00 for the
roads--.in the subdivision to- be know as "Blue Horizons"t owned
and developed by C.P.F. Land Corp.

Board a performance bond of $30,000.00 for. the roads in the
.subdivision to be known as '."Deep Hole Creek-Estates" owned
and developed by Frank Zaleski.

The Planning Board again .took up -the matter of- Eastern
Shores.- Section II. , There was brief discussion in relation
to the location .�.of the park and playground area.
On motion by, Mr. Wickham&, seconded by Mr.. Grebe& it was
RESOLVED that a letter be sent to Lefferts P.. Edson, Esq. s
attorney for 'Mr.. Schneiders&, advising him that the Board will
approve the subdivision to be knownaas Eastern Shores&:. section
II. The Board will require two and one-half (2%) . acres of the
low area on the west side of the new road to be somewhat dredged
and lad scaped. for park area. The' Board will also require 200-
300 feet of access to salt water.

and Agricultural District.
Beginning at the southwesterly corner of the present "B"
Zone adjoining land .of Latham and others on the- South, and land
of Guimaraes on the west, from said point- of 'beginning running
along said land of Guimaraes N. 11° 26' W. 1095.0 feet; thence
four courses as follows: (1) N. 78° 34' E.-387.87 feet; thence
(2) S. 56' 2611 E.-300.0 feet; then6e - (3). S. 110 26' E..-1150 feet
more or less to the southerly corner of the present "B" Zone;
thence (4) northwesterly 350 feet more or - less; - thence along
