PLANNING BOARD MEMBERS John Wickham, Chairman Henry Moisa Alfred Grebe Archibald Young William Unkelbach JOINT MEETING SOUTHOLD TOWN PLANNING BOARD GREENPORT VILLAGE 'PLANNING BOARD APRIL 41, 1963 A joint meeting of the Southold Town Planning Board and the Greenport Village,' Planning Board was held 8:30 P.M. , Thursday:. April 4,, 1963 at the Town Office, Main Road, Southold, New- York. There were present: Southold Town Planning Board: Messrs. John-Wickham, - Chairman,. -Alfred Grebe, Archibald Young, and William Unkelbach. Greenport-Village`Planning Board: Mr. John: Sherwood:; Mrs. John Mullen and Dr.. Leo Goldin. Also present: Messrs. Lester M. Albertson, . Supervisor,, Robert.W. Tasker, Town Attorney and Otto-W. Van Tuy1,. Consultant. . Supervisor'Albertson introduced Mr. Lee• E. Koppelman, Suffolk-County Planning-Consultant- and Mr. Thorsen. Mr. Koppelman stated that he would describe the 701 Program. This- is a combined grant program worked in cooperation with the .local municipality, County:. State and Federal government. It is designed to carry out comprehensive planning without financial burden. The Federal government pays two-thirds of the cost,, the' State one-sixth and Joint Meeting -2- April 4r 1963 the municipality one-sixth. This program can only be used in municipalities with less than 50,000 population. There are no Federal strings attached; they do not tell you what to do or how, however , you must actually accomplish the program. Riverhead is presently starting a 701 Program and Shelter- Island and East Hampton are considering it. Mr. Koppelman suggested that consultants with experience in working in communities with basically an agricultural economic base be considered. Several consultants should be interviewed and the planning boards should go to the towns where these consultants have done work and speak with the planning boards there and find out how their plan is working. 'Inhere are six segments of this program. 1. Existing circulations 2. Existing land use; 3. Existing Community facilities; 4. Future circulations the road picture; 5. Future land user how the Town should be developed; and 6. Future community facilities.„ such as hospitals, parkst municipal facilities,, fire facilities,; town hall,. etc. The extension of the' Expressway and the future Long. Island- Rhode Island bridge should be kept in mind. Mr. Koppelman stated that some studies already prepared by the County can be used in this plan to keep the cost down and .to make it possible to put more time and money into phases of the program that are important- to the town. . It-will take almost three to six months for the application stage and about 18 to 24 months drawing the comprehensive plan. The members present discussed the importance of a thorough water study and agricultural study. Mr. Koppelman feels this is very important. The next joint meeting of the Southold Town Planning Board and Greenport village Planning Board will be held 7:30 P.M. Z. Tuesday. April 30r 1963 at the Town Office,. Main Road, Southold, New Yorke, for the purpose of further discussing a comprehensive plan. It was suggested that a representative of Raymond & Mayr. planning Consultantss be invited to this meeting.
