SOUTHOLD .TOWN PLANNING BOARD
June 11, 1963
A regular meeting of the Southold Town Planning Board .was
held 7: 30:. P.M.., Tuesday, June 11, 1963 at the Town Office, Main
Road, Southold, New York.
There were present: Messrs. John Wickham, Chairman, Hehry,
Moisa,. Alfred Grebe, Archibald Young and William. Unkelbach. .
Also present: Mr. Otto-W. Van Tuyl, Consultant.
The Board first considered the application for a change of
zone from "A" Residential and Agricultural District to "B" Business
District on property of Joseph Riccardo and JackERiscoll at the
corner of' Main Road and Factory Avenue, Mattituck.
Mr. Stanley-Sledjeski of Mil-Matt-Agency, Mattituck, appeared
before the- Board and stated that the owners of the property propose
to deed a 10 ft. strip running along the easterly line of the property
in question to the Mattituck -Cemetery with the stipulation that this
10 ft. strip be left in woods,, and the Mattituck- Cemetery is in agree-
ment with this proposal. The- Chairman called and spoke with Lawrence
Reeve of the Mattituck- Cemtery Association and they are agreeable with
the buffer zone proposal.

On motion of Mr. Grebe, seconded by Mr. Unkelbach, it was
RESOLVED that the Planning Board recommend favorably to the
Town Board the change of zone from "A" Residential and Agricultural
District to "B" Business District the property of Joseph Riccardo
and Jack Driscoll at- the corner of Main Road and Factory Avenue,
Mattituck, New York.
The Planning Board has studied this proposal and discussed it
with agents for the petitioner and adjoining cemetery association
and feel it is reasonable.
The purchaser has expressed a willingness to deed the cemetery
association 10 feet along the easterly line of petitioner's property
provided it is maintained in woods at all times. We feel that this
is insufficient buffer zone betIzeen the residential zone represented
by the cemetery association and a business zone. We feel that the
new owners should be required to maintain 10 ft. also in woods which
would provide a 20 ft. buffer zone.
In addition, we feel that another condition of rezoning should
be that there be a side yard setback of an additional 40 ft. , meaning
that there shall be no building closer than 50 ft. to the new line
between the cemetery association and property of the petitioner. Due
to the fact the ultimate character of this area is uncertain and in
order to preserve the dignity of the cemetery we feel this setback
is essential.
It is probable that we cannot require this after the property
is rezoned but since petitioners seem very willing to accept some
limitation and the cemetery association seems very desirous of having
such a buffer strip we feel that these arrangements should be made
before this property is rezoned.
This property is bounded and described as follows: Beginning
at a monument set on the corner formed by the intersection of the
northerly line of Main Road New York State Route 25, with the easterly
line of Factory Avenue; running thence North 200 22' 40" West along
the easterly line of Factory Avenue 663.35 feet to a monument set
in the southerly line of land formerly of John Husing, later of
Lee O. Karp; thence North 640 47 ' 50" East along said last mentioned
land 664. 36 feet to a monument set in the westerly line of Mattituck

Cemetery; thence South 370 201 30" East along said Cemetery 440. 26
feet to a monument set in the northerly line of said Main Road; and
thence South 480 571 30" West along the northerly line of said Main
Road 844.83 feet to the point or place of beginning.
Vote of the Board: Ayes: - Mr. Wickham, Mr. Moisa, Mr. Grebe,
Mr. Young, and Mr. Unkelbach.
On motion of Mr. Grebe, seconded by Mr. Unkelbach, it was
RESOLVED that the minutes of the meeting of May 21, 1963 be
approved as submitted.
Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe,
Mr. Young, and Mr. Unkelbach.
The next meeting of the Southold Town Planning Board will be
held 7: 30 P.M. , Tuesday, July 16, 1963 at the Town Office, Main
Road, Southold, New York. The Planning Board wishes to invite the
Mayor of Greenport Village and the Greenport Village Planning Board
to attend,�..this meeting at 8: 30 P.M.
On motion. of Mr. Moisa, seconded by Mr. Young, it was
RESOLVED that due to the fact- the Southold Town Board has
changed the requirements for dedication of highways requiring now
that- assessed valuation in the amount of $40, 000 per mile of building
be a condition of dedication, and since it is obvious this would be
an impossibility in the time available (90 days is usually the given
time for dedication of highways after a subdivisionmap is filed) , we
waive this condition until the assessment requirements have been
fulfilled.
At the present time only "Village Manor" would come under the
above resolution.
Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe,
Mr. Young, and Mr. Unkelbach.

The matter of the pending petition for a subdivision submitted
by Beatrice M.- Wasson in January 1961 was brought before the Board.
Since nothing further has been done about this. proposed subdivision
where the Planning Board is concerned, Mr. Unkelbach stated he would
speak with .Mrs. Wasson to determine if she still plans to continue
with it and report to the Planning Board at their next meeting.
The Board discussed at length different phases of the proposed
master plan. The Chairman dictated a letter to be forwarded to
Raymond & May, Planning and Urban Renewal Consultants, asking if it
would be possible for the Town to take some part in the survey in which
we feel special emphasis and detail is required, in particular the
agricultural picture and water resource problem. The Chairman has
written the Dean of the State College of- Agriculture asking if they
would have a graduate student who would be interested in working with
the Town of Southold on an agricultural survey. The Board feels that
if they could get some of this work done it might relieve the
organization that was doing the overall job some of the detail and
leave them free to spend more time in other fields and if it seemed
other fields were adequately covered, to do a better overall job
for less expenditure. This might also provide a way to make a rather
complete study of one phase of the problem which might otherwise
exceed 25/ of the cost of the total program.
The Planning Board received the following letter from Superintendent
of Highways Harold D. Price which they wished included in the minutes:
"Southold Town Planning Board, Southold, New York, June 7, 1963.
"Gentlemen: Your letter of May 8th in regard to the property of
Ernest and Harold Wilsberg, was turned over to me, for my consideration
and reply.
"The statement in the letter that I, or the Town constructed a
considerable length of a proposed highway on their property, is a
misrepresentation of facts.
"The true facts are that I, with the approval of the Town Board,
requested.and received permission from the owners of the property,
to remove some of the top soil from a part of the proposed highway
and to refill with sand and gravel to the natural contour of the land.
I did have a desire to determine the cost to a property owner, for
such work, but soon found it to be a practical impossibility, due to
the variation of depth of top soil, in this case from four inches to
two feet.

"After we had removed as much top soil as we needed for our
immediate road work and had refilled with sand and gravel to the
natural contour of the land, Otto Van Tuyl & Son, then established
the permanent grade for the proposed highway, at the expense of the
property owners. Irving Latham constructed the highway at a cost
to the property owners of $3,879.35 andPaul Corazzini & Sons, Inc.
applied the surface of oil and sand at the cost to the property
owners of $2,870. 00.
"As I have been told that the statement in this letter, namely,
that the Town had paid for the construction of' a part of this highway,
was made a part of the records of the May 7th meeting and whereas, I,
or the Town did not in any way construct any part or length of any
highway on this property, and any statement to the contrary is a
complete misrepresentation of facts, I request that the statement be
removed from the records of this meeting.
"Very truly yours, /s/ Harold D. Price, Superintendent of Higways,
Town of Southold. "
The following letter was forwarded to Mr. Price by the Planning
Board:
"Mr. Harold Price, Superintendent of Highways, Town of Southold,
Peconic, New York, June 12, 1963.
"Dear Mr. Price: I am in receipt of your communication of
June 7, 1963. It never occurred to any members of the 'Planning
Board, nor was it ever expressed that your. integrity was under
question. The sole purpose of our inquiry was to ascertain the
possible cost of establishing a new road so that we may be able to
advise future developers as to the cost of building roads according
to the requirements of the Town Highway Specificationp, since we
have been informed originally that the Town• had intended to establish
the costs for this work it is self-evident that this was a legitimate
inquiry.
"The figures that you quote in your letter are in themselves
very helpful for future reference.
"Very sincerely yours, /s/ John Wickham, Chairman, Scuthold
Town Planning Board. "

The Planning Board requested that a letter' be forwarded to
the Suffolk County Department of Planning requesting copies of
their recent report entitled "Population" and also another report
recently completed by that office entitled "County -Catalog. "
Meeting adjourned at 9: 30 P.M.
