PLANNING BOARD MEMBERS John Wickham, Chairman Henry Moisa Alfred Grebe Archibald Young William Unkelbach M I N U T E S SOUTHOLD TOWN' PLANNING BOARD October 1, 1963 A xegular meeting of the Southold Town Planning Board was held 7:30 P.M. , Tuesday, October 1, 1963 at the Town Office, Main Road,. Southold, New York. There were present: Messrs. John' Wickham, Chairman, Henry Moisa, Alfred Grebe, Archibald Young, and William Unkelbach. Also present: Messrs. Otto W. Van Tuyl, Consultant, and Howard M. Terry, Building Inspector. Mr. Rene Gendron appeared before the' Planning Board to request tentative approval of his subdivision .plat prior to submitting his final cloth prints so that a date may be set for a public hearing. This proposed subdivision is. located on the west side of Bayview Road, . Southold, New York, contains ten acres and is bounded and described as follows: Beginning at a monument set in the easterly side of South Harbor Road, said monument being i Southold Town Planning Board -2- October 1, 1963. distant 1262.22 feet- northerly as measured along the easterly side of South Harbor Road from the corner formed by the inter- section of the easterly side of South Harbor Road with the northerly side of Bay Water Avenue, running from the point of beginning along land of G. Nawrocki Estate North 85 degrees 13 minutes East 289. 68 feet to a monument; Thence running North 3 degrees 23 minutes 40 seconds West along land of said estate and land of Nor thfork Water Company 375. 59 feet to a monument and land of J. H. Lehr; thence running along last mentioned land North 85 degrees 35 minutes 40 seconds East 1164.89 feet to a monument set in the westerly side of Bayview Road; thence run- ning along the westerly side of Bayview Road South 26 degrees 22 minutes West 479. 64 feet to a monument and land of B. W. Stepnoski; thence running along last mentioned land South 85 degrees 09 minutes 50 seconds 'West 1213. 07 feet to a point on the easterly side of South Harbor Road; thence running North 8 degrees 00 minutes West along the easterly side of South Harbor Road 43. 90 feet to the point or place of beginning. Map by Alden W. Young dated June 23, 1962 and July 27, 1962. The parcel will contain 18 building lots with a 50 ft. road through the center ending in a turn-around before it continues west to South-Harbor Road as a private road 42 ft. to 46 ft. wide. This parcel adjoins the Village of Greenport water pumping station on South Harbor Road and Mr. Gendron is making arrange- ments to have public water in his subdivision. On motion of Mr. Young, seconded by Mr. Unkelbach, it was RESOLVED that Rene Gendron be granted tentative approval of his proposed subdivision to be known as "South Harbor Homes" at Bayview Road, Southold, New York, map by Alden W. Young dated June 23, 1962 and July 27, 1962. Mr. Gendron was advised that he may now instruct his engineer or surveyor to proceed with computing the map, preparing the finished prints, submit cloth prints to the Health Depart- ment for approval, and proceed with other matters necessary prior to submitting them to the Planning Board for final consideration. These prints must be submitted at least 15 days prior to a regular meeting of the Planning Board. Southold Town Planning Board -3- October 1, 1963 Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The Planning Board received from the Town Board the original petition of Irving J, Ellis F. and Russell E. Billard for a change of zone from "A" Residential and Agricultural District to "B" Business District withinstructions to prepare an official report defining the conditions described in the petition and determine the area so effected with the recommendation of the Planning Board. This property is located in Cutchogue and more particularly bounded and described as follows: Beginning at a point on the northerly line of Main Road at the southwest corner of land now or formerly of Austin and running; thence S. ,490 38' 50" West 554. 04 feet along the northerly line of Main Road to a point, said point being at the center line of a right of way at the southwest corner of the lands herein described; thence N. 430 17 ' 50" West 635. 08 feet along the center line of the said right of way to land now or formerly of R. Sterling Estate; thence along said land of R. Sterling Estate N. 47' 061 20" East 551. 90 feet to land now or formerly of' Doroski; thence along said land of Doroski S. 430571 18" East 493. 95 feet to a monument at the northwest corner of land now or formerly of Austin; thence from said monument along said land of Austin S. 41' 501 40" East 165.82 feet to the point or place of beginning. Map by Otto W. Van Tuyl & Son dated September 16, 1963. The Chairman disqualified himself from discussing or voting on this application for a change of zone. The Board discussed the property which is bounded on the west..,by a "B" Business District and to the east 100 ft. away by another "B" Business District. The business district to the west is for a considerable depth, being the property of Sterling and to the east the depth of the district is 350 feet on the Doroski property. The applicant wishes his property zoned to a depth of 350 ft. On motion of Mr. Grebe, seconded by Mr. Moisa, it was RESOLVED that the Planning Board recommend to the Town Board the change of zone from "A" Residential and Agricultural Southold Town Planning Board -4- October 1, 1963 District to "B" Business District for a depth of 350 feet on the property of Irving J. Billard, Ellis F. Billard and Russell E. Billard at the north side Main Road, Cutchogue, New York. The Board feels that this is a natural extension of the business district as the area has been used for business purposes for many years. Vote of the Board: Ayes: - Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The Chairman not voting as he disqualified himself. It was further' RESOLVED on motion of Mr. Grebe, seconded by Mr. Moisa that the Planning Board further recommend to the Town Board that the property of Austin immediately to the east of the Billard property be included in this business district. Since the Austin parcel is only 109 ft. wide it is the only parcel which separates the Billard property and the present business property of Doroski to the east. Vote of the Board: Ayes:- Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The Chairman not voting as he disqualified himself. The Planning Board received from the Town Board the orighal petition of Race Point- Corporation for a change of zone -from "A" Residential and Agricultural District to "B" Business District, with instructions to prepare an official report defining the conditions described in the petition and determine the area so affected with recommendation of the Planning Board. This property is the former Fort -Wright area on Fishers Island, New York and is more particularly bounded and described as follows: Parcel indicated as No. 2 on map of Plan of Fort H. G. Wright Reservation by Chandler & Palmer, Revised February 21, 1957: Beginning at a point on the Northwesterly line of Whistler Avenue, said point being located 210.48 feet South of a point which is 5518.48 feet West of the said "PROS" monument and thence running North 250 10' West 159. 9 feet; thence South 530 151 -West 89.31 feet; thence South 670 17 ` West 157.85 feet; thence North 430 06' West 377.41 feet; these last four lines abutting Northeasterly and Northwesterly on land of the said Ferry District; thence South 480 08' West Southold Town Planning Board -5- October 1, 1963 108.85 feet abutting Northwesterly on the land designated as "U. S.C.G. Quarters Site";,' thence South 410 52 ' East 456. 33 feet, abutting Southwesterly on said Ferry District land; thence along said Whistler Avenue line North 670 13 ' East 322. 1 feet to the point of beginning, the bearings in the above described parcel are referred to true meridian. Parcel indicated as No. 3 on map of Planof Fort H. G. Wright-Reservation by Chandler & Palmer, Revised February 21, 1957: Beginning at a point on the Northwesterly line of Whistler Avenue, said point being 346. 92 feet Southof a point which is 5843.34 feet West of the said "PROS" monument and thence running North 410 52' West 618. 6 feet to land designated as the "U S. Coast Guard .Site for' Fishers Island Life Boat Station", abutting Northeasterly on said Ferry District land, this last bearing is referred to the true meridian; thence South 550 30" West 205. 70 feet to a spike; abutting Ncr thwesterly on said Life Boat Station Site; thence North 510 00' West 119. 95 feet to a rod, abutting Northeasterly on said Life Boat Station Site and a Site of the Department of the Navy; thence South 500 33 ' West 182. 75 feet; thence North 490 51" West 25. 0 feet; thence North 500 33 ' East 40. 0 feet; thence North 490 51' West 200 feet to a rod; thence North 410 09' East 317. 2 feet to a rod at the shore of Fishers Island Sound, these last five lines abutting Northwesterly, Northeasterly and Southeasterly on the said Navy Site, these last seven bearings are referred to the magnetic meridian; thence following the meanders of said shore line in a South- westerly direction about 1800 feet to land of the said Ferry District; thence North 670 13 ' East 785. 60 feet; thence South 220 47 ' East 125 feet' thence North 670 33 ' East 329. 2 feet; thence North 220 47 ' West 125 feet; thence North 670 13 ' East 768.55 feet to the point of beginning, these last five lines abutting Southeasterly, Southwesterly, Southeasterly, Northeasterly and Southeasterly on land of said Ferry District, these last five bearings are referred to the true meridian. The Board discussed the proposed change and are in favor of it. In fact, in January 1961 the Planning Board recommended to the Town Board that the Town Board on its own motion change this property from "A" Residential to "B" Business. On motion of Mr. Grebe, seconded by Mr. Moisa, it was Southold. Town Planning Board -6- October 1, 1963 RESOLVED that the Planning Board favorably recommend to the Town Board that the property of Race Point- Corporation, Fishers Island, New York , situated in the former Fort Wright area, as described heretofore, be changed from "A" Residential and Agricultural District to "B" Business District. The members of the Planning Board have inspected this property. It is practically all occupied by warehouses, shops and barracks and business type installations, some presently in use by the Coast Guard and U. S. Navy. The property contains practically no sites suitable for residential buildings and we feel that if it were rezoned "B" Business some use would be made of many of the existing buildings. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The Chairman reported that he met with Mr. Whitlock of Malcolm Pirinie and they agreed to have an estimate ready by the 14th of October. They also agreed upon a program for the study of water resource and it had four points. 1. To study the data in bulletin GW-45; 2. to make laboratory analysis of the percentage of precipitation which is added to the ground water; 3. To project the possible use of the ground water reserve in terms of residential and agricultural municipalities and industry; and 4. To arrive at a factor of safety to protect the Town against salt invasion. The Chairman also reported that he had met with six professors from Cornell University on the 20th of September and was very much encouraged, not only by what they said but also because after he talked with the Director of Research for Cornell he assured Mr. Wickham that they were very much interested in certain phases of work in regard to the Master Plan. Three departments are interested; the Director of Research feels that this is a research problem of agriculture that really needs study. On October 14th three or four p€:ople from .Cornell are planning to meet with the Planning Board. There was a discussion relative to combining the 701 Plan with the work of Raymond & May and Cornell. Southold Town Planning Board -7- October 1, 1963 On motion of Mr. Grebe, seconded by Mr. Unkelbach, it was , RESOLVED that the minutes of September 17, 1963 be approved as submitted. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The next meeting of the Southold Town Planning Board will be held 7: 30 P.M. , Monday, October 14, 1963 at the Town Office, Main Road, Southold, New York. The Board next took up the Suffolk County Survey Series ' No. 5, Surface Waters of Eastern Suffolk County, and discussed each creek and pond in Southold Town. Mr. Unkelbach was delegated to meet with Mr. Herbert Davids of the Suffolk County 'Department of Health on Wednesday, October 2, 1963 and ask him to make a thorough check of the creeks and drainage areas in Southold Town that were indicated in the Report, including all of the salted ponds and areas on Fishers Island.
