U T"E'S , SOUTHOLD TOWN 'PLANNING BOARD May 9, 1962 A regular meeting of the Southold Town ' Planning Board was held 7:30 P.M. , -Wednesday, May 90 1962 at the Town Clerk, Office, Main Road, Southold, New York. There were present: Messrs. John Wickham, Chairman, Henry Moisa, Alfred Grebe, Archibald Young, William Unkelbach. . Also present: Otto W. Van Tuyl, - Consultant, Howard M. Terry, Building Inspector, Robert -.W. Gillispie, Jr. , Chairman, Board of Appeals, Herbert Rosenberg, Board of Appeals and Charles 'Dougherty and Fred Young. Mr. Harry J. Thompson, District-Engineer of *The Asphalt Institute,. Atlantic=Gulf7Division, 1270 Avenue of the' Americas, New York 20, New York appeared before the Planning Board as a guest. The topic of 'Mr. Thompson's discussion with the Board was building and maintenance of secondary or "town° roads, the latest methods, materials, proper installation and drainage. Mr. Thompson drew diagrams and explained the proper:-:.-construction of roads and the functions of each cross-section of the road bed. This was a round-table discussion and members of the Board .and visitors entered into the discussion. Southold Town Planning Board -2- May 9, 1962 Mr. Thompson evaluated existing Town of Southold Highway Specifications and agreed to submit criticism and suggestions for improvement of them. He stressed that the highway specifica- tions of the Town must be specific so that there will be no question as to the quality and quantity in the construction ofhighways. He left several pamphlets and booklets covering specifications, construction and maintenance of asphalt surfaced roads. On motion of Mr. Young, . seconded by Mr. Moisa, it was RESOLVED that the .Planning Board forward a letter to Mr. Harry J. Thompson of The Asphalt -Institute expressing their appreciation for his helpful discussion on road construction. Vote of the Board: Ayes: - Mr.. Wickham, Mr. Moisa, Mr. Grebes Mr. Young, and Mr. Unkelbach. George McMann, Jr. , Esq.. appeared before the Planning Board to discuss the proposed subdivision of Ruth L.. Young at Orient to be known as Hill Crest Colony. Mr. McMann stated that the roads have been cut in and rough graded and water mains have been partially installed. The main topic was the reservation of a 100 ft. parcel on the Sound front for possible future dedication to the Town of - Southold. Mr. McMann did not agree with this policy of the Board and a lengthy discussion followed. Nod--finite commitments were made at this meeting. Mr. William Baxter, Jr. appeared before the Planning Board to discuss his proposed subdivision at Main Road, Mattituck to be known as Village Manor. The preliminary map shows 24 lots, and a total of 16.345 acres. As a result of the Board's last meeting with Mr. Baxter a letter was written to the Mattituck School, which adjoins the property in question, asking if the school wished highway access to the northeast corner of the school property if and when the Baxter property is developed. The school replied stating that on a vote at their regular meeting it was agreed that the school request the Planning Board to make provision for a highway connection to their property. This was agreeable to Mr. Baxter. After further discussion, on motion of Mr. Moisa, seconded by Mr. Grebe, it was Southold Town Planning Board -3- May 9, 1962 RESOLVED that the Planning Board grant William J. Baxter, Jr. Preliminary approval of the Preliminary map of his proposed subdivision on the north side of Main Road, Mattituck, New York, to be known as Village Manor. Preliminary Map of Village Manor 'at Mattituck by 'Otto W. Van Tuyl & Son dated April 23, 1962. The Board, in granting this preliminary approval wishes the sheet showing the highway profiles to be included in the file. Vote of the Board:, Ayes:- Mr... Wickham, Mr. Moisa,, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The Planning Board received from the Town Board. instructions to prepare an official .report on the. proposed change of. zone from "A" Residential and Agricultural District to "B" Business 'District on the Town Board's own motion on the following described property: All that certain tract, piece or parcel of, land situate, lying and being at Arshamomoque, in the. Town of Southold, Suffolk County, New York, generally bounded and described as follows: Beginning at the intersection of the southerly line of Main Road (Route 25) with the westerly line of Silvermere Road and running thence southeasterly along said westerly line of :Silvermere Road 575 feet,. more or less, to land of Long Island Railroad Company; thence in a general southeasterly direction along said land of the Long Island Psitroad Company 5,200 feetl more or less, to Kerwin Boulevard; thence northwesterly along Kerwin Boulevard to the south- easterly line of said Main Road (Route 255)1; thence . in a general northeasterly direction along said Main Road "(Route 25) 5, 900 feet, more or less, to the intersection of the southerly .line= of Main Road (Route 25) with the westerly line of- Silvermere Road and the point or place of beginning. Excepting, however, from the above described property the two; areas presently zoned "B" Business-' and shown and delineated on the; Southold Town zoning Map. On motion of 'Mr. Young, seconded by Mr. Unkelbach, it was RESOLVED : that' the Planning Board recommend to the Town Board this change of. zone from "A" to "B" on the Town Board's own motion on property at-Arshamomoque as described above. The entire north side of Route 25 in this area is zoned "B" Business and the- Planning Board feels it is good planning to zone . Southold Town Planning Board -4- May 9, 1962 the property on the south side of the road "B" to conform. Also, there are several non-conforming businesses now in existence on the south side of the road and it is believed there will be applications made in the near future for rezoning to "B" by some of the property owners. Vote of the Board: Ayes:- Mr. Wickham, . Mr.. Moisar Mr. Grebe, Mr. Young, and Mr. Unkelbach. The Planning Board received from the Town Board a .letter instructing them to prepare an official report on the proposal by the Southold Town Board to amend the Building Zone Ordinance as follows: I. By repealing Section 1002, Article X of the Ordinance. II. By amending Article VII, Section 703A of said Ordinance to read as follows: Section 703A - A permit will be required prior to the erection of or addition to all signs, including non-conforming signs in existance prior to the enactment of this ordinance, except signs permitted by Article III, Section 300, paragraphs 8, 9 and 10 of this ordinance. Metal identification tags serially numbered shall be affixed by the Building Inspector to all signs for which a permit is required. The Planning Board members along with Mr. Gillispie and Mr. Rosenberg of the Board of Appeals discussed the proposed amendments to the Building Zone Ordinance at some length. On motion of Mr. Grebe, seconded by Mr. Moisa it was RESOLVED that a letter be forwarded to the Southold Town Board requesting that the Planning Board be given an opportunity to study the problem of amendments to the Building Zone Ordinance and have scheduled a special meeting as a result of which the Planning Board expects to be able to make some definite recommendations. Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. a Southold Town Planning Board -5- May 9, 1962 The next meeting of the Southold Town Planning Board will be a joint meeting with the Board of Appeals to be held 7:30 P.M. , .
