PLANNING BOARD MEMBERS John Wickham, Chairman Henry Moisa Alfred Grebe Archibald Young William Unkelbach M I N U T =E -S SOUTHOID TOT IST .PLANNING BOARD May 28, 1962 A regular meeting of the -Southold Town PlanningBoard was held 7:30 -P.M. , Monday, May 28, 1962, at the Town- Clerk Office, .Main Road, Southold, New York. There were present: Messrs. John .Wickham, Chairman, Henry Moisa, Archibald Young, :Alfred Grebe and William Unkelbach. .. Also present: Messrs. Robert -W. Gillispie, Jr. , Chairman, Board of Appeals, Herbert -Rosenberg, . Robert Bergen, . Otto W. Van Tuyl, Consultant, and Howard Terry, Building 'Inspector. Mr. Fred Young (and later in the evening Mr.Charles ' Dougherty, Mr. . Arnold Reilly, and .Mr.. Albert- Silkworth) appear6d at this Planning Board meeting and advised that the Businessmen's *Assoc- iation has backed the action of the Town.Board on the question of amendments to the Building Zone Ordinance relative to signs. He stated that they feel if the amendment goes through it would clean up a doubtful part of the- ordinance. They recognize the need for control but free enterprise should be allowed. Southold Town Planning Board -2- May 28j, 1962 Mr. Young was asked why the association waited until the last minute to take action when the Ordinance at its enactment provided five years, and :he stated he did not know it would have the affect on him that it does. He objects to the fact he cannot have dealer identification on his directional sign. It was explained to Mr. Young that even with the amendments he would not be allowed that. Mr. Young stated they feel there should be a moritorium to extend not later than January 31, 1963 and in that way this problem can be worked on further. Others present did not agree with that suggestion. There was general discussion held relative to the modes of advertising. Mr. Young presented a form to the Board which he wishes to use for taking a poll of the businessmen in Southold Town relative to their wants, needs and opinions on signs. Various suggestions to the sign problem were made by the individuals present at this meeting. The majority were in favor of amending': Article III, Section 300, Subsection 11 and Article IV, Section 408, but the exact wording of the amendment could not be decided upon. Everyone agreed that the present proposal of the Town Board is not satisfactory. At the conclusion of the discussion a letter was composed to the Town Board stating that the Planning Board has met with members of the Board of Appeals and members of the Businessmen's Association and. feel that we are arriving at some solution to the basic problem. It is probable that advertising signs should be allowed in the agricultural-residential zone as well as the business zone at specific distances from dwellings and under other controls, including a size. limit under the billboard size. The Planning Board requested additional time to study this and asked the Businessmen's Association to carry out a survey of their members and feel that sometime in the near future there will be adefinite recommendation forthcoming. The Planning Board tentatively set 7:30 P.M. , Tuesday, June 19, 1962, Town Clerk Office, Main Road, Southold, New York as time and place for their next meeting. The Planning Board received a copy of 'a letter from Ralph V. Quinton inviting them to a luncheon meeting at Greenport on Wednesday June 13th for the purpose of discussing an Urban Re- development' Program for Greenport Village and Southold Town. The Chairman acknowledged this invitation and advised that he r, Southold Town planning Board -3- May 28, 1962 would be present, as well as Mr. Howard- Terry, Building Inspector. (At a later date this luncheon meeting was changed to Tuesday, June 5th, and the Chairman being unable to attend requested that Mr. Terry and Mr. Young attend. ) On motion of Mr. Moisa, seconded by Mr. Young, it- was RESOLVED that the minutes of the meeting of April 11, 1962 be approved as submitted. Vote of the Board: Ayes:- Mr.-Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. On motion of Mr. Unkelbach, seconded by Mr. Grebe, it was RESOLVED that the minutes of the meeting of May 9, 1962 be approved as submitted. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa,,. Mr. Grebe, Mr. Young, and Mr. Unkelbach. A map of a proposed "C" Industrial District at Middle Road, Cutchogue was presented to the planning Board for an opinion as to the area to include. This area is surrounding the Town Dump and is bounded on the east by Cox Lane and north by-Oregon Road. The Board suggested that the property of McBride on Middle Road be included as the access but the remainder of the property on Middle Road be excluded for a depth of approximately 400 feet.
