PLANNING BOARD MEMBERS John Wickham, Chairman Henry Moisa Alfred Grebe Archibald Young William Unkelbach M I N U T-E' S SOUTHOLD TOWN' PLANNING BOARD November. 19, 1962 A regular meeting of the Southold Town Planning Board was. 13eld 7:30 P.M. , Monday, November 19,. 1962 at the Town Office,. Main Road, Southold, New York. There were present: Messrs. John Wickham, Henry Moisa, Alfred Grebe, Archibald Young, Acting Chairman, William Unkelbach. Also present: Messrs.. Otto W. Van Tuyl, Consultant and Howard M. Terry, Building Inspector. . The Board .again considered the application for a change of zone from: "A" Residential and Agricultural District to "M" Multiple' Residence 'District=by Martin �Charles, Pfeffer at North Road.. Greenport. Mr. Young reported.that,he-had investigated this application and spoke with--Mrs. Francisco. who sold the property. to Mr. Pfeffer. Mrs. Francisco did not have any particular objection to the change and directed him to speak with either her attorney R. G. Terry or' Ernest-Radford. Mr. Radford did not. think a change on only this property would be advisable. The Board was in receipt of: a reply to their letter c � Southold Town Planning Board -2- November 1%, 1962 of October 15 to Mr. Richard A. Jensen. Mrs. Carey M. Oxley advised that he is definitely against any change of zone of this property from Residential. She will write to three property owners next to her as they are just as strongly opposed to de- valuing the area as she is. After further discussion, on motion of Mr. Wickham, seconded by Mr. Grebe, it was RESOLVED that the petition of Martin Pfeffer for a change of zone from "A" to "M" be held over to the next Planning Board meeting. Vote of the Board: Ayes: - Mr. Wickham, Mr. Moisa, Mr. Grebes, Mr. Young, and Mr. Unkelbach. The Planning Board received an application from Richard J.. Cron on behalf of' Ernest & Harold Wilsberg for the approval of a proposed town highway to be known as Glenn Road at Southold, New York. Mr. Cron indicated that this highway is in the final stages of completion. The Planning Board on February 6, 2962 granted Ernest and Harold Wilsberg preliminary approval of their proposed sub- division on the east side Main Bayview Road, Southold, however they have taken no further steps toward filing this subdivision map. On motion of Mr. Wickham, seconded by Mr. Moisa, it was RESOLVED that the Planning Board refuses to approve the plans for the proposed town highway to be known as Glenn Road until such time as a subdivision map is filed. The Planning Board has been advised by Mr. Price that this road was constructed by the Town of ' Southold, men and equipment, to establish the cost of construction of a highway of this type at this time and the Planning Board is requesting that the Town Board furnish the figures on this project which would be of great value to the Planning Board in figuring subdivision highway costs for performance bond purposes. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. Southold Town Planning Board -3- November 19, 1962 The Planning Board received notification from the Town Board that on October 9,,_ 1962 the Town Board unanimously adopted a resolution whereby the name of Bowery Lane was changed to Akerly Pond Lane. A letter was received from Greenway Realty Corp. stating that it is their desire to retain the roads at "Green Acres", Orient as private roads. On motion of Mr.. Wickham, seconded by Mr. Grebe, it was RESOLVED that the Planning Board acknowledge the letter of Greenway Realty- Corp. and advise them that sometime in the future the Planning Board§ engineer will inspect the roads to determine if they meet the Planning Board's requirements at the time of filing the subdivision. If they do not a performance bond will be required for their satisfactory completion. Vote of the Board: Ayes:- Mr. Wickhamt Mr. Moisa, Mr. Grebe, Mr. Young,. and Mr. Unkelbach. Tlere was a brief discussion relative to the construction of highways in subdivisions. The Secretary was instructed to prepare a list of all subdivisions with roads to be dedicated to the Town of Southold. The file of Julius Zebroski, et al for an Open Development Area was again received from the Town Board with an amended proposal from the attorney for the applicants! Joseph J. Snellenburg II. He proposed that the number of lots or parcels applied for on the map submitted with the application be reduced so as to delete from the application that lot which fronts on Main Bayview Road. This will leave an application for four parcels as shown on the map with the exception of the northernmost lot. Mr. Wickham stated that he had spoken with Mr. Snellbnburg regarding this revision and it was suggested that the file be referred 'to the Board of Appeals to determine if the matter could be now handled as recognition of access. on motion of Mr. Wickham, seconded by Mr. Grebe, it was RESOLVED that a letter be forwarded to the Board of Appeals Southold Town Board of Appeals -4- November 19, 1962 advising that the Zebroski, et al Open Development Area appli- cation has again come before the Planning Board and the Planning Board believes that the Board of Appeals has been unwilling to grant access for other lots owned by these petitioners and others: but the Planning Board would appreciate any comments or suggestions that the Board of Appeals might have as to how this matter might be handled so that the whole area might be cleared and building permits issued. It was also moved that- a letter be forwarded to the Town Board advising them of the Planning Board's action in this matter. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa,. Mr. Grebe, Mr. Young, and Mr. Unkblbach. On motion of Mr. Grebe, seconded by Mr. Unkelbach, it was RESOLVED that the minutes of the meeting of October 8, 1962 be approved as submitted. Vote of the Board: Ayes: - Mr. Wickham, Mr. Moisa,, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The next meeting of the Southold Town Planning Board will be held 7:30 P.M. , Tuesday, December 18, 1962 at the Town Office, Main Road,, Southold, New York. Mr. Van Tuyl advised the Board that the proposed sub- division Stratmors Estates at East Marion, New York, owned and developed by Christ Stratakis, Steve Moraitis and Emanuel Moraitis is now ready for a final hearing with the exception of the Health Department approval which will be forthcoming in the very near future. Application was previously made to the Health Department but an incorrect test was made on the water sample. A new test is now in process. On motion of Mr. Grebe, seconded by Mr.. Wickham, it was RESOLVED that the Planning Board set 7:30 P.M. , Tuesday, December 18, 1962, Town Office, Main Road,,- Southold, New York as time and place for public hearin g upon the question of approval of proposed subdivision Stratmors Estates provided the Health Department approval is received by that date. Southold Town Board of Appeals -5- November 19, 1962 Plat of property owned by Christ Stratakist Steve Moraitis and Emanuel Moraitist, entitled Stratmors Estatest consisting of a parcel of land of 5. 0 acres,, situated at East Marion, in the Town of Southold,- Suffolk- County, New York, and bounded and described as follows: Beginning at a point on the westerly line of Rocky Poibt Road about 4860 feet northerly along said westerly line from the Main Road, said point of beginning being the northeasterly corner of land of Megdanis and the southeasterly corner of the premises hereinbelow described; from said point of beginning running along said land of Medganis, 5 courses, as follows: (1) 5.80'49130"W. 150.10 feet; thence (2) N.7065 '20"W. 63.64 feet to a monument; thence (3) 5.77030140"W. 226.27 feet to a monument; thence (4) N. 1102313011W. 250.47 feet; thence (5) N. 10014120"W. 193.38 feet to land of Richardson; thence along said land of Richardson, 2 courses, as follows: (1) N.79001'2011E. 186.47 feet; thence (2) N.13029140"W. 188.19 feet- to land of Brown; thence along said land of Brown, 2 courses, as follows: (1) N.45'00320"E. 14. 96 feet; thence (2) N.79050120"E. 188. 68 feet to said westerly line of Rocky -Po3.nt Road; thence along said westerly line of Rocky Point Road,. 2 courses, as follows: (1) S. 13045110"E. 339.38 feet; thence (2) S.7005120"E. 361.53 feet to the point of beginning. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. Mr. Van Tuyl brought up for a brief discussion the proposed subdivision "Arrowhead Cove". The applicant, Mr. Nathaniel O. Abelson was contemplating omitting the proposed canal and pond area and lots 18, 19, and 20 from the subdivision map. After reviewing this idea the Planning Board advised Mr. Van Tuyl that they did not think this would be agreeable to them and advised keeping that area in the subdivision.
