December 18, 1962
A regular meeting of the Southold Town Planning Board
was held 7:30 P.M. , Tuesday, December 18, 1962 at the Town
Office, Main Road,. Southold,, New- York.
There were present: Messrs. Henry Moisa, Acting, Chairman,
Alfred Grebe and William Unkelbach.
Absent: Messrs. John Wickham, Chairman and Archibald Young.
Also present: Messrs.- Otto- N. Van Tuyl, . Consultant and
Howard Terry, Building. Inspector.
Mr. George McMann, Esq. appeared before the Planning Board
to request preliminary approval of the map of 'proposed subdivision
owned by- Ruth L. Young to be known as Hill Crest Estates at- Orient,
New York. Mr. McMann supplied the Board with a copy -of the results
of the water tests on this property. This proposed subdivision
will contain40 lots,. 24 acres total area, and the water will be
supplied by a private water system. The road profiles were also
submitted to the Board.
On motion of Mr. Grebe, seconded by Mr. Unkelbach, it. was

RESOLVED, that the Planning .Board grant Ruth L. Young
preliminary approval ,of her subdivision to be known , as Hill
Crest- Estates at Orient, New York. Map dated May 22,,. 1962. by

Mr._ McMann next- spoke '-with the Board about- the proposed

received a letter from the - Town Board instructing, them to prepare
an official report defining the conditions described in the
petition and determine the area so affected with the recommendation .

This application is for a, change of zone from "A" ' Residential
and Agricultural District . to "B"- Business District . on certain_ real
property situated at-Orient-.and more particularly bounded and
described as follows: Beginning at, a monument at-.the intersection ,
of the northerly-line of the Main, Road with the easterly.1 ine .of, a
75 foot private road known as "Plum Island Lane" 'as shown on "Map
of- orient-By-The-Seat.- Section_ 1", filed in the, Suffolk County Clerk's
office as-'map #2777; from said point- of beginning . running- along said
easterly line of' "Plum Island Lane", N.2 02=2011E. 382. 0 feet'. to a
monument on the southerly line, of a 50 foot private road known .as

The 'applicant. requests this change, of zone because they wish
to' .construct and -operate a restaurant- on . the above described
pikises.
On motion of Mr. Unkelbach, seconded by Mr. Grebe, it. was

RESOLVED that the Planning Board recommend to the Town
Board this change of zone from "A" Residential and Agricultural
District to "B" Business District on the property of Woodhollow
Properties, Inc. at- orient,. New York, as previously described.
The Planning Board further recommends that the Town Board
on its own motion include in this change the property of Young
to the east. The property of Young will be the only remaining
residential property between the proposed change and the business
property of the Orient Point Inn.
Vote of the Board:. Ayes:- Mr. Moisa, Mr. Grebe,. and Mr.
Unkelbach.
Mr. Van Tuyl advised the Planning Board that everything is
in order for a public hearing on the proposed subdivision of
Arrowhead Cove at Indian Neck, Peconic, owned and developed by
Nathaniel O. Abelson. He has received the final approval from
the Suffolk County Health Department and the cloth prints have
been prepared.
On motion of Mr. Grebe, seconded by Mr. Unkelbach, it was
RESOLVED that Nathaniel O. Abelson, developer of proposed
subdivision to be known as Arrowhead Cove at Indian Neck, Peconic,
New York be granted tentative approval of his proposed subdivision.

On motion of Mr. Unkelbach, seconded by Mr. Grebe, it was
RESOLVED that the Planning Board set 7:30 P.M. , Tuesday,
January 15, 1962, Town Office, Main Road,. Southold, New York as
time and place for hearing upon the question of approval of
proposed subdivision to be known as "Arrowhead Cove at Indian
Neck, Peconic".
Plat of property owned by Nathaniel O. Abelson entitled
"Arrowhead Cove at Indian Neck, Peconic, consisting of a parcel
of land of 31.1 acres, and bounded and described as follows:

Mr. Van Tuyl advised the Board that health department approval
has now been secured for Stratmors 'Estates at Eatt Marion, New York.
The Planning Board had tentatively set this date, December 18th,
as time for hearing on this proposed subdivision provided health
department- approval was received.
On motion of Mr. Grebe,, seconded by Mr. Unkelbach, it was
RESOLVED that the Planning Board set 7: 30 P.M. (E.S.T. ) ,,
Tuesday, January 15, 1962, Town Office, Main. Road,. Southold, New
York as time and place for hearing upon the question of approval
of the following plat:
Plat of property owned by Christ Stratakis,. Steve Moraitis
and Emanuel Moraitis, entitled Stratmors Estates, consisting of
a parcel of land of 5. 0 acres, situated at East Marion,. Town of
Southold, Suffolk County, New York, and bounded and described as
follows:

On motion of Mr. Unkelbach, seconded by Mr. Grebe, it was
RESOLVED that the minutes of November 19, 1962 be approvedas
submitted.

Unkelbach.
Mr. Van myl presented to the Planning Board the preliminary
map and road profiles of proposed subdivision to be known as
"West Creek Estates!" at Southold, owned and developed by Ernest and
Harold Wilsberg. This proposed subdivision will contain__5.2 lots,
and an area of 33.2 acres. The Willsbergs had been granted preliminary
approval on a prior proposal for this subdivision but the map has
been changed considerably.
On motion of Mr. Grebe,, seconded by Mr. Unkelbach, . it was
RESOLVED that Ernest and Harold Wilsberg be granted preliminary
approval of their proposed subdivision to be known as "West Creek
Estates" at Southold, New York. Map by Otto W. Van Tuyl & Son
dated November 30, 1962.

Vote of the Board: Ayes:- Mr. Moisa, Mr. Grebe,, and Mr.
Unkelbach.
Mr. Terry advised the Board members that there is a booklet
from the U. S. News &World Report of an interview with the head
of the National Park- Service, Conrad L. Wirth relative to "What
it will take to make America beautiful. " This booklet is in the
Planning Board files.
Notification was received from Harrison Weber, P.E. , head of
the waterways division of the Suffolk County Department of Public
Works stating that after' December 1, 1962 he will open his consulting
engineering office sp ecializing in harbor engineering. The office
will be at N.E. corner- Livingston Road and Rogers Avenue, Bellport,
New York.
The application for a change of zone from "A" Residential and
.Agricultural District to "M" Multiple Residence District -on property
of Martin Charles Pfeffer at north side North Road, Greenport was
again brought be4are the Board. The Board had not received replies
to their letter regarding the adjoining property owners, therefore
the motion was made by Mr. Grebe, and seconded by Mr. Unkelbach
that the Pfeffer application for a change of zone be held over to
the next planning board meeting.

Unkelbach.
The Planning Board received from the Town Board a proposed
amendment of the Building Zone Ordinance as follows,, with the
request that the Planning Board make the usual offilreport:
I. That Section 500 of Article V of the Building Zone Ordinance
bf the Town of Southold be amended to read as follows:
SECTION 500 - In the "C" Industrial -Districts, all buildings
and premises may be used for any use except that the following uses
may be permitted only as a special exception by the Board of Appeals,
as hereinafter px set forth:
II. By amending Article V, Section 500, Subdivision 1 of the
Building Zone Ordinance to read as follows:
1. Abattoirs

III. By amending Article V, Section 500, . Subdivision 17 of
said ordinance to read as follows:
17. Garbage, offal or dead animals, reduction or dumping.
IV. By amending Article V, . Section 500, Subdivision 34 of
said ordinance to read as follows:
34. Stockyards or slaughter houses.
On motion of'Mr. Unkelbach, seconded by Mr. Grebe, it was
RESOLVED that the Planning Board favorably recommend to the
Town Board the above amendments to the Building Zone Ordinance.
The Planning Board is in accord with this proposal and feel it is
very important that these amendments be adopted.
Vote of the Board: Ayes: - Mr. Moisa, Mr. Grebe, and Mr.
Unkelbach.
The Planning Board received a reply to their letter of
November 21, 1962 to the Southold Town Board of Appeals requesting
comments and suggestions -on how the matter of an application for
an Open Development Area by Julius Zebroski and others should be
handled so that the area might be cleared and building permits
issued. The Board of Appeals' letter reviewed the past events
with regard to this matter and stated that the attorney for the
property owners wishes a subdivision map filed and Mr. Zebr.oski's
attorney will proceed with this as soon as possible.
On motion of Mr. Unkelbach, seconded by Mr. Grebe, it was
RESOLVED that the Planning Board does not recommend to the
Town Board that the property of Julius Zebroski be established
as an Open Development Area. A subdivision map should be filed
on this land. It is understood the petitioner is aware a sub-
division map is to be filed.
Vote of the Board: Ayes: - Mr. Moisa, Mr. Grebe, and Mr.
Unkelbach.

The next meeting of the Southold Town Planning Board will
be held 7: 30 P.M. , Tuesday, January 15, 1963 at the Town Office,
Main Road, Southold,, New York.
