A regular meeting of the Southold Town Planning Board was held at 7:30 P.M. ,
Monday, April 14, 1969; at the Town Office, Main 'Road., Southold, New York,
There were present: Messrs: John Wickham, Chairman; Henry Moisa, Vice
Chairman; Alfred Grebe, Frank Coyle, present at 8:15 p.m.
Also present: Howard Terry, Building Inspector; Rod Van Tuyl, Consultant.
THE CHAIRMAN: I will call the meeting to order and read the legal notice
of hearing,
'TIOTICE IS HEREBY GIVEN that pursuant to Section 276 of the Town Law,
Public hearings wAl be held by the Southold Town Planning Board at the Town
Office, Main Road, Southold, New York, in said Town on the 14th day of April,
1969, at 7:30 o'clock in the evening of said day, on the question of approval
of the following plat:
Plat of property owned by Robert R. Schroeder and others, entitled
Soundcrest Woods, Section I, consisting of a parcel of land c[ 10.177 acres,
situated in Last Marion, in theTown of Southold, Suffolk County, New York,
and bounded and described as follows:
BEGINNING at a point on the easterly line of Stars Road, 553.03 feet
northerly and then westerly and then again northerly along said Stars Road
from the Main Road; from said point of beginning running along said easterly
line of Stars Road, N. 10° 17' 20" W*- 2280.04 feet; thence along land of
Schroeder, N. 79° 42' 40",E.- 184,04 feet; thence along land of Cook, S. 10°

The Chairman read the affidavits of publication from the Long Island
Traveler-AIattituck Watchman, and the Suffolk Weekly Times.
The Chairman also read a letter of intent from the developers of
Soundcrest Woods, regarding their intent to provide for park and playground
area in a 9Ut11):e section of Souncrest Woods. Said letter is on file in
the Office of the Planning Board.
THE CHAIpyIIAN:':: There is an existing highway so we do not need a letter
of approval from the. Superintendent of Highways. Everything else seems to
be in order. At ti.s time I will ask to hear From anyone who wishes to speak
in opposition to -his subdivision.
I,UZ. PRELLWITZ: I am here for curosity. It seems to me that they comply
with all the requirements, but do they fit in with any future development in
this area. A small development like this immediately makes problems for
future development unless they provide for future development.
TI-' i CIUJRIfMN: There are no other developments in this area, and Stars
development on this side pretty well rules it out.
MR. PRELLWITZ: All of these seem to be minimum size lots. That is the
tendency. As long as it is allowed, that is alright. My reason.for being
here is just to find out how you work.
THE, CHAIRMAN: The Planning Board would like to have larger size lots.
The Town Board is quite responsive to public opinion. We would take it
kindly if- people would speak out to the Town Board for larger lots.
(There was a general discussion on the size of building lots in
the Town of Southold. )
TIC CHAAIRMAN: I will now open this hearing for anyone who wishes
to speak in favor of .this subdivision.
MADELYN BAICIR, (representing Mr. Edson's Clfice) : I am here for the
subdivision. -
THE CHAIRMAN: Is there anyone else present who wishes to speak?
(There was no response. )
THE CHAIRMAN: If there aloe no other comments on this subdivision,
I will declare the hearing closed at this time , and decision will be made
on this later this evening.

PUBLIC HEARING: Upon the question of approval of the following plat :
Plat of. property-owned by South Parish Realty Company, Lefferts P. Edson,
Partner, entitled Highwood, consisting of a parcel of land of 5.978 acres,
situated in Southold, in the Town of Southold, Suffolk County, New York,
and bounded and described as follows:
BEGINNING at a point on the southerly line of North Bayview Road,
426.20 feet _easter-ly along said s(u therly line from Summer Lane; from said
point of beginning- running along said southerly line of North Bayview Road,
two courses: (1) S. 74° 54' 30" E.-1a3.90 feet; thence (2) .S. 750 15' 40"
E.- 169.77 feet; thence along the several lands of Gritz, -Schumann, Nenning,
Dahl and Thoraldsen, S. 25° 19' 50" W. 904.03 feet; thence along land of
Hunter, N. 821 19' 10" W.- .268.71 feet; thence along land of Iserma.n, N. 220
06' 00" E.- 930.28 feet to the point of beginning. Containing an area of
5.978 acres.
Mr. Moisa, Vice-Chairman opened the hearing by reading the legal notice
of hearing, and the affidavits of publication from the Long Island Traveler-
Mattituck Watchman, and the Suffolk Weekly Times. Also read was the letter
of approval on the roads from the Superintendent of Highways.
HOWARD TERRY: Larry, Tuthill called and said that the estimate for the
bond is $13,000.00 and he ,his bringing a letter in later tonight.
MR. MOISA: I will open the hearing at this time to anyone who washes
to speak against. this application.
MR. PRELLWITZ: I just have the same thoughts I had on the other one.
(Again, a general discussion was held on the size of lots in this
subdivision and in the Town of Southold).
MR. MOISA: Is there anyone present who wishes to speak in favor
of this subdivision?
MADELYN BAMR:I wish to speak in favor of it.
DR. MOISA: If. there are no other comments, I will declare the hearing
closed at this time and we will make a decision on this later this evening.
Walter Kappa.i, Esq* appeared before the Planning Board in regard
to Harvest Homes, Pair. Kaplan presented a contract from the Village of
Greenport for public water in this subdivision. The contract was not
signed by Mr. Kappa did not anticipate any problems in getting it signed.
A question was raised as to whether or not curbing would be required
throughout the entire subdivision. The Chairman advised Mr. Kapp.:,L this
matter would have to be taken up with the Superintendent of Highways.

Howard Terry reported that Larry Tuthill had an esitmate for the bond for
Yarvest Home.s at $41,000.00, however this was done from the New Highways
Specifications. This bond estimate also includes putting in water mains.
A discussion was held on the grade of the land, leaching basins, and curbing.
Mr. Kapp:..., was advised that the parkr.and playground requirement must also
be met. This may be done by the subdividers presenting to the Board a letter
of intent. stating that in Section II of Harvest Homes provisions will be made
for park and playground area to meet the Rules and Regulations of the Planning
Board.
On motion by Mr. Grebe, seconded by Mr. Moisa , it was
RESOLVED thatt the Southold Town Planning Board set 7:30 P.M.,
Monday, May 12, 1969, at the Town. OFfice, Main. Road, Southold, New York, as
the time and place of hearing upon the question of approval of the following
plat:
Plat of property owned by Mary Grigonis, entitled Harvest Homes
Estates, Section I, consisting of a parcel of land of 17.071 acres, situated
in Southold, in the Town of Southold, Suffolk County, New York, and bounded
and described as follows:
BEGINNING at a monument on the easterly line of Oaklawn Avenue, 767.05
feet northerly along said easterly line from Wells Ave. , from said point of

This hearing will be held subject to the developer presenting to the
Planning Board a letter of intent for Park and Playground area, a letter
from the Superintendent of Highways approving the layout of the raad, and
a signed agreement with the Village of Greenport for water mains.

Mr, Robert Douglas appeared before the Planning Board in regard to
Willow Terrace, Section I. This subdivision has met all the requirements
of the Planning Board. 7VIr. Rod Van Tuyl presente d the final maps of the
subdivision, however they have not yet been signed by the County Board of
Health. This will be done in a few days.
On motion by Hr. Coyle, seconded by Mr. Grebe, it was

On motion by Mr. Grebe, seconded by Mr. Moisa, it was R
RESOLVED that a letter be written to Mr. George Ahlers in regard to
his application to subdivide, build road, and do some dredging work which
has been pending for some time at the head of a branch of Jockey Creek. He
should be advised that the Planning Board has received a letter from the Soil
Conservation Service outling proposals for protecting the fresh water resource
in this area.
Vote of the Board: Ayes :- Mr. Wickham, Mr. Moisa, Mr. Grebe, Mr. Coyle.
On motion by Mr. Moisa, seconded by Mr. Grebe, it was
RESOLVED that the subdivision owned by Robert R. Schroeder and others,
entitled Soundcrest Woods, Section I, consisting of a parcel of land of 10.177
acres situated in East Marion in the Town of Southold, Suffolk County, New
)fork, be granted final approval. The-Chairman signed the final maps on the
subdivision.
Vote of the Board : Ayes:- Mr.Wickham, T,,r. Moisa, Mr. Grebe, Mr. Coyle.
Cn motion by Mr. Moisa, seconded by Iir. Grebe, it was
RESOLVED that the subdivision owned by South Parish Realty Company,
entitled Highwood, consisting of a parcel of land of 5.978 acres, situated
in Southold, in the Town of Southold, Suff olk County, New York, be granted
final approval.
Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, IVIr. Grebe, Mr. Coyle.
On motion by Mr. Grebe,seconded by tnx. Coyle, it was
RESOLVED that the Southold Town Planning Board recommend to the
Southold Town Board and estimated performance bond of $13,000.00 for the
completion of the roads and other work in the subdivision known as "Highwood",
owed by South Parish Realty Company.
Vote of the Board: eyes:- I'vlr. Wickham, Mr. T✓oisa, Mr. Grebe, A'Ir. Coyle.
On motion by Dix. Wickham, seconded by Mx. Grebe, it was
RESOLVED that the Vice-Chairman, Henry Moisa, be authorized to sign the
final map on _Highwood after the bond has been posted and accepted by the
Southold Town Board :

It was reported that a letter was received krou the 1Z-117 York State
`Department of Transportation in regard to the Long Island Expressway.
Said letter was read and placed in the files of the-Southold-Town Planning
Board. A letter was written to Air. John W. Lee, advising him. said letter
was received and there is the intention of putting a servi6e road in the
southerly part of the e:.pressway right of way which will give a permanent
?.Weans of ingress and egress to the residents on the northerly and easterly
side of the Laurel Lake. I-ie was advised that he should again submit his
11lans for a subdivision, since the Planning Board was now in a better position
to consider the plans„
On motion by Aire Moisa, seconded by 14r. Grebe, it was
RESOLVED that the minutes of the Southold Town Planning Board dated
March 10, 1969, be approved as submitted.
Vote of the Board: Ayes:- ALL
A discussion was held on Corey Creek Estates and certain dredging
that has been done there. Mr. Frank Coyle reported on his visit there.
Dredging has been done in the area to should be set aside for park and
playground and the 100 foot turn-around. The following letter was written.
South Fork Development Corp. , Carter Avenue, 1-Iampton Bays, New York,
Attn: IZurt Hambach, Vice Ares.
Dear Sir: It has been brought to the attention of the Planning Board
and the Highway-Dept. Superintendent that the southerly &nd of Corey. Creek
Lane has been dredged out and that it does not now meet the lot lines and road
lines as shown on the final map.
This being a recorded man, any changes or deviations in any part of the
map, lots, or roads, should be subject to Amendments of the map approved by
the Planning Board and ref fling with the County Clerk.
We bring this to your attention as any changes in the end of this road
(Corey Creek Lane) which would take part of the park and playground area as a
turn around for the end of the highway would most likely be disapproved by
the Planning Board, as the park and playground area is of minimum size in
the first instance. We would expect that you would ref ile the and of the
road-way and make it comply with the map as filed.
Any boat basin or boat moorings in the "A" Residential-Agricultural
District are subject to a special exception.from the Board of Appeals.

The following letter was sent to the Southold town Board:
Gentlemen: This is to advise you that at the Planning Board meeting
on April 14, 1969, Larry Tuthill, our engineer, submitted a. report on the
condition of the roads at. "Deep Hole Creel-, Estaibs:, Mattituck, which we have
been e_:pecting for some time.
This report is unfavorable to a reduction of the bond and therefore the
Planning Board resends it action and letter of March loth and disapproves
the reduction of bond at this time.
The Planning Board will advise you further in this matter as progress
reports are received from our engineer.
R E S O L U T I O N
VkEREAS, Almighty God in his infinite wisdom and mercy, has called from
our midst to his eternal reward our co-worker, friend and brother, William
Unkelbach, who served well and faithfully his role as a member of the Southold
Town Planning Board, and
Gam-REAS, by his passing the family has lost a loving companion, the
Planning Board, a loyal and valued member who devoted his time and talents
to the ideals in which he believed, Therefore be it,
RESOLVED That, we the members of the Southold Town Planning Board,
share the.-sorrow in this loss and express our deepest sympathy to- the ,
bereaved family, and be it further,
RESOLVED, That a copy be sent to the family of our respected brother,
and a copy be made a permanent record in the minutes of the Planning Board
records, and we share a monemt of reverent silence and this meeting be closed
in his memory.
