A regular meeting of the Southold Town Planning Board was
held at 7:30 P._M..m Monday..' June 9a, 1969,, at the Town Office,
Main Road,,, Southold;,-New York, .
There were present:Messrs: John Wickham , 'Chairman; Henry

THE CHAIRMAN: I will call the meeting to' order ,and 'read the'
legal notice of hearing,
NOTICE IS HEREBY GIVEN that pursuant to.•Section 276 of the
Town Law.,, public hearing will be held by the Southold Town
Planning Board at -the Town Office:,, .Main Road, :Southold,,, New Yorke,

complete detailed list of the -scope -of services and an est-
imated cost for same,

Larry Tuthill presented the Planning .Board with an estimate;-.
fox -the construction of roads in the subdivision "Northwood%' at
Cutchogue, New York4, in the amount of '$14,a 000.

RESOLVED that the Southold Town Planning Board recommend
to the Southold Town Board an estimated performance bond in
the amount of '$14,.!000 for the completion of roads in the sub-
division known as "Northwood",' at Cutchogue:; New York®
Vote of the Board: Aves:— All
Upon receipt of the formal application and fee, "Northwood"
will be scheduled for a hearing.
The next regular meeting of the Southold Town Planning

The Chairman read the affidavits attesting to its publication
in the Long Island Traveler-Mattituck Watchman,,, and the Suffolk
Weekly -Times.
THE CHAIRMA,Ns We have here a report of the- Planning Board
Engineer for what he considers to be the cost of construction
of the highways ,in this subdivision. Also a letter# dated
January 13 ' 1969, from the 'Superintendent of Highways stating
that he has inspected the map and approves the lay-out of the
roads', road profiles,,, etc. In view of the fact that Mr. Douglass
has been in several times and has met the requirements of the
Planning Board;; I -will open this hearing for anyone who wishes

to speak in opposition to this subdivision.
(There was no response. )
THE CHAIRMAN: I will now open this hearing for'.anyone who
-wishes to speak -in favor of this •subdivision.
MR- ROBERT J. DOUGLASS: I would appreciate the Board helping
us out and getting us .going. Here is a letter from Long Island
Lighting Company,p. I have one.:from the Telephone Company but' I left
it home. The engineer was down Saturday. He walled me today-
they are ready to go ahead with poles and wiring. They will have
to increase the height of the poles to service the new houses,
if there is. .anything else., I will be glad to answer any questions.
MR.' FRY: I' am a home owner-'adjacent to this subdivision.
It isza pleasure to see these services being i.nstalledo, and the
roads going an with catch basins. When I moved here.quite a
few years ago* _I had to pay dearly for my services and road
up keep. I think this is going to be a very- nice subdivision.
THE CHAMMAN: I understand that most of .the work has been
done,
MR;; ROBERT J DOUGLASS: The only thing that 'has not been
done is the oil. finish.
The Chairman read a contract for 'Pau1''Corazz;:na: to finish
the paving :of =the roads in- accordance -with- Town Highway 'SpecLfications.
.Contract in the amount of $58,125.
THE CHAIRMAN: The Town Board will require a bond.
MR ROBERT J_. DOUGLASS: I didnet know that9
THE CHAIRMAN: The required bond to be in the -amount of
$5.01250.0, plus increase costs., plus administrative costs.
MR,; ROBERT°J: DOUGLASS: I would--like to reduce the bond by
reimbursing the Town�Engineer�.
THE CHAIRMAN: The Town Engineer has already been paid out
of the filing .and inspection fee, Do any of the board members
have any further questions?
MR-a' OTTO VAN TUYL: Will the bond hold up the filing of
the map?
THE CHAIRMAN: Ordinarily the map is not signed until the
Town Board notifies us; Anything else?

On motion by Mx. Moisa,, seconded by Mr: Grebe,, it was
RESOLVED: WHEREAS Robert J. Douglass'' Orient, has petitioned
the Southold Town Planning Board for final. approval of his sub-
division Willow :Terrace®, located off south side King Stree' ti
Orients,' and
WHEREAS: The- Super:iribendent of Highways has approved the
lay-out of the roadsv 'and the Planning Board ,accepts his reporta
and
WHEREAS: the signing of the final map is waived until such '
time as a performance bond is posted and said bond is accepted
by the- Southold Town Board,
NOW,' THEREFORE BE -IT RESOLVED: that final approval be granted
to the subdivision Willow Terrace, located off _south side King
Streeta Orient,;- New Yorkj; subject. to the following condition:
(l)- The Town Board approving the estimate for -the performance
bond for the completion of the roads in the subdivision.
Vote of the Board: Ayes:-- all.
Mr. Kapp and Mr. Wm. Grigonis appeared before the:"Planning
.Board in regard to setting a bond for Harvest Homes 'Estate,. .Section
-I. Mr. Kapp -presented a contract from Wm. Payne for complete
installation of`water system, Larry -Tuthill was to bring in a
revised estimate, but he did not show .up. Mr. ,Wickham advised
Mr. '•Kapp that he and the Town Engineer will. have to come to terms
on this estimate. Mr: Kapp said he would get a contract from
Corazzini for the roads. .. Mr. Wickham will recommend the -bond
estimate to the Town Board based on these two contracts plus
.excess ,as figured by Larry Tuthill,

Mr, George Matthews-'-: Nassau Point' Cutchogue presented a
survey of property located on Nassau -Point Road and Wunneweta
Read, Mr. Matthews asked the Board. f_or.. suggestions as to how
he could divide the property. He asked if it could be split
into 4 lots. Mr.. Wickham said this would be permissable as
long as each lot contained an area of 20s,000 sq. ft. Mr. Wickham
advised Mr. Matthews to draw up a preliminary plan and .submit
it together with an application for a minor subdivision,

Mr, Dan -S.mith presented a survey of property owned by
Southold Development'Corporation, -The Board discussed .themap
at some -length. Mr. Wickham suggested that he file for minor .
subdivision of 3 lotss, make provision for 50 ft-® right-o-f-ways; ,
and. label. balance of- land -as ,reserved -for possible future. -
dedication to the Town. 'for beach and recreation facilities.
M" ' Kurt Hambach of the South Fork DevelopmentCorp,
appeared-before the Planning Board in regard to map of- Corey
Creek Estates. ,They have .dredged out part of the required
100 ftm turn-around in the-. road -bed and the park and play-
ground area. He was 'told that this would not be acceptable
to the% Town. The 'Board advised him to have- Mr. -Van Tuyl
survey .iti and then file an amended map.
Mr. Jim Reeve presented the Board with`a revised preliminary
plan fbr 'pr'oposed Bennetts"Pond subdivision, located off -Westphalia
Roads Mattituck. The_ first lay-out created a problem of access to
one 'of the lots, The, Board inspected the revised map and suggested
that 'he submit it -,together w.ith- an application fora subdivision.
He was authorized to procede with .the engineering work ' Health
Dept. .required test holes.. water samples-; etc.

Hallack of Northville-Construction -Inc', appeared before
the- .Board in regard to subdivision known as North Woods... located,
E/S Cox'Lanes,` Cutchogue, ' Larry Tuthill was to submit estimate
for performance bond, but did not appear. -Mr. Hallack.was given,
subdivision applications to file° 'A hearing is to be set up on
this subdivision for the next meeting.
. Mr. Terry presented the Board with a copy of the new 'Zoning
-ordinance of the Town of Riverhead. The Town of -Southold was
not -notified of their proposal to amend their zoning ordinances,
and was not sent -a notice of public hearing.. They have requested
us to sign _a waiver approving their new ordinance, -Mr, Robert
W. Gillispie,v,. .Jr. met with Riverhead Town officials to discuss
the matter, Apparently the only thing that concerns us is -the
industriai •zoning ,of the area bordering"Southold Town -on the
..westerly liner At present we have •a 500 ft, buffer-zone between
us and the Town of Riverhead*s industrial districts They propose
to extend their industrial 'zoning right up to our line, Mr.
Gillispie read the -report of the New York .State Department of

Conservationp" Water Resources CommissIon ; .and. explained why
this would not -be desirable to use The main opposition being
that this .-project will destroy -the •fresh water table-in the
area and cause salt water intrusion ,,, and `the water •lost: cannot
be replaced. Recharging ,of well drawn water will not overcome
.the fresh water lost through -their man -made harbor.
On motion by Mr. Grebe;- seconded by--Mro Raynor' it was
RESOLVED that the -Southold Town -Planning Board .send 'a
letter to the 'Southold Town Board recommending ,disapproval
of the Town :of Riverhead extending their industrial zoning
to our westerly border.
Vote of the Board: Ayes--.-- All
Mr. Kenneth Schold appeared before -the Board .for 'an informal
discussion regarding Pine Crest'Dunes ' Inc-. He explained that 'he
cannot afford to operate as a children's camp any longer due to the
high .cost of employing suitable labor. He anticipates closing
,down his present operation in 'a year, or so ,and asked the-Board for
-suggestions as to the future use of the property. He suggested
opening -.a transient trailer camp which would• extend his seasonal
operation ,from April 15 to November 15 and give him additional
income:,. or subdividing and selling the property. The 'Planning
Board. has ,recommended this area to the -Town '-Board- for a recreati�on -
park. The subject parcel contains an area of approximately 40
acres with 960 ft,Lfrontage •on the sound and more than .1000 ft.
frontage on "the ..lake. The possibility of the Town purchasing the
land- was di:'scussed. The Board decided -that since •this matter did
not require a.mmediate attention' they would give it more thought
and discuss it further -with the -Town Board and. try to ,arrive at-'a
-plan in -the .near .future-.
Dick -Lark,,. Esq. presented preliminary plan of map of property
owned by Nicholas -& 'Frank Mandaro* Griffing �Street:j; Cutchogue. - It
was decided to start from 'School House Road north and -try-to get a
tapered entrance by making a' deal with the Town to get a piece -of
their, drainage ,area, Twin roads ,north _to the ,adj•fining property
line of land owned -by Bill' Beebe & -others. "East-west roads and -
north-South roads to go south to make a -super block. South--east
section of map, adjoining land of Tyler�a: to be reserved for park
anqVlayground area. Mr:.- Lark was advised to have the map revised
.and bring ;it to the. next meeting. Mr Lark also brought Sunset
Knolls,, Section Ih, and Laurel Country .Estates '(Leonard C; Emma)':,,
up for discussion, but the Highway Superintendent's recommendations
were not yet available so it was decided to hold -these over for the
next meeting.
