Mr, Walter Kapp.,v,, -Esq. appeared before the -Planning Board
in regard to settinga performance bond 'for the roads and water
main installation in Harvest Homes 'Estates.m' Section- I.-; -Southold ,;
New York, The Chairman inspected the revised estimate prepared
by -Larry Tuthill.r; and read the contracts executed by the develop-
er of $8*900 for the fine grading and paving of the roads; and
$13,j;990 for the installation of the water mains'.; hydrants--i valves.&-�
etc; -Mr. Kapp .pointed out that the water contract provides for
service connections to the, h®uses plus valves which Larry

connections will be installed under the roads .whieh will eliminate
repairs. Adding to the -highway costs,,; $1.,100 for rough "grading'

Mr Kapp requested .a 2 year bond. He read the Town Law which
states that -a bond will run for a term set '.by the Planning Board.,
Mr., Kapp -stated that -it -could always be extended if they needed
more than 2 years.,,, and that 'they hoped to have -it 'finished before-®
The -Planning Board agreed to the 2 year period for the bond;
On motion by Mr. -Moisa'>s, seconded by Mr; Coyle,, it was
RESOLVED that the 'Southold Town Planning Board recommend
to the °Southold Town Board an estimated performance bond in 'the
amount of -$42:*000 fora 2 year period for the completion of roads
and .installation of water mains in the subdivision known .as
Harvest HomesEstates•* Section 'l* at Seutholda New York.

to the Southold Town Board the change of zone from "B" Business
District 'to "M".' Multiple 'Residence -District approximately 142
acres on the westerly side adjoining the inlet! -and the change
of zone from "B" . Business 'District to "A" Residential-Agricult-
ural District- the balance of the- property, approximately 10
acres on the--easterly- side adjoining land 'of Lange
The Board has had considerable discussion with the owner
of this property and _after much deliberation submits this
recommendations

The Planning Board discussed the proposed change of zone.

RESOLVED that :the Southold Town Planning ,Board recommend
to the -Southold Town Board to hold the petition until a "Light
Industry C-l" District is created as recommended and then put
this parcel in the more restricted '"C-l"District rather than
-making it a non-conforming use in the "A" Districts
The •Boaxd has had considerable discussion with the owner
of this property and after much deliberation submits this
recommendation,'

The Planning Board briefly inspected the °subdivision
"Shorecrest".,, at Greenport owned'by Valentine Ruch. Action
was witheld pending receipt of the application fee,
The Planning Board witheld any action on th.e proposed
subdivision of the Southold Development`Corp, Otto Van' Tuyl
to revise perliminary map,
The -Planning .Board discussed the subdivision "Laurel
Country-Estates",, Laurel.,; :New York,, owned by'.Leonard C, Emma
& .others. 'A letter was received from the Superintendent of
Highways recommending a 60 ft. road abutting and running
parallel with the tracks. This road should run
from Laurel Lane east to connect with other subdivisions to
be .approved 'in the area, The ground water runs in the -same
direction as the road and -this may ,create a health problems
Mr., Wickham is to inquire of the County Health Dept; -about
.the possible installation of a public water ''or county sewer
system,®; or l acre zoning,
In regard to subdivision "Sunset Knolls",; -Section Ili
a letter was received from the Hlghway `Superizitendent
recommending that Stanley 'Road be continued through lot
534 After the maps are revised a hearing will be -set up.

RESOLVED that the minutes of the Southold Town-Planning

The- Planning Board again brought up the matter of the
proposed zoning- ordinance of the Town of- Riverhead, The
following letter of recommendation was sent to the Town
Board on June 14 1969:

Gentlemen;
- The Planning Board is quite concerned about the elimination
of the 500 ftm buffer strip in the Town of Riverhead adjacent
to the Southold Town line.
If this is re-zoned to industrial there would be no real
certainty that 'the present or future owners might not excavate
and bring -salt water up to the Town line,
If.i as seems more probable the canal or seaway were to be
parallel to the Town line and about 1000 feet to the west it
must be born in mind that `the canal itself -would preclude ground
water from-Riverhead's adequate supply and that any heavy
industrial ground water use east of the proposed -canal would be j
largely ,at the expense of Southold's already limited ground
water resources.
There is, however.$; an important alternative considerati®n.
If:,, as envisioned by Raymond & May;,, there were -to evolve .con-
siderable industry in this area based on distilled water.-,
Southold might well have an industrial zone backed up to -the
Town line and then -would not want 'the buffer strip in betwe*,e
At all events the Planning Board strongly recommends that
the Town Board request a hearing by the Planning Commission
as provided by the County Charter.

The -Suffolk County "Planning Commission has received notice:,- pur-
suant to'Section 1304 -of the `Suffolk 'County'.Charter&; of the adoption
'of the above captioned recodified zoning ordinance.
We are in receipt of a formal notice of objection from the Town of
Southold and a public hearing will be held on Monday. June 30' 1969
at 8: 00 p.m. .prevailing time in the meeting room of the =Suffolk 'Coun-
ty Board: of `Supervisors•,: 'County Center, .Riverhead,,! New York for
the purpose of considering said ordinance.

The Pl'anning .Board held a discussion on the Master Plan®
it was decided that we should not sign the contract with
Raymond & May until we get the -contract with the N -Y:"-State
Planning-'Division signed, The Board was informed that the
state would grant us $1.&500 to $1700 in aid.
