SPECIAL MEETING OF PLANNING -BOARD
August .19t -1969
'A special meeting _of the Southold Town Planning Board
was called by 'the 'Chairman and held at the Town Clerk's
-Office 7:30 P M. . Tuesday,. August 19c 196-9.
-Present were: John-Wickhama, Chairman.; Henry Raynor;
'Frank Coyle of the Planning Board; ,Supervisor Martocchia;
Howard Terry.; BuildingInspector.
-Also ,present�i representing Levon Properties Corp. . -
Mr: 'Lawrence Hicky,, :Pres. ; Mr; 'Knell and Mr.- Fallon.
Mr. Hicky and his associates presented the Planning
Board with a set -of maps of their property which lays on
.both -sides of the Town line mostly in' Riverhead Town.
The .maps are complete in that elevations�e' .existing
,roads,, etco are shown. the proposedfinished grades are
given and the proposed harbor,4r. j ettys,,v, etc, are shown in
v.

detail as well as their loading-.: screening,, and washing facilities.
Their operation and progress to date -was explained to the
"Planning Board, This is to be a long term operation with the
ultimate aim to have a commercial harbor with about 14 feet
depth for barge and -lighter traffic9
The present sand .and fill operation will cease when finish
grade is reached and at -that time it is planned to build ware-
houses., etc; for commercial freight handling and transfer shipping,
The atomic desalting plant -site will be brought to grade as
soon as possible as construction is planned in the near future-,
It may be enlarged over the capacity, originally planned by adding
another working unit, The safety ,area will be maintained as
originally planned.
The Planning Board discussed the complaints of ersoion along
the sound shore in the north west part of Southold Town. It was'
agreed by all parties that there is a continuous erosion along
the shoreline with a west to east drift. -Engineers for Levon
Properties have assured -them that .the beach to the east of their
jettys will start building :up when the natural eddys get establish-
ed after completion of the full length of the stone jettys,
The water table and fresh water were -thoroughly discussed
As they will be affected on both. sides of the Town line by the
building axed excavation of the harbor.
Steel sheet piling is now being used near the mouth of the
harbor. ' This may changed to precast concrete for the inner
part of the basin.
A vibratory,hammer is being used to drive the sheeting as
it works faster and better than a conventional steam or -air
hammer.- Sheet -piling is from 40 to 48 feet long and planned
to hold for commercial use when completedO
Levon Properties Corp. has no plan - for the use and develop-
of their ,land in Southold Town at this times There is an
easement for the state atomic plant -about 100 feet wide on the
easterly edge -of their property which will make- a buffer between
the plant and residential development in -the north west -part of
the Town,
The lower end Inear ""Sound Ave,.) of this buffer 'easement
may be shifted if "Levon Properties can purchase more road
frontage, on, Sound Avenue-.

Future development -and fresh water ,use on both sides :of the
Town line were thoroughly discussed and the reasons for -Southold
Town's objection to eliminating the 500 ft buffer zone were
explained.
Supervisor'Martocchia commented on the newspaper -reports .
and public reaction when the 'Levon Property was zoned industrial
in the first instance and stated that`Southold,Town would be
'very cautious in zone. changes in areas of this size',
All were -invited to inspect the operation and to contact
Mr. .Hicky if we-have -or hear of any problems or complaints in
connection with their property.
Mr. Hicky and his associates were thanked for attending
the meeting tonight and for the set of maps which they left
with 'the Board,,, - and assured that :the -Planning .Board will keep
in touch with them 'on any future developments.
A letter from Mrs. Harvey Redden was .received and read,
-She .states that she would be willing to make �two lots of her
property on the north ,side of Indian 'Neck':Lane,a, Peconic®
On :motion by Frank` Coyle:$; seconded by Henry`Raynor :and
unanimously -carried., -the Board approved the division of this
property into -two equal- lotso A letter is .to be sent .to-Mrs.
Redden to this-effect,,,,--also a request -for -a copy of the final
map as :prepared.
A letter from Gary -F. Olsen,,"Attorney with enclosed. map
of land of Robert Hawkins,, .E/S Westphalia -Road;., Mattituck was
read,
The map showed proposed division of an "L shaped parcel
of 39j,339 sq.' .ft, total area,
-On motion. by Henry Raynnor,, seconded by Frank -Coyle and
unanimously carried the :Plannin'g Board approves the division
of this property as proposed.
A letter is to be written to Attorney- Olsen stating the
Board approves the proposed division of this property.
Arrangements for the public meetings on the Master Plan
were discussed& -and the °material. to be displayed was selected,
The 'Chairman has had notices put An the .local papers
together with press release.,: etc, and notice given ,to Fishers
-IslandCivic Association and requested J'.ustice, Edwards to post
some notices of their meeting in public places.
