SOUTHOLD TOWN 'PLANNING BOARD October 6.1., 1969 A regular meeting of the Southold Town Planning Board was held at 7:30 P M.Z, Mondays. October 6* 1969.* at the Town Officei, Main. Roadi Southold. New York. There were present: ' Messrs: John Wickham,• Chairman; Henry Moisa . Vice Chairman.i Henry Raynor•; Alfred Grebe; Frank Coyle. Also present: Howard Terry; Building Inspector Mrs, Louise Ford presented the Planning Board with a proposed plan for minor subdivision of her property located on east side of South Harbor Road i, Southold®; New York. The plan showed 4 lots each containing over 201:000 sq. ft. of area. Access to be obtained from existing 20 ft, northerly right-of-way and existing 50 ft. southerly right-of-way. The Board inspected and discussed the proposed plan. The Chairman suggested dropping the northerly right-of--way line 5ft. i. to- make the right-of-way 25 ft, wide instead of 20ft4 and marked the map accordingly. Revised map to be drawn up by Van Tuyl and presented at next meeting: Mrs. Ford was given minor .subdivision application to complete. Southold Town Plann T Board "' •tober 6a 1969 The Planning Board was presented with a revised division of lot lines for the subdivision "Shorecrest' .,i,, owned by Valentine Ruch..., located on .south' side of Middle Road :CC927) Arshamomaque:.i Southold. The revised plan showed a re-arrangement of the lot ' lines on the two northwesterly lots #Is 1 & 2. The Chairman said this could not be done -unless they file a new map. _' which would mean paying another fee and possibly changing some of the requirements. The following letter was sent to Mr. Ruch: Mr. Valentine Ruch 2 Wilkins Place Tenafly;, New Jersey 07670 Dear Sir; By motion of the Planning Board it was decided not to accept, the revision .marked September 29, 1969 on subdivision entitled "Shorecrest".... Arshamomaque:.. Southold; Of cour6e... it is possible.,, if you wish:..: to enter an entirely new application for preliminary approval. This .would entail forfeiting the fee you .have already paid. May I say in shorter explainationt, that the Planning Board is consistently attempting to reduce the population density and does not look with favor on increasing the number of lots in any subdivision. Very sincerely:.., John Wickham,, Chairman Southold Town Planning Board Mr, Stanley Sledjeski presented the Planning Board with a revised drainage plan for his subdivision "Sunset Knolls,_ Sec: II located at Mattituck. Mr. Sledjeski stated that the revised plan contained 56 rings,- one per 'lot'- as ' recommended by the Town Engineer... Larry Tuthill. The roads have not been- roughed in yet., work is' expected to start on Nov. lst. The water has been approved by the Board of Health. Eight 18) inch curbs will be installedi. the Town. only requires six 1,6) inch. Mr. Sledjeski presented the Board with the following proposals for the uncompleted work: Paul Corazzini &. Sons - Oil Roads_ » $18.,,980; --Turf Excavating Co.- curbs:i.,, etc. $37:r;848. ; These .two combined give a figure of $56.,,828. adding 20/. for administrative & increase costs..: gives a grand total of $68,193. Mr. Sledjeski requested the Planning Board to recommend a bond of $68.,;000. to .the Town Board. On motion by Mr. Wickham,; seconded by Mr. Moisa.;. it was Southold Town Plam g Board y3— Oc >er 6:1,, 1969 RESOLVED that the Southold Town Planning Board recommend to .the Southold- Town Board a performance bond in :the amount of $'68.*000, for the completion of roads and other improvements 'in the -subdivision -to be known as. "Sunset Knolls.j, Section 1111.r: located, off W/S. Breakwater (Luthers) Road.,. Mattituck.,r; New York. This recommendation is made subject to the approval of the bond,:, in writing,, by Supt. of Highways and the Town Engineer, Vote of the Board: Ayes: Messrs: Wickham,, Moisaa Raynor:;! Coyle.,; Grebe, Wm. Clark,,; Esq. appeared before the Planning Board in .regard to .setting. a performance bond for the uncompleted work in the subdivision "Northwoods":s, owned and developed by Northville Construction Coo a: located E/S Cox Lane:, Cutchogue. Mr. Clark presented the Board with the following proposal; contract from Paul Corazzini & Sons in .the - amount of $2,,,-980. for 'the find grading and stabilizing of roads to meet. the TowrApec-- ifications. The Chairman read the engineer's report stating that the leaching.basins �and curbing have been installed and approved. On motion by Mr. Grebe,,,; seconded by Mr. Coyle.,,, it was RESOLVED that the Southold Town Planning Board recommend to the Southold Town Board a performance-bond in the amount of $3,600. to complete .the unfinished part of .work . on roads as originally approved. This amount includes 20/ for administrative & increase costs. This recommendation is made subject to applicant submitting executed contract for the completion of the roads. Vote of the Board: Ayes:— Messrs: Wickhami" Moisai, Raynor'&:; Coyle.,; Grebe, The Planning Board was presented with a revised plan for minor subdivision of property .owned by George Braun;. located . on west side of Stillwater Avenue,.. Cutchogue. On motion by- Mr. Moisai. seconded -by Mr. Coyler1 it was RESOLVED that the Southold Town Planning Board grant final approval to the minor subdivision of George Braun. located on .west side of Stillwater Avenue: Cutchogue. This approval is .granted subject to Mr. Braun submittinggfinal maps:; formal applicationf and fee. Upon receipt of the fore— going the Chairman is hereby authorized to sign final maps. (bonding company; The report stated that .the roads are .99/ complete. An offer of dedication of the roads is :pending before "the Town Board at their next meeting on October 7ii 1969. The Planning Board reviewed again the original petition of Abe Goldrich,i.: Southold,, New York,; received- from the Town .Boards" relative to a change of zone from "A" Residential and Agricultural District to "B" Business- District on certain real property-' together. with -the instructions to prepare an official report defining the conditions contained therein. This property is situated at Southold, in the Town of Southold,. County of Suffolk and State of New York,,: and more particularly bounded .and described as follows: BEGINNING at the point where the southwesterly line of Kenny:s Road is .intersected, by the northwesterly line of the existing B ,Zone said point being 95.88 feet northwesterly along said southwesterly line from-the .northerly corner of land of DeWar; from said point of "beginning running along said existing B Zone:. S. 33. .21: 40" W. �- 524.27 feet to land of Charnews; thence along said land` of- Charnews . The Board discussed-this proposed change of zone at .some length. This application will set precedent .for all future applications along CR27 in the Town of Southold. On motion by Mr. Coyle,; seconded by Mr. Moisaa it was RESOLVED that the Southold .Town Planning Board recommend favorably to "the Southold Town Board this change of .zone from "A" Residential and Agricultural District is "'B" Business District on the. above described propertya; by extending it to a depth of 200 feet from the present property line of CR27. Vote of the Board: Ayes:- Messrs: Wickham;,; Moisa,; Raynor,, Coyle*. Grebe, Mr. Moisa read the minutes of .the Special Meeting of Southold and Shelter Island 'Town Officials with the Suffolk County Sewer Agency and Bowe, Walsh$, & Associates,, held on October 1. , 1969 at 11: 00 A:M at the Supervisor's officej. Greenporti' Vzo u Southold Town Plan tg .Board --5- tober 6m. -1969 Mr. Terry presented the Planning Board. with a notice from Riverhead Town pertaining to amendments- of 'their Zoning Ordinance for raising building. permit fees. . The Chairman informed the Board that.-the County expects to pass one +(l) acre zoning: within the month. He suggested that .we amend .our zoning ordinance to a minimum requirement of one ;(l) acre, Any subdivisions in process will not be, affected. A letter wass,-received from the Shelter Island Planning Board asking us what enabling section of the Town Law we work under. It seems, that Shelter Island Town was never given authority over high- ways ,when land was re-subdivided. They only have authority over, the originil subdivision map. The Town Board has authorized a member of the Planning' Board to attend the State Planning Commission Convention at Homohock Lodge-, Spring Glen:r; New York:- on October 19,ji 20;, & 21. On..motion by Mr. Coyle..: seconded by Mr. Wickham-,i it was RESOLVED that a final hearing be set up for the subdivision "Northwoods" for the next meeting,,; subject to the bond being acceptedcby the Town Board. Vote of the Board: Ayes:- Messrs: Wickham-` Moisa- Raynor... Coyle., Grebe. The next regular meeting of the Southold Town Planning Board will be held at 7:30 P.'M -, Tuesdaya.
