Southold Town Planning Board and OPC
October 22,, 1969
A special meeting of the Southold Town Planning Board and
OPC was held at 1:30 P.M. , Wednesday, October 22®, 1969, at the
Town Office, Main Road, Southold, New York.
There were present: Messrs: John Wickham, Chairman, Planning
Board; Robert W. Gillispie,, Jr. , Chairman, Board of Appeals;
C.W. Booth, Chairmant Southold Town Conservation Council; Howard '
Terry, Building Inspector.
Neil Strong, Otto Murtz, & Dr. Reilly from OPC (N.-Y.C.office)
The Chairman called the meeting to order at 1:30 P.M.
OTTO MURTZ: We are from the State Office of Planning and
Coordination. We are interested in explaining the biological
resources of your town to you.

Mr. Gillispie inquired if they had attended the Planning
Commission Meeting held on October 19,20.21 at the Catskills.
Mr. Murtz said that they had not but thought that the head .
of OPC had attended the meeting.
NEIL STRONG: About 70 acres of Southold have very rare
species of plant and nature life. We' are here to tell you about
these resources. We think they are valuable. We are interested
in preserving or maintaining these resources.
What we have compiled here is a survey or scientific report.,
We need your help in terms of suggestive recommendations.
I understand that a great deal of acreage in Southold Town
is going into subdivisions. If this land must go into subdivisions,
in what way, or what can we do so as to preserve these resources?
DR. REILLY: I think they .should realize that we did not
survey the wetlands. This report' was made to the State Office
of Planning Coordination. it will be shaped up and distributed
to town officials and other interested persons for educational
purposes.
MR. GILZISPIE: If you are able to save these areas, for whom
will you be saving them? for the residents of the particular area?
for the County, for the State, or for the Federal Govt. ?
Mr. Gillispie spoke of a parcel of land of 48 acres in East Marion,
which he and 6 other persons were trying to give to the people.
They found that the only way to do this and preserve the area would
be through a park district.
C.W. BOOTH: Does this particular area show on your map as
one of the areas to be preserved?
NEIL STRONG: No, it does not. This report was made solely,
by our department, OPC. This is why we are here today to get your
ideas and recommendations.
DR. REILLY: We made a seperate study for each particular
area. (referring to map) too large a parcel will be difficult .
for the Town to up keep. The numbers are in rough order of
priority. We recommend that these parks .be for local use.
JOHN WICKHAM: Gentlemen, you are over looking two important
basic considerations:
l. - .As I have said before, we just don't have enough room
here on eastern L.I. to make a playground for all the people in
the State or County.
2. We have over 200 milers of shorefront. There are some
choice spots. if these were to be taken off the tax roll, the
assumed loss would hurt us. The plan which the Planning Board
has been following is to maintain it on the.- tax roll by negative
easements. There is no reason why we can't use negative easements
to preserve these areas. Negative easements would protect the

commoner of the Town of Southold, these are the land owners whose
land has been in the family since 1840 We are trying to maintain
the Town' s. resources, to maintain the property for the common good
of the people. Water is going to be our problem.
DR. REILLY: Park areas is just one possibility of how it can
be done. I am sure there are many other possibilities -that would
work out equally well. ' All we are trying to do ass. stress the
importance of preserving, or maintaining your natural resources.
How you choose to do it is your decision.
A general discussion was held based on the scientific survey
or report compiled by OPC. The following areas were discussed as
to possibilities or limitations: Robbins Island, Camp Malloy,
Camp Dunes, Golsmith's Inlet, Mattituck Hills, Mattituck Creek,
Dam Pond, Cedar Beach Park, &Brown's Hills.
A copy of the OPC report is to be mailed to John Wickham,
Robert Gillispie, Jr. , and C.W. Booth.
The meeting was adjourned at 3: 20 P.M.
