There were present: Messrs: John Wickhamj Chairman;- Henry Raynor;' Alfred Grebe; Frank Coyle. Absent: Henry Moisa Mr. & Mrs. Russell Tuthill appeared before 'the� Planning Board With a proposed plan for minor subdivision of 'their property locatod at north side of Center Street and south side of Bungalow Lanes Mattituck.,j. N:Y The plan showed 4 lots. Lot # 1 .has a frontage of 102.25ft. on Bungalow Lane. and contains 208-,000 sq, ft, of area. Lot # 2-has a . frontage of 102,25 ft. on Bungalow Lane and contains' 15,,000 sq. ft, of area. Lot' # 3 has' a frontage of 85 ft. on Center Street and contains 180'000 sqe ft, of area. Lot # 4 has a frontage of 85 ft. on Center Street and contains 17,.000. sqo ft. of area. . ' • Southold Town Plant Board -2- November 17, 1969 Application was made to the Board of Appeals for permission. -to set off- the, two lots on Center Street with insufficient frontage. This appeal was granted by the Board of Appeals. After -some discussion the Board decided to check . the frontage of the surrounding lots in the area. If the majority of tie to t, 4 ,lot' ss have reduced frontage the, Board would be inclined- to grant to But ,if the, majority of the lots have 100. ft. frontage. . 'the applicant may be forced to -reduce -the number of the lots in this minor subdivision to 3 'instead of 4. A decision will be reached at the continuation of this meeting to be held on November 18.1 19690 Dick Lark*, Esq. presented.the Planning Board .with a revised preliminary map of proposed subdivision of Frank Mandaro ; entitled .. "Wheatfield Park%, located at Griffing Streeti Cutchog.uea; N:`Y A question had been raised at. the previous meeting concerning a parcel of 'land adjoining this subdivision on! the: southerly .end. Mr. ,-Lark-informed us that the title on this had been settled, it is not part of the subdivisions, it is a single and seperate parcel owned by Mr. Mandaro. Mr. Lark said .that the roads had been final- ized with the Supt. of Highways,, letter stating such to be received from Mr. Dean. -There will be� 2 'east-west cross roads to provide for any possible future development' of the surrounding area. The Chairman was of the opinion, that -the proposed road runxiing panllel with .School H®use Road .should .be .paved. On motion by Mr. Coyles. seconded by Mr. Wickham,, it was RESOLVED that the Southold Town Planning Board grant preliminary approval to 'the proposed subdivision of Frank Mandaro's, entitled !. "Wheatfield Park"a located at Griffing Street; Cutchogue, New ,Yorke, subJect- to the approval of 'the road lay-out by the Superintendent of Highways. Vote of the Board:, Ayes: Messrs: Wickham.;..Raynoro, Grebe, Coyle. Dick Larkj. Esq. . presented the Planning Board with a revised, preliminary map for proposed' subdivision entitled_ "Bennetts Pond" 'located on Westphalia Roads, Mattitucka, N _Y Mr. Lark informed us that one of 'the co-owners...,zohn.Reeve will purchase',lots '5 6 on .which he plans to; build a .reside de. Mr.' Lark asked the Planning' Boards s opinion on taking; these- 2.. lots' off"the subdivision map and eliminating the turn in the road: The Board was- of the opinion that since: they: have gone this far with "the map the lots should..stay within the subdivision. As to the turn. in the road® the Board feels that this. is imperative as a connecting road if the. adjoining property 'is ever develope.d.: , The Board :questioned the round 'contour of the turn which takes in part of lots .5 & 7. • Southold Torero Plann: 2f .Board -3- vember 17 s, '1969 ' Mr. Lark said that the Supt. of Highways had requested this to facilitate snow removal. On motion by- the Chairman*', seconded by Mr. Raynor*', it was RESOLVED that. the Southold Towri Planning Board grant preliminary approval to the proposed subdivision map of "Bennetts' Pond":* located . on Westphalia Road.. Mattituck*'. NAY. Vote of the Board: Ayes:- -Messrs: Wickham*'; Raynor*', Grebe*', Coyle, Dick Lark informed the Board that further activity on the proposed minor subdivision of Jenny Lester will be held up temporarily because of her death. Dick Lark& Esq. presented the Planning Board with preliminary map for minor subdivision of Casbore. Inc.r, located at corner of Westphalia Road and County Road 27r, Mattituck.i N Y.' The Planning Board is on record as favoring this parcel to remain as an "A" Residential Agricultural zone. The plan showed 5' lots*, all containing at least 20.*'000 sq. ft. of area*; with the exception of lot # 5 which contains 15*',653 sq. ft. of area.. Mr. Lark suggested that lots 3*', 4*'_ & 5may have a problem with water. The Chairman instructed Mr. Lark to request a letter from -the County Health Dept..* stating t4at they approve of these lotsv, and to present it to the Boat . On motion by Mr. Grebe,,, seconded by Mr. Rayner., it was RESOLVED 'that the Southold Town Planning Board grant tenative approval to the proposed minor subdivision rnap, of Casbor-Inc..*', property located at corner of Westphalia Road and County Road 27e; Mattitucka. New York.... .subject to the approvals, in writing,, of the County Health Dept. Vote of the Board: Ayes:- Messrs: Wickham, Raynor*, Grebe.*, Coyle. In reference to the Celic farm- located on the north side .of Bergen Avenues. Mattituckr two seperate applications have been received for two seperate proposed subdivisions of this propertyi "Mattituck Ridge"r, by Louis F. Simeoner, & "Mattituck Hills"*, by Jos. T. Macari. Tenative approval, subject to the approval 'of the road lay-out by the Supt. of Highways.*', was granted at the last Southold Town Planr I Board. �4- November 1969 Planning Board meeting. Dick Lark.,., attorney for: the applicants submitted preliminary map ,for both these subdivisions. Upon physical inspection of the property a wooded pond was discovered, for which provisions had not been previously discussed at the 'last meeting. Applicants intend to use this pond as a sump area -to provide drainage- for- the northern- section of the property. Leaching basins will be installed between lots # 51 & 52 which are near the pond. The Board finds that there .will be a drainage problem on lot #. 47 in/Mattituck Ridge. Mr. Lark is to contact the Supt. of Highways concerning the drainage and road layout. The Planning Board -received from the Town Board the original petition of Anna C. Hansena, Mattituck-,*, New . York.., relative to change of zone from "A" Residential and Agricultural District to "M" Multiple Residence District on PARCEL I and .from "A" Residential and Agricultural District to "B" Buj4siness District on PARCEL II,, on certain real property,,; together with the instructions to prepare an official report defining the conditions contained therein. A lenthly discussion was held by the Board concerning this proposed change of zone. This property is under contract to be sold subj•ec .t__ to obtaining this proposed change of zone. The prosepective .buyer..plans to establish a marinas, motel,,,, and related facilities. The Board .feels that this. is the very best use that could be made of the 'land. This project will be avanttageous., to the Town and it seems that this would be the best possible location for it. Waterfront development to accomodate boating .interests are part of the development plan of the Town and the"tourist" is one of the most important parts of the Town's economy. . This area is well suited to this type, of marina development. On motion by Mr. Raynor, seconded by Mr. Coyle,, it was RESOLVED that- the ,Southold Town Planning Board recommend favorably to the Southold Town Board the change of zone from "A" Residential and Agriculturzl District to "M" Multiple Residence District on PARCEL I and from "A Residential and Agricultural District to "B" Business District on PARCEL I1-0, on the above described property. Vote of the Board: Ayes:- Messrs: Wickham,, Raynory Grebei, Coyle. An informal discussion was held on the proposed division of', property owned by' Baxter Prop.,, -Inc. ,; ,located on right-of-.way off north side of Oregon Roada Cutchoguee New York, The Board inspected .rough sketch of proposed division presented to them.by Dick Lark. The Board suggested several alternative proposals for the division. of this property. ' No action was taken at this time. Preliminary plam to be finalized and presented at next meeting. On motion by Mr. Coyle seconded by Mr. Grebes it was RESOLVED that the above application be tabled until the next meeting for further deliberation of the Board. On motion by the Chairman,,; seconded by Mr. Raynorr; it was RESOLVED that the Southold Town Planning Board recess this meetingt not adjourns, until Tuesday,, November 18t 1969.
