Y. 11971 coA * yea PLANNING BOARD MEMBERS John Wickham, Chairman Henry Molsa Alfred Grebe William Unkelbach Frank Coyle M I N U T E S SOUTHOLD TOWN PLANNING BOARD January 13, 1969 A regular meeting of the Southold Town Planning Board was held at 8:30 P,M., Monday, January 13, 1969s at the Town Off ice, Main Road, Southold, New York, There were present: Messrs: Henry Moisa, Acting Chairman; William Unl--Ibach, Frank Coyle, Alfred Grebe, John Wickham, Chairman, . (late). Also present: Howard Terry, Building Inspector, Otto W. Van Tuyl, Consultant, Lawrence Tuthill, Construction-Engineer. - PUBLIC HEARING: Upon the question of approval of the following plat : P&at of property owned by Jackson's Landing, Inc,,, John E, Hurley, Secretary-Treasurer, entitled Jackson's Landing, consisting ,of a parcel of land of . 16.43 acres, situated at Mattituck, in the Town of: Southold, Suffolk Countys New York, and bounded and described as-follows,: PARCEL I - Beginning at a point on the easterly side of Mill Road where it is intersected by the southerly line of land now or formerly of S. Stevens; running thence along said land now or formerly of S. Stevens, South 830 261 0041 East 379,,84 feet to land now or formerly of Wick; thence along land now or formerly of Wick and lands now or formerly of Weggelund, South 10 251 2011 E, 1025 feet to the highwater mark the following lines: (1) North 850 361 5011 Southold Town Planning Board -2- January 13, 1969 West 430o56 feet; and (2) North 610 23' 00" West 585.43 feet; thence North 30 12' 50" East along land now or formerly of Versal Holding Corp. , 190 feet to the southeasterly side of Mill Road; thence along the southeasterly and easterly side of Mill Road the following six courses and distances: (1) North 690 04' 40" East 235.37 feet; (2) North 581 47' 4011 East 71026 feet; (3) North 490 561 40" East 123.22 feet, (4) North 270 321 10" East 109.78 feet; (5) North .210 15' 0011 East 277.32 feet; and (6) North 200 311 00" East .9.61 feet .to the point or place of beginning. PARCEL II - All that certain lot, piece or parcel of land, situate, lying, and being at Mattituck, Town of Southold, County of Suffolk and State of New York, bounded and described as follows: Beginning at a point on the northwesterly side of Mill Road where the same is intersected by the easterly line of land now or formerly of Fred J. Kistler, running thence along said land the following two courses and di stances: (1) North 80 05 t 40" West 190.32'f eet; and (2) North 20 11' 10" West .255 feet;. thence south 670 541 10" East 296.86 feet .to the westerly side of Mill Road; thence along the westerly and northerly side of Mill Road, the following four courses and distances: (1) South 21' 15t 00" West 152,74 feet; (2) South 270 32t 10" West 97a26 feet; (3) South 490 56' 40" West _109 58 feet and (4) South 580 47' 40" West 62,98 feet ,to the point or place of beginning. The Chairman stated there were affidavits of publication in the file from the Long Island Traveler-$"Mattituck Watchman, and the Suffolk Weekly Times. THE CHAIRMAN: We have a letter from Ray Dean, Superintendent of Highways, _approving the layout of the roads. Everything is taken care of as far as the Board of Health is concerned@ Are you gentlemen aware of the fact that. you must comply with the new highway specifications of the Town of Southold. MR. HURLEY: Yes, we know that® THE CHAIRMAN: Is there anyone present who wishes to speak in -opposition to this subdivision? (There was no response,) THE CHAIRMAN: Is there _anyone present who wishes to be heard in favor of this subdivision to be known as Jackson's Landing? MR. HURLEY: We are in favor and move this be granted. `Southold Town Planning Board -3- January 13, 1969 THE CHAIRMAN: We don't have the estimate for the performance bond. . Is there anything else you wish to add? MR, HURLEY: We owe application fee here, but that is tied up in the amount of the performance bond for the roads. We have made application for the bond, but that is tied up in the amount also. THE CHAIRMAN: Our engineer recommends the amount of the bond to us, and we in turn recommend to the Town Board, and they have final say. MR. HURLEY: Does the Town Board make any exceptions on the County Sewerage requirements? THE CHAMMAN: This would come under the Health Department, MR. HURLEY: Is there any1ing further the Board would like from us at this time? THE CHAIRMAN: The thing we have to wait for now is the bond estimates We will have to recess the hearing until all the loose ends on this matter are tied up. We will probably have a decision on this later this evening. The hearing was recessede Mr. Leroy J. Cooper appeared before the Planning Board with a map of property -of Leroy J. and Jocelyn C. Cooper, property located on a private right of way .off King Street, Orient, New York, map dated December 1821968, Mr. Cooper requested permission to rearrange property lines on this pxopexty. There are existing buildings on the property. One lot will have an area of 12,700 square feet, the other lot will have an area of 13,900 square feet. On motion by Mr. Coyle, seconded by Mr. Grebe, it was "RESM ED Leroy J. and Jocelyn C. Cooper be granted permission to rearrange pxoperty .line on property located private right of way, off Icing Street' Orient, New York, as shown on the map by Otto W. Van Tuyl and Son, map dated December 18, 1968. Vote of the Board: Ayes:- Mr. Moisa, Mx. Unkelbach, stir. Grebe, MX" Coyle. Southold Town Planning Board -4- January 13, 1969 Mr. Robert Douglas appeared before the Planning Board with the revised map of the subdivision to be known as Willow Terrace. Said subdivision has 35 lots, anda total area of 25,3 acres, Mrs Doug;as plans to file the proposed subdivision in different sections5 The Superintendent of Highways has given approval of the highway layout. On motion by Mr. Coyle, seconded by Mr. Grebe, it was RESOLVED that tentative approval be given to the entire layout of the subdivision to be known as Willow Terrace, Orient, New York, owned by Robert Douglas, map by Otto W. Van Tuyl & Son, map dated January 72 1909. .. Vote of the Board: Ayes:- Mr. Moisa, Mro Unkelbach, Mrs Grebe, Mr. Coyleo William Clark, Esq., appeared before the PlanningBoard with a map of property located on Cox Lane, Cutchogue, New York, for a proposed subdivision Said property is owned by Northville Const, Inc, The Board and Mr. Clark briefly discussed the layout. There are 10. lots in the proposed subdivisions On motion by Mr,, Unkelbach, seconded by Mrs Grebe, it was RESOLVED that tentative approval be given to the proposed subdivision of land located on C ox Lane, Cutchogue, New York, owned by Northville Const. , Inc.. , map by Alden Young, map dated December 4, 1968, Vote of the Board: Ayes:- Mrs Moisa; Mrs Unkelbach, Mrs Grebe, Mr, Coyle. William Clark, Esq. , appeared before the Planning Board in regard to subdividing property of Martin Weglicki, Peconic Bay Blvd. , Mattituck, New Yorks The layout of the property showed a total of 49 lots. A lenghty discussion was held as to whether or not one section of this land could be filed as a minor subdivision. It was agreed the property should be filed in sections as a major subdivision. There is area included for a park and playground. On motion by D-1r. Grebe, seconded by Mr. Coyle, it was RESOLVED that tentative approval be given to the entire layout of the property of Martin Weglicki, Peconic Bay Blvd. , Mattituck, as shown on the map by Otto WA Van Tuyl & Son, Map dated February 20, 1967. Vote of the Board: Ayes- Mr, Moisa, Mir, Unkelbach, Mr, Grebe, Mrs Coyle. Vote of Ithe Board: Ayes :- Mr. Moisa, Mr. Unkelbach, Mr. Grebe, Mr. Coyle. The new Suffolk County Rules and Regulations concerning the hearings and approval of varianees, subdivisions,, and zone changes were read and discussed by the Board. Southold T*wn Planning Board -6- January 13, 1969 Mr. Lawrence Tuthill discussed the catch basins for Jackson's Landing with the Planning Board. Mr. Tuthill felt therd should be some changes in the drainage. This will be discussed with Mr. Dean also. Mr. TAhill stated he would have the estimate for the performance,bond for this subdivision by the next meeting. On motion by Ift, Coyle, seconded by Mr. Grebe, it was RESOLVED that the minutes of the Southold Town Planning Board dated December 9, 1968, be approved as submitted. Vote of the Board: Ayes:- Mr. Moisa, Mx. Unkelbach, Mr.. Grebe, Mr. Coyle, The next regular meeting of the Southold Town Planning will be held at 7:30 P.M., Tuesday, February 4, 19692 . at the Town Office, Main Road7j"3outhold 2 , New York.
