A regular meeting of the Southold Town Planning'.Board was
held .at 7.30 P M:;r, .Monday.. December 8.*. 196%, at the Town-Office,,, !
Main Road, Southold, New York.
There were present: Messrs: John Wickhame, Chairman; Henry
Moisa,. Vice Chairman; Henry Raynor& Frank Coyle,

Mr. Joseph A. Shipule presented the Planning Board with: a
preliminary map for proposed subdivision of property owned and
developed by Thos. P. Dougherty Jos, A. Shipule�, & Abraham
Bender,_ property located on east side of North Road to Bayviewal
Southold- N' Y The preliminary map showed 20 lotsi each cont-
aining at least 20,000 sq. 'ft* of area.i and a, reserved section

containing 1.495i acres- marked Dougherty & others. Mr. Shipule,
explained that this reserved section is later to be divided amongst
the 3 owners. The Chairman disapproved of this reserved parcel. ; He
suggested that they divide it into 3 lots and revise map as such:
On motion by Mr. Wickham,, seconded by Mr. Moisal, it was
RESOLVED that the Southold .Town Planning Board grant preliminary
approval to the proposed subdivision map of property owned by Thos. P.
Dougherty,, Jos., A. Shipule* & Abraham Bender,, located on east side of
North Road to Bayview.1, Southoldr NAY.,* subject to the following
conditions:

1. Reserved section to be divided into 3 lots*, to be shown � on
revised map.
2. Approval of the road layout by the Supt, of Highways.
This motion includes authorization for the owners to procede
with other necessary work.

Walter Kapp... Esq. appeared before the Planning Board in reference
to the curbing in' "Harvest Homes: Estates" Rod Van Tuyl staked out
about 3001f more curbing than estimated. 4201f was the original
estimate The curbing was to be installed 20 ft. from all inter—
sections. It was discovered that they were installing it 20 ft.
from the arch,, which explains the excessive curbing.
Mr. Peter Kirchgoessner a/c A. Kirchgoessner,,, presented the
Planning Board with a preliminary plan for proposed subdivision,,,
property located off east side of Camp Mineola Road.. Mattituck,,, -I
NAY: The plan showed 7 lots. The Chairman informed him, that
7 lots would have to be a major subdivisions: he suggested dividing
it into 4 lots and filing for a minor subdivision. This would
save the expense of the roads and filing with the County Clerk,,
and also eliminate the 100 ft. turn around.

Mr. Edwin King appeared before the Planning Board in reference
to his minor subdivision application... property located on west side
of private road off south side of Main Road*, Orient, N:Y. The
Chairman explained to Mr. King that the Planning Board must know
what he ,intends to do with the surrounding land that he awns. The
Board informed him that they could approve this minor subdiv.isiont.
but they would not let him have another minor subdivision on the

balance 'of the property in the future. They suggested that he file
for a major subdivision. - Mr. King- stated that. he would prefer to
sell the balance of the property off ,in acreage. , After much deliber—
ation . the Board reserved dec3 ,sion on this matter until later in 'the
evening.
Richard Croni, es,q. Alden Young P E t. and Frank Borne appeared
before the- Planning Board in reference to proposed. subdivisionr,,.
"Leeward' Acres",,, located at -Bayview:,s: Southold,; N.Y The Board
informed Mr. Cron that Schooner' Drive has the same name as a road'
in Harbor Lights.a, but it does not connect to it-,i so the .name will
have to be changed. Alden .Young stated that no leaching basins I "
will be used in �the subdivisions, only recharge'basins and dikes: :
A discussion was held-on the location and number of 're.charge basa'ns
and dikes-a; etc. The Chairman felt that the subdivision "contained
too many lots, 'he viewed the Board`s opinion on subdivisions that
contained just under 100 lots. The Board will require Jacobs
Lane to be a 50 ft. road. Alden Young,; PEE: to -do 'computations
on this subdivision;`to be presented 'to Larry Tuthill for recommend--.
ations and bond estimate. Computations to show more detail on
dikes and drainage plan.
Dan Smith appeared before the Planning Board to request
preliminary approval for 3 lots 'in minor ,subdivis ion ,of Southold
Development Corp.a; property located on west side of. ,North Road
to. Bayview,$; Southold . ,N:Y.
On -motion by Mr. Moisa _ seconded by Mr. Coylei it was
RESOLVED that the Southold Town Planning Board grant preliminary
approval to lets. # li 2* & 3 of the minor subdivision of 'Southold
Development Corpo,& located on mest side of North 'Road to Bayv ew':
Southolda, N Y.
Vote of thee Board: Ayes:-- Messrs:: Wickhama. Moisav Raynora, Coyle.
Philip Druhl presented the Planning Board with preliminary.
map for proposed minor subdivision of property located at West &
Lake Drive,; Southold& New York. The' map showed .5 lots and a 50 ft.
right--of way.. Mr. Druhl requested that the right--of-way be cut
down to 40 -ft. 'in width. The Board 'informed him that. they would:
accept this if he 'reduced the .number of lots, to 4 instead of 5.
If there are to be 5 lots'j,' he must have a '50 ft. right—ofWway
marked reserved for -possible- future dedication to the Town. No
action was taken at this time.

Mrs. Loua.se Ford appeared before the Planning Board in regard
to her proposed. minor subdivision located on. east-.side ofSouth.
Harbor Roadj, Southoldt, N ,Y ' The Chairman 'informed her that the
Board will. not: accept the 4 lots as originally planned on. The
map showed 4 lots2,. all containing considerably',under- the minimum
20.r,000 sq. ft, of area. The Board suggested-that- the map be re-
vised to contain 3 -16ts and that the easterly"north-south right-
of-way be extinguished to be part of. lot- # 3.
On motion by Mr. Wickham seconded by, Mr. Raynor, it was
RESOLVED that .the Southold Town Planning Board grant -preliminary
approval to. -the minor: subdivision of Edward Ford, 'located. on east -side
of: South -Harbor Road ; Southold-` New York; subject to the following
conditions:
1. The easterly north-South right-of-way -to be extinguished
to become part of lot # 3.
2. Map to be amended ,to 3 lots-! instead of each to contain
not less than 20j000 sq, ft, of area.

Gary Olsen:$. Esq. appeared before the Planning Board--in reference
to proposed subdivision of Martin Weglickij, located on-north side of
Peconic Bay Blvd..: Laurel.i At the last meeting the need for
additional park and play-ground 'area was brought -to the Boarda-s
attention. The' Planning Board -was- to make a physical 'inspection
of the property and advise Mr. Olsen as to the,.,required- location ' :
of this additional park and' play-ground area. The Board reviewed
map and- advised Mr. Olsen that they would -require 'lot- # 17 to be
set aside for the additional park- and play--ground area.
A further informal discussion was held on the- Semerjian
proposed change, of zone application..: property -located at East Marion.
Richard Lark.$; Esqo appeared before the .Planning -Board to request
preliminary approval for proposed subdivisions "Mattituck Ridge'llowned
by 'Louis F, Simeone.4 and "Mattituck Hills" .owned by Jos. T. Macarii,
both- subdivisions are located on north side of Bergen• Avenuet,' Mattituckt,
abY . A discussion was held on the. drainage for these two subdivisions.

approval' to the proposed subdivisions "Mattituck Ridge" Louise F
Simeone .- both :subdivisions
located "on 'north side of Bergen Avenue,, Mattituck.;� subject to
the 'following conditions:
1. Health Dept. approval of the water and soil analysis.
2. . Approval of the road lay--outs curbing; "drainages,: etc., by the
Supt, of Highways.
This motion includes- authorization for bond estimate to be made:a
upon approval of road lay—out,a, curbing, : drainage.*., etc.

Richard Larks Esq, presented the Planning Board with the "final

A letter was received from William Wickham.,.- a/c Richard Babcock
and Fred Rimmler in reference .to proposed subdivision "Calves Neck".
The owners of -the subdivision have dredged out the channel 'of Jockey
Creek and used the fill to raise the 'level of the land and contour ,
of lots 1, :2z;3 ,&4. This has blocked the ' natural.. drainage for the
property on the north side of the proposed West Hill Roadr, directly
across the road from the proposed subdivision. The letter. was placed
on file for future reference.

District on the above described property.

This change of zone .is contrary to the Planning Boards; policy.
It does not coincide with -the .comprehensive plan of the area. It is
against the County=s recommendation of limiting business on CR 27.
The change of zone from "A" to "M" on property. lscated across the
street made by the Town, Board.-; was not recommended by the Planning
Board.

RESOLVED that the Southold,Town Planning. Board does not recommend
to the. Southold Town Board the change of zone from"A" Residential and
Agricultural District to " B-2" Business District on the above described
property.'
it is the opinion of the: Southold Town Planning Board that a
change of zone to ".M--1" would be more suitable.

The Planning Board reviewed Edith M. Howellm's proposal to sell
off a building lot on the southerly part of" her lot at- Pine Neck Road
and North Road to -Bayview . Southoldi, New York, Thee Planning Board
recommends that if she sells off the lot on west side of' North Road
To Bayview:r that the lot should have a frontage of at least 150 feet
and that the northerly line be on an angle from the present jog in
the westerly line to said point 150 feet north of the southerly line
wn west side of the road. Giving the lot a size of 150 ft. on the
road;. 150 ft.-on south line*; 100 ft, on west- lite and 1647 ft, on
north line, Letter to be sent to Miss Howell advising-her as such.

Notice .was received from Southampton Town advising us that ,
they are amending their sign ordinance.
In reference to zoning amendments.i, Mr. Terry suggested that a
current survey of the property be submitted before a certificate ,of
occupancy .is issued on a pre-existing dwelling.
Reply from the County Clerk2s Office in answer to our inquiry
concerning the procedure of amending a filed subdivision map.was
read and placed on file.
Request was read from Bleeker Const. Co..& Inc. in reference to
an 8 month -extension of their performance bond .for the required improve
ments in the subdivision "Willow Point. ': The Board discussed this
proposal at some length. A, letter to be sent to Bleeker Const# .Co.,,O,
Inc. - advising them that the Board will grant an 8 month extension
of their performance, bond upon receipt of a'copy of their renewed
or extended bond coverage.
A discussion: was held on expired bonds and. subdivisions. Second
notice of expiration to be sent to owners of"Cleaves Poa.nt.z, Seo,II2"
and "Blue Horizons. "
on motion by Mr. Coyle.t seconded by Mr. Raynor..i, it was
RESOLVED that the Southold Town Planning Board hereby disapproves
the minor subdivision application .of Edwin King". property located on W/S
of private road off S/S of Main Road a Oriente,_ N.'Y Letter .to be sent to
Mr. King advising him as such and suggesting that 'he file for a major
subdivision.
The next regular meeting of the Southold Town Planning Board
will be held at 7:3 0 P M :a, Mondaya, January 12.t, 197 0..j at the Town
Office.* Main Road,, Southoldt, New York.
