May 10, 1961.- at the Town Clerk Offices •.Main- Road.. Southold, New- York. There -were present-. Messrs. -John. Wickham, Chairman, Henry Moisa, Alfred Grebe, Archibald Young, and.William Vnk'elbach-. Also present: Messrs. Otto W. Van. Tuyl,. Consultant, Howard M. Terry, Building...Inspector and -Darold Price, Highway 'Supex:intendent. Mr-. Lefferts P. Edson appeared before- -the Planning Board -to- present'.application for tentatitre .approval of :subdivision plat.-..to be: known as":Oakridge, Hills", and _three prints. of -the map- 'with profiles. ''Oakridge Hills" is owned and developed by Southold Builders, :Inc. , 134 :Jeffersori.-.Avenue,, Roslyn. Heights, New York. This proposed =subdivis ion .contain's 6.073 acres• with 10 lots, each containing at .least. 20,00.0 'sq. ft. A, filing. fee- of:$25-.00_was r"eceiVed. The Board .discussed the topography .of the land and -the drainage situation .in this subdivision. with the Superintendent-,of Highways and Mr. Price advised .that he. 4 Southold Town Planning Board -2 May 10, 1961 felt there would be no great .drainage problem. 'On motion of Mr. Unkelbach and seconded by Mr. Moisa it was RESOLVED- that the Planning Board grant Southold Builders, Inc. tentative approval of proposed subdivision to be known as "Oakridge Hills" at .Southold, New York, Map by Otto W. Van Tuyl & Son dated May 1, 1961. A letter was to be forwarded to Southold Builders', Inc. with a copy to Mr. Edson, stating thatthey may now instruct their engineer or surveyor to proceed with computing the map, preparing the finished map, submit their cloth prints to the Health Depart- ment for approval, and proceed.with other matters necessary pricy to submitting them to the Planning Board for final -consideration. These prints must be subthitted at least 15 days prior to a regular meeting of the Planning Board. Vote of the Board: Ayes:- Mr. Wickham,, Mr. Moisa, .Mr. Grebe, Mr. Young, and Mr. Unkelbach. The Planning Board received a letter from G. L. Rohdenburg, Mattituck, relative to the placing of a street sign at 'the inter- section of Breakwater Road and Ruth Road in Mattituck. AT present _Ruth Road is privately owned by Stanley -Sledzieski, although .he has applied for dedication to the Town.. The Board ,requested that a letter be forwarded to Mr. Rohdenburg stating that since this. is a private road the Town has no jurisdiction and he should contact the owner of the road. relative to erecting a.. sign. A letter was received from the Southold Town Board of Trustees in reply.. to the Planning Board' s letter of .Apr.il 17 relative to dredging in and about.'Town waters. The Trustees stated that. it has been their policy to judge each request on its own merits and subject .to written and/or legal releases from adjoining prop- erty owners waiving objection to the proposed work before approval. It would be best for anyone proposing such a dredging project. to submit their comple to plans to the 'town Trustees together with releases from adjoining property owners and the Board will then consider the request and give a prompt decisions barring any objections. The Town Trustees would be -glad- to meet with .the Planning. Board at any convenient time to discuss their recommendations. .S.outhold 'Tlown Planning Board -3- May 10,- 1961 The Planning Board received a letter from..Supervisor Albertson stating. that .the Town Board is in full -agreement.-with the 30/ addition to the performance bond for construction of highways in `Hilton Heights at North Bayview Road, Southold. This matter of performance bond was discussed .with Mr. Harold Price and he brought up the point that the highway specifications may be changed some- what within three years, which is the term -of the performance bond, .and he questioned the sufficiency of the 300 addition. The Board agreed and felt that .the total bond. should be raised to $11, 000 .which is slightly higher than 50/ in excess of the cost as esti- mated by Lawrence Tuthill the engineer hired by. the Planning Board. On motion .of Mr. Young and seconded by Mr. Grebe it was RESOLVED that the Secretary forward a letter to Mr. Hilton . .Epp .stating that .he may now proceed with. submitting the performance bond to the Town Board in the amount. of $11, 000 and such bond must be issued by a company that is licensed to. do business in the State of New York. Vote of the Board: .AYes: Mr. Wickham, Mr,. Moisa Mr. Grebe, Mr. Young, and Mr.. Unkelbach. Mr. Edwin King, Orient, appeared before the Board for an . . informal discussion relative to the installation- of future' road and possibility of development of meadow land on the southerly end. of his property located on the south side -of Main � Road, Orient- Point.. He also participated in _a discussion of Orient- By-The-Sea which .he owned and farmed for approximately .50 years. Mr. King also discussed .extending the lighting district -at Orient Point -and requested that the Planning Board support him in this matter. On motion of Mr. Moisa, seconded by Mr. Young, it:. was RESOLVED that. a letter be forwarded to the Southold Town Board stating that Mr. Edwin H.... King ,met with the Planning Board _on May 10th and..requested that- cons ider-ation be given to establishing a light .district for eastern Orient and in parti- cular the area adjacent to the ferry docks, -Department of. Agri- culture .facilities and State Park. The Planning Board feels that this is definitely in the best interests of the Town of Southold. The Planning Board received from the Town Board the original petition of Ralph L. Glover and.Wil,son L. Glover, .as Executors of the .will of 'Elmira L. Glover fora .change of. zone from ."A" Residential and Agricultural District. to "B" Business District certain real property situated at `Southold and more particularly bounded and described as follows; BEGINNING. at a monument 'on the northerly line of Main (State) Road at the southwesterly corner of land of Florence Moore and running thence along the northerly line of Main (state) Road, two courses, as follows: (1) On a' curve to the right having -,.a radius of 1110. 92 feet a distance of 70.84 feet;. thence (2) South 27, degrees 33 minutes West a distance of 18. 00 feet to a- monument and land -of Willow... The requested change of zone is made because the prospective pur chaser of the premises proposes. to use the same for the sale . of rugs and handcraft .articles. The. Planning Board finds that the premises fronts, on the .south and northwest by two roads and is bounded north by. business property and .west-by a cemetery. Directly across the street to the southeast are: garage, gas station, real -estate -office, used car sales. agency and not to far away is a hardware store and boat sales business. It is felt that this change. is .in -conformity -with the general area and would not change the character of type district and would be in effect an extension of- the -existing business zone. On motion of Mr. Unkelbach, .and seconded by Mr. Young it was 4 Southold Town. ]planning Board -57 May 10, 1961 RESOLVED that. the Planning Board recommends to the Town Board the change of zone from "A" Residential and Agricultural. D istrict .to "B" Business District on the property of Elmira A. Glover .Estate, Ralph .L. Glover- and.Wilson L. Glover, Executors. Map of land surveyed by Otto W. Van. Mr. Walter Uhl. met with the .Planning Board and-Mr. Price and discussed the . drainage in Section 2 of=Orient-By=The-lea. Previous to this. meeting members of the ' Planning Board and Mr. Price and .Mr. Van 'Tuyl and Mr. Terry had meet.vith Mr. Uhl at .the site of.: Orient- By-The-Sea, . Orient. After considerable discussion with Mr. 'Uhl it was agreed by all concerned that the drainage problems would be solved by- construct- ing flush drainage areas on Lots 85 .and 97 lying between North Sea Drive .and- Plum Island .Lane, due north -from the area previouslX reserved for a Town park, which area the ]Planning Board agreed' to dispense with in exchange. In addition,, another flush drainage area -on .or about lots ,73, being on the north side of North Sea Drive and immediately south of Lot 29 ;on Section. l. would- be established. Each one of these flush drainage areas to beat least 100 ft. wide, the full depth .of the lot, and to be excavated to sand or gravel and back filled with gravel and then bank run to the surface of. the ground. The Planning Board feels it may not be necessary to excavate and back fill these .flush drainage areas to the full size of the lot but- that a buffer area of at least 10 ft. .around the edge .might be maintained for landscaping and .beautification. It was further agreed that in :connection with -the construction of highways in Section 2. wh ch .v4il•1`.not be immediately constructed and dedicated but will be covered by performance bond -it will be necessary to deed to the-Town and develop two additional flush leaching areas lying one on. either side of Park 'View Lane on the westerly side of. Lot l in Section . l immediately adjoining to .Lot 142 and Lot .51 in..Section 2. These two areas to be each . 75 ft. in width-and the one to the north 125 ft. in depth -or the full depth of-:the- lo.t and the one to the south .100 :ft. in .depth. Con- struction of these areas to be :covered by performance bond. -- All of the -above as shown on map by Otto W. Tan Tuyl & :Son dated May 10, 196.1, Orient-By-The-Sea, Section 2. .Southold Town Planning Board -6- May -10, 1961 on motion of Mr. Grebe, seconded by Mr. Unkelbach, it was RESOLVED that the 'Planning Board grant.Walter Uhl preliminary approval of 'Orient-By-The-Sea, Section. 2 on'map as amended-May 10, 1961 by Otto W. Van Tuyl & Son. Vote of the Board: dyes:- Mr.-.Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. Mr. Uhl stated he would now take care of offering a- per formance bond to the .Town .Board and forward a. letter to the Planning Board stating which roads he contemplates dedicating. to the Town at'' this time. A letter was received from 'the Cutchogue Fire District, , Ellis F. Billard,. Secretary, requesting that the Planning Board exert . every effort to a successful completion of the opening of Griffing Street ..at Cutchogue to relieve 'the congestion at. the -Cutchogue Post Office. On: motion of Mr. Young and seconded by Mr. Moisa, it. was RESOLVED that- a. letter be forwarded to the. Town Board stating that the Planning Board is continuing. to receivevritten requests for the opening of Griffing Street. to relieve the congestion at the .Cutchogue Post Office and the Planning Board believes this,' merits the Town Board's attention. .Vote -of the Board: Ayes:- Mr. Wickham, Mr. ,Moira, Mr. Grebe, Mr. Young, and'Mr. Unkelbach. The Planning Board .received from .Supervisor. Albertson a copy of a. letter from Mr. John C.. Wilmerding and the. Supervisor`s reply to the letter. Mr. Wilmerding expressed his opposition to the change of zone .from' ",A Residential and Agricultural District to "C" Industrial. District on the property of A. John Gada at Fishers Island .which toolu' place in January and February of 1961., and filing his complaint to the change .of zone. He also wished. to be noti- fied of�. any future- applications for change of zone on .property in the vicinity of his home and the home of .:Lady .Salvage on Fishers Island. The Planning Board received from the Town- Board the original petition of George W. This change of zone is .requested because applicant desires to- erect. .multiple dwelling. The 'Board decided they-would like to investigate this property before making' a report to the Town 'Board. They will maketheir report at the next.,meeting. A letter was received from Town Attorney Tasker stating that he hadreceived a letter from the firm of Weissmann and Levenbroh, attorneys for Henry. and Martin Gramlich, owners of Greenway -Realty -Corp. which. corporation has filed a subdivision map entitled "Green Acres" for approval by the Manning Board. In the letter from the attorneys they -state that the Planning. Board in considering the map suggested 'that. the subdivider relinquish a portion of the. water front to' the Town at some future time as the Town desires a park or beach :in the. area. The attorneys wished to be advised.:as to the type of stipulation which would be ' required for the conveyance of. an area in this development - to the Town at,a future date. The Board wished an excerpt of th.e. minutes of April 11, 1961 pertaining to the discussion with Martin and Henry Gramli_ch and their attorney, - be.-forwarded to. Town Attorney Tasker. It was further pointed out that the Gramlich' s attorney seems to have overlooked the fact this isn't_ a park or playground problem, it is the. dedication of.hi_ghways. Their. attorney, at the last Plan- ning Board meeting, was advis.ed, to discuss this matter with Mr. Tasker. The minutes of the meeting of April 11, on motion of Mr. Moisa, seconded by Mr. Young, 'were approved .as read. Vote of the Board: Ayes:- Mr. Wickham, . Mr. Moisa, Mr. Grebe, ,Mr. Young, and Mr. Unkelbach. Bouthold Town Planning Board -9- May 10, . 1961 on motion of Mr. Young, seconded by Mr. Moisa, it was RESOLVED that the Planning Board forward .a letter to the Town Board -expressing its appreciation. for the joint- meeting held April. 26th, and noting with gratification that each B.oard .was in full attendance. Although- solutions were not evolved -for all of th-e problems it is the feeling -of the Planning Board that progress is always made and better understandings are reached in joint meetings. Vote of the Board: Ayes;- Mr. Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The minutes of the meeting, of, April .18., 1961, on motion of Mr. Moisa, seconded by Mr. Young, were approved as. read: Vote of the. Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The nett meeting of the Southold Town Planning Board .will be held 7:30 P.M. , Tuesday;.. June- 6, 1961 at the Town Clerk Office, Main Road, Southold, New York. Mr. Terry advised that Mr. Young and he had met with members. of the New York State Department of Commerce, Bureau of Aviation, on May 5, 1-961 to go over the layout of the- proposed Southold Town Airport. State Engineer Cook felt that the site at the. west side Duck Pond Road and north side Oregon Road 'was the most suitable tl location in the Town. Sites .afhe . Town line north of Sound Avenue; 2.' another north of Bergen Avenue and 'west -of Cox Neck Road; and 3. north of Main Road, east of. Elijah Lane and west of Alvah Lane south. -of the railroad, were considered unsuitable for one reason or another and of all the sites proposed and inspected the -above - site at, Duck Pond Road is considered far and away most suitable in all respects. The- State officials will now draw up plans, specifications and. rough estimates for runways and- rough grading which will take aboot, two months. -- Tentative sketch .of the proposed. .lay- out. dated May 5, 1961 is in the files of the Planning .Board.
