PLANNING BOARD MEMBERS John Wickham, Chairman Henry Moisa Alfred Grebe Archibald Young William Unkelbach J O I N T M E E T I N G Southold' Town Board Southold Town Board of Appeals Southold' Town Planning Board March 24, 1960 A joint meeting of the Southold Town Board., Southold Town Board of Appeals and Southold Town Planning Board was held Thursday, March 24t 1960 at the Town Clerk's Officer Main Road, Southold, New York. Town Board Members Present: Messrs. Henry Tuthill, Supervisor,, Lester Albertson,, Councilmanr. Louis Demarestr Councilman,,_ Henry Clark,,. Justice of the Peace,; .Ralph Tuthill,- .Justice of the Peace,,- E. Perry Edwards.,_ Justice of the Peace. Planning Board Members Present: John Wickham« Henry Moisar Alfred Grebe, Archibald Young,_. and William Unkelbach. Board of Appeals Members Present: Messrs. Robert W. Gillispie,, Jr. , Robert 'Bergen, Herbert Rosenberg, Charles Grigonis, Jr. , and Serge Doyen, Jr. Also Present: Messrs. Robert W. Tasker,. Town Attorney, Albert W. Richmond, Town Clerk, Howard M. Terry, Building Inspector, Harold Price, Highway Superintendent, Otto W. Van Tuyle Consultants and Joseph and Anthony Stagnitta. . Joint Meeting --2- March 24, 1960 Each Board separately held their regu]a r meetings from 7: 00 P.M. until 8:00 P.M. A At 8s05. P.M. Supervisor Tuthill called the Joint Meeting to order and introduced Mr. Robert Villas- District Engineer for the Suffolk County Health Department. Mr. Villa stated that he had come before this group to ask the cooperation of the Town of Southold in helping to enforce the Health Code. He explained the need for increasing the minimum lot size to 20,,1000 sq. ft.,- the main reason being to curtail population density on a tract of 1and4l which affect the water and sewage disposal.. Mr. Villa stated that asking for 20,,000 sq. ft_ now is only a stop--gap measure between now and the time public water will be a necessity which will be the very near future. Mr. Villa also requested that the Town Board pass a resolution requiring a certificate from the Health Department approving water supply and. cesspools or other sewage disposal systems before a certificate of occupancy is issued by the Building Inspector. Members of the various. Boards asked questions which were answered in the light of what would have to be done to protect the publicks interest. Mr. Gillispie questioned Mr. Villa relative to converting salt water into fresh water and Mr. Villa stated that it is presently in the test stage_ Mr. Rosenberg asked aboutlots that are in existence at the present time with less than 20,000 sq. ft_ and Mr. Villa stated that as a general rule if they are in existence now and comply with the 100 ft. regulation between the well point and cesspool,,, the Health Department is not insisting on 20�000sq_ ft_ Discussion was held relative to subdivisions and Mr. Villa stated that the definition of subdivision by the Health Depart- ment is 5 or more lots. The members present then hear d from Mr. John G. Wetzel, District Engineer for the Bureau of State Building Code# State of New York,,: whose office is at 270 Broadway New York 7,,, New York. Mr_ Wetzel spoke relative to the Town of Southold adopting the State Building Code. He explained how it operates and what Joint Meeting -»3- March 24, 1960 the procedure is for adopting the Code, Mr. Wetzel stated that the Code Commission would supply technical advice on how to go about setting up the Code and the cost to the Towns_ upon request. Several questions were asked and answered by the various members of the Boards. Since the discussions with Mr. Villa and Mr, Wetzel were so lengthy the members presdnt decided to forego discussion on the proposed amendments to the Building Zone Ordinance until a later date.
