PLANNING BOARD MEMBERS John Wickham, Chairman Henry Moisa Alfred Grebe Archibald Young William Unkelbach M I N U T E S Southold Town Planning Board April 54� 1960 A regular meeting of the Southold Town Planning Board was held 7:30 P.M.,t; Tuesday, April 5,*, 1960,, at the Town Clerk Officer Main Road, Southold,, New York. There were present: Messrs. John Wickham; Chairman,, Archibald Young;- and William Unkelbach, Also present; Mr, Howard M. Terry,, Building Inspectors and Mr. Harold Price;, Highway Superintendent, Absent: Messrs. Alfred Grebe and Henry Moisa. The Planning Board discussed with Mr. Price the outcome of the joint meeting held March 24th between the Southold Town Boards , Planning Board and Board of Appeals with Mr. Villa of the Health Department. The Planning Board then reviewed the suggested standards for billboards submitted by Mr. Charles and Mr. Robert Witherspoon. At 8: 00 P,M. Mr. Charles and Mr. Robert Witherspoon appeared before the. Planning Board to discuss the aforementioned standards. Southold Town Planning Board April 5# 1960 Also present at this time were Messrs.. Edward Purcell.# Sheppard and Robert Ketcham. Mr. Charles Witherspoon. of Suffolk Outdoor Advertising stated to the Planning Board that they were only asking for an opportunity to replace the billboards that they have lost and are going to lose because of the road construction. Theyhave invested a great deal in their business and do not want to lose it. Mr.' Robert Witherspoon,. presented to the Board two color photographs of the signs they are. referring to*. pointing out that they are Butler Manufacturing Company signs* which are the best possible type construction.: Theproposed standards that 'they presented to the Board were taken in part directly from the Recommended'Operating Practice of the Outdoor. Advertising Association of America* Inc. The Board asked Mr. Robert Witherspoon what setback for the billboards he would recommend?- He stated that he felt they could place most of them back 2.5 to 30 ft. without any troubled howevert he felt the minimum should be set at 20 ft. and the maximum 60 ft. When asked how many signs the Witherspoons have in Southold Town they advised approximately 36.. Mr. Terry#. Building Inspector.* stated that there are approximately 30.000 non-,conforming signs in the 'Town of Southold. The Witherspoons stressed quite strongly that their recommendation would be that the five year time limit for the discontinuance of signs should be -eliminated. The. Witherspoons were advised that the Planning Board would ' taken the matter up with t#e Town Board at a ,joint meeting in the near future. The Planning Board next heard from Mr. Ed Purcell of Eds Sign Service#, Riverhead. Mr. Purcell deals mainly in the manu— facture and sale of electrically illuminated signs.. Mr. Purcell stated,, as did the Witherspoons,- that there should be thought given by the 'Planning Board to establishing separate regulations or code for -signs. The Planning Board ask that Mr, Purcell prepare a suggested set of regulations for their considerations and they also would be discussed with the Town Board. The next meeting of the Southold Town Planning Board will be a ,joint meeting between the Planning Board and the Town Board- to be. held 7; 30 P..M..# Thursday$ April 14,E 1960 at the Town Clerk Office,. Vote of the Board: Ayes:*- . Mr. Wickham. Mr. Young#. and Mr. Unkelbach. The minutes of the regular meeting of March 24& 1960,t, on motion of Mr. Unkelbach,. seconded by Mr. Young and carried„ were approved as submitted. ` Vote of the Board: Ayes:- Mr..
