Planning Board June 7 s, 1960 A regular meeting of the Southold Town Planning Board was held 7:30 PM.,, Tuesday, June- 7, 1960 at the Town Clerk Office,. Main Road* Southold„ New York. There were present: Messrs- John Wickham*. Chairman, Henry Moisa.� Alfred Grebe, Archibald Youngs and William Unkelbach. Also present: Messrs. Howard M. Terry,#, Building Inspector and Otto W. Van Tuyl,- Consultant. Mr. . Joseph Deerkoski, North Roads Mattitu.ck#. New York appeared before the Planning Board for a brief discussion relative to his proposed subdivision on the south side of Westphalia Roads: Mattituck# to be known as Deer Park; Mr. Van Tuyl stated that the water was approved by the Health Department verbally on June 6th. And all that is left for the Health Department to do is put their stamp of approval on the final plans. The Superintendent of Highways has given his verbal approval to Mr. Wickham on the road layout and he will give final approval as soon as the completed profiles Southold Town Planning Board -2-- June 7* 1960 are submitted to him. After further discussion relative to drainage patterns Mr. Deerkoski advised he would file his application for final approval of his subdivision before the next meeting of the Planning Board so th&t it might be scheduled. for a public hearing as soon as possible. The Planning Board received a . letter from the Town Board transmitting the original petition of Mary Doroski and Theodore Doroski„ Cutchoguep New York instructing the Planning Board to prepare an official report defining the conditions described in the petition and determine the area so affected with the recommendation of the Board_ The pe t ition is for a change of zone from "A" Residential and Agricultural District to "B" Business District on certain real property situated at Cutchoguex New York and more particularly bounded and described as follows: Beginning at a point on the northwesterly line of the Main Road, which point is about 535 feet measured southwesterly along said northwesterly line from Coxts Lane, said point of beginning being the southwesterly corner of John Pietrowicz and the south- easterly corner of land of Theodore Doroskit from said point of beginning running southwesterly along said northwesterly line of the Main Roado, 207 feet, more or less«, to land of Felix Doroskii thence northwesterly along said land of Felix Doroski (being along the existing "B" Business District) and continuing along land of Mary Doroskir 340 feetf thence northeasterly along said land of Mary Doroski, 185 feet,, more or less-* to land of John Pietrowiczf thence southeasterly along said land of John Pietrowicz*. 340 feet to the point of beginning. The applicants state on the petition that the lands lying immediately to the west are already in "B" .Business District and are used for commercial purposes - namely, . as a garage. A gasoline station is being operated about 560 feet to the east. The character of the neighborhood is therefore already partially "Business" in character. The premises have been us ec4 in partk. for grading of potatoes grown on the adjoining lands. The owner and tenant desire that same be used henceforth for grading potatoes commercially,. and wish to have said business operations in compliance with the Zoning Ordinance. After further discussion. on motion of Mr. Moisa,. seconded by Mr_ Grebe and carried, it was Southold Town Planning Board --3-- June 7., 1960 RESOLVED that the Planning Board recommend to the Town Board that change of zone from "A" Residential and Agricultural District to"B" Business District be made on the aforementioned. property of Mary Doroski and Theodore Doroski at Cutchogue,. New York_ Some of the members of the Planning Board are familiar with the operation. They have been packing potatoes for at least one of their neighbors for: many years prior to zoning and for the past two years they have been buying substantial quantities of potatoes. In addition to that we feel that an additional independent outlet for Long Island potatoes is probably an asset to the community_ Finallyp this property is adjacent to a "B" Business District and not too far distant from an additional "B" Business District on the same side of the street. Vote of the Boards Ayes:- Mr. Wickham,, Mr. Moisa, Mr. Grebe; Mr. Youngx and Mr. Unkelbach. The Planning Board received an acknowledgment of their letter of May 20th to Mrs. Helene J. Schmidt in which they requested additional information relative to her plans and proposals for the use of her propert0which she applied for a change of zone from "A" Residential and Agricultural District to "M" Multiple Residence District. In the reply from Mr. Erich Schmidt is was stated it is. his intention to sell the property for use as a motel site and he cannot close the deal unless a change is granted by the Planning Board. Neither he nor the prospective buyer is willing to spend any money for plans, sketches#. etc as long as the change of zone has not taken effect_ He stated he will be out of town from June 6th to June 16th and would not be able to attend any hearing within that time nor speak to any of the adjoining property owners. On motion of Mr. Moisa, seconded by Mr. Young, and carried,, It was RESOLVED that the Planning Board forward a letter to Mr_ Schmidt stating that his application is being held until some future date, at his conveniences he can furnish us with additional information relative to the purpose and plans for hJs requested change of zone from "A" Residential and Agricultural District to "M" Multiple Residence District. The next meeting of the Southold Town Planning Board will be held 7z 30 P.M. ., Tuesday,. June 21,. 1960 at the Town Clerk Office, Main Road_ Southold,_ New York. Mr. Van, Tuyl and Mr. Wickham reported to the Planning Board conversations they each had with Mr. Walter Uhl pertaining to Section 2 of Orient by the Sea. They advised that Mr. Uhl now plans to dedicate the roads to the Town and is willing to give lot No. 1 .for public access to the water. By giving lot No. 1, they stated, he wishes to eliminate the park and playground area which is shown on the map and redivide itinto lots. There was considerable discussion relative to this point and it was decided, since Mr. Uhl, does not plan to make a formal application until September, further discussion would be tabled until that time. There was a brief discussion about the preliminary plan for subdivision of land by Ruth Young at Orient. The planning Board recieved a letter fromthe Suffolk County Planning Commission in reply to their letter of May 19th with reference to Section 239k - General Municipal Law,. stating that they are presently compiling a set of procedures to be followed in connection with Section 239k. When they are in final form they will be mailed to all town and village agencies concerned. in the meantime they would like to receive two paper prints of any new subdivision map which would be affected by Section 239K. Mr, Van Tuyl presented to the Planning Board a map of the proposed location of a highway in Orient north of Route 25 which might be called Sound View Road and it appeared to the Planning Board to be the logical location for such a road and that every- thing leads them to believe that such a road will become a reality in the not too distant future, The Planning Board feels that they now have a plan to guide other developers along the way to place their roads in line, On motion of Mr_ Grebe,, seconded by Mr. Young, and carried it was RESOLVED that the Planning Board extend a vote of appreciation and recognition to Mr_ Van Tuyl for his excellent layout of the proposed road. Van Tuyl was requested to prepare another copy of this map so that the Planning Board may transmit it to the Town Board_ On motion of Mr. Young, seconded by Mr, Grebe,_ and carried,,, . it was RESOLVED that the Planning Board forward to the Town Board a copy of this proposal with the request that it not be made public as it is. a little premature,, however.,, that it be kept in their files for future reference. This map was devised to help the planning Board in their future plans. We do not feel it should be made public in view of the fact this is simply a guidance and it is our hope that future development in the area can be made to conform with this plan with some minor variations, Mate of the Boardz Ayes:- , Mr_- Wickham,&, Mr. Moisa,, Mr. Grebe, Mr, Young*, and Mr. Unkelbach.. On motion of Mr. Unkelbach,- seconded by Mr. Moisa,. and carried,,; it was RESOLVED that. the Planning Board request Mr. Van Tuyl to prepare maps with tentative future highways in the western end of the .Town of Southold, The Plann3ing .Board feels there should be sufficient access roads from the Expressway when it reaches Riverhead. Vote of the Boardz Ayess- Mr. Wickham, Mr. Moisa, Mr. Grebe,, Mr, Young,, and Mr. Unkelbach. The minutes of the meeting of MMy 17, 1960s , on motion of Mr.. Grebe, seconded by Mr. Young,. and carried,. were approved as submitted with the elimination of the word "asphalt" on line 17,, page 6. Vote of the Boardz Ayes:-- Mr. Wickhamx Mr. Moisa,& Mr. Grebe& Mr. Young, and Mr. Unkelbach. On motion of Mr. Unkelbach,, seconded by Mr. Young, and carried,, it was Southold Town Planning Board -6-- June 7, 1960 RESOLVED that the planning Board recommend to the Town Board that. steps be taken to straighten the sharp curve on Cox Neck Road between Bergen Avenue and Luthers Roadr' Mattituckt New York.. This recommendation is made in view of the fact that a piece of property in this particular location has come up for consider" ation in. the past. This is one of the most dangerous corners in Southold Town and there is a great deal of heavy tommer-cial traffic traveling through there.
