Plat of property owned by Joseph Deerkoski entitled "Deer Parkrr,#. .consisti,ng of a parcel of land of approx- imately 11.18 acres.,* situated at Mattituck,R in the Town of Southold4 Suffolk County,, New York, generally bounded and described as follows: Northerly. by land now or formerly of C. R. Bennett, 610 feet more or less;. New York: I wish to be recorded as speaking for this subdivision. MR. VAN TUYLx I wish to call the Boardx`s attention to the section in the rules and regulations referring to Public Spaces. if the subdivision is too small to establish a substantial site*, the subdivider will be required to provide a cash equivalent deposited to the account of the Playground and Park Fund. (The Planning Board discussed this points ) THE CHAIRMAN: I would like to suggest that we, discuss this after we complete the hearings on all three subdivisions. WILLIAM WICKHAM,# ESQ. , Cutchogue, New Yorks Since the first hearing I have been thinking of the matter Mr. Van Tuyl brought up about playground and recreational areas. I would like to ask you to waive any further requirements on that and I say the same thing for. the next application of ,Wilson Tuthill, My reasons are thuss I think this subdivision. and. Mr. Tuthill's subdivision have ample facilities ,for recreational purposes,, I should imagine this is intended for children mainly. I will say that each of these sections are in. the East Cutchogue District and the school is rather close and has a fine playground. Secondly we have .complied with the requirements of the Board of Health and have lots larger than required by the Town of Southold. The 20.,000 square foot lot is a fairly large lot and for the fairly modest homes which will go up there, they will have ample area for the childrens recreation. You will also notice we have provided quite a large area on the map going down to the Creek.. There is a 100 ft. frontage there and I think that should be .recognized also. I will say that was put in because we plan to have these roads dedicated to the Town, As a matter of fact we plan to have all the. papers before the Town Board on next Tuesday and that is a requirement of the Town for the dedication of highways- By taking those three things all together on a small development I would be inclined to urge that you people find that we have sufficient area there for normal recreational development, Of course on the creek is boating and Little Neck Road also goes down-to ,another part of the Creek, So they have for boating. facilities more than any inland development would have. WZZIAM WICKHAM,r Cutchogue, New Yorks Since this development -and the previous one are adjoining and also adjacent on the Creek I wish my remarks made at the previous hearing spread upon the record, THE CHAIRMAN: Certainly, (Remarks .ma.de by William Wickhamt Esq. at the Public Hearing upon approval of the plat "Moose Cove") Since the first hearing I have been thinking of the matter Mr, Van Tuyl brought up about _ playground and recreational areas. On motion of Mr. Moi.sa, seconded by-Mr, Grebe, and carried,. it was RESOLVED that Mr. ARchibald Young be elected Vice-Chairman of the Southold Town Planning Board. Vote of the Board: Ayes:-- Mr. Wickhamx. Mr. Moisat. Mr. Grebex_ and Mr. Unkelbach. On motion of Mr. Grebe. seconded by Mr. Unkelbach, and carried; it was RESOLVED that Mr. Henry Moisa be, elected secretary of the Southold Town Planning Board July 6.4 1960 the Southold Town Planning Board, Vote. of the Board; Ayes s- Mr, Wickham~ Mr.. .Y.oung,, Mr. Grebe*. and Mr, Unkelbach. The Planning Board considered and discussed the matter_ of allocation of ,playfield, parks and other open spaces in subdivisions. Our present .rules and regulations indicate an area of .at least one acre per 100 building lots for such purposes,, which is about '3%, It was thought that 5% might be a more accurate figure- ,On motion of Mr. .MQisa,_ seconded by Mr. Grebes and carried„ it was RESOLVED that the Planning Board write to -the Townships of Babylon, Brookhaven„ Huntington,. Islip and Smithtown request- ing that they advise us of their latest schedule of such fees and their latest requirements for playfields and other open spaces in subdivisions. Vote of the Boards Ayesz Mr. Wickham, Mr- Moisa Mrs Grebe,,,-- Mr. Young g and Mr. Unkelbach. The Board discussed the question of requiring performance bonds. It was decided they would hold to the patternof .waiving performance bond if the developer is going to dedicate his roads within 90 days of the approval of his plat by the Planning Board. They further feel it would be good business to notify the developer of this procedure at the time he applies for preliminary approval of his Plat, With reference to the Planning Board's previous contact with the Riverhead Town Planning Board relative to a joint meeting,. the Planning Board received a letter from the Riverhead Board stating that their next regular meeting is scheduled for Wednesday, July 13k 1960 and they would he happy to meet with this Board at that time., It was decided that the Southold Planning Board would go to Riverhead on Wednesday, July 13, 1960 at approximately, 8s00 P,M. for this joint meeting. Southold Town Planning Board - 10- July 64 1960 In replying to the Riverhead Board it was suggested that they might wish to invite one of the members of the County Planning Board to this ,joint meeting* The Planning .Board received a letter from the Suffolk County Health Department -transmitting a resolution referring in general fashion to all areas not conducive to the successful use of private sewaAje disposal systems_ They are primarily concerned at this time with the marshland hydraulic fills,,. as suitable (for sewage disposal) share front property is rapidly becoming a thing of the past. The Health Department feels the Planning Board should give a great deal of thought to any future proposed building on . land of this nature to insure the health and well being of the people who will live there and those in the Surrounding areas. The Planning Board next considered.# againp, the petition of Stephen Hornick for a change of zone on certain property on Skippers Lanej, Orient, New York- Mrs. Hornick had asked that her letter from the Department of Health, Riverhead.,,. be read to the planning Board. This letter stated that Mr. Hornick would have to relocate his well#. . install a second cesspool before he would receive approval from the Health Department_ After considerable discussion,, and a report from Mr. Young on his inspection of the property,_ On motion of Mr. Young,, seconded by Mr. Moisav- and carried* it was RESOLVED that the Planning Board advise the Town Board that. they are unwilling to recommend the property of Stephen Horni-ckj_ Skippers Laney. Orient, New York., for a change of zone from "A" Residnetial and Agricultural District to "M" Multiple Residence District as it is the belief of the Plan- ring Board that this property will not meet the requirements for a Multiple Residence District.. It was further RESOLVED that a letter be,forwarded '. to Mrs. Stephen Hornick advising of the Board's recommendation_ Vote of the Boards Ayes:- Mr.. wickham,, Mr. Moisa, Mr.. Southold Town Planning Board -ill. duly 6, 1960 The planning Board next received« from the Town Boardrt the original petition of Mary E,r Scholtz and Margurite E_ Scholtz, Laurel,, New Yorks requesting a change of zone from "A" Resi- dential and Agricultural District to "B" Business District ca certain real property situated a.t .Laurelo- New York,t and more particularly bounded and described as follows: Beginning at a concrete marker cn the northerly line, of the Main Road (Route 25)#. said point being the northeasterly corner of land of Edward .J_ Schultz,, running thence southwesterly along said land of Edward Schultz 186 feet more or less to a pointF thence easterly along lands of the applicant 94 feet more or less to a point] on the .property line of land of Sophie Saunderst thence running in a southeasterly direction along said land of Sophie Saunders 181 feet more or less to the northerly line of the Maui Road] thence running .in a- westerly direction along the said northerly °line of the'Main Road 67 feet 7 inches to the place or point of beginning* Applicants state they request this change as it is .their intention to operate, a "neighborhood store"t selling ice cream,, newspapers vegetables and other mimellaneous items customarily sold in such a store. After considerable. discussion,,_ on motion of Mr: Grebe, seconded by Mr. Unkelbach and carried.. it was RESOLVED that the Planning Board recommend to the Town Board this change of zone from "A" Residential and Agricultural District to "B" Business District4, on the Town Board's own motion„ the property of Mary E. Scholtz and W prite E. Scholtz,, and include all property from Aldrich Lane to and including the Eastern T., V. Business building owned by Edward Scholtz and also including the sand pit operation located northeasterly from,the Main Road. Vote of the Board: Ayes:- Mr. Wickham, Mr, Moisa, Mr_ Grebe,. Mr.. Young,, ' and Mr. Unkelbach. The minutes of the meeting of June 21, 1960,. .on motion of Mr. Unkelbachx seconded by Mr. Grebe,K. and carried, were approved as submitted. Vote of the Board: Ayes:- Mr.. Wickham,,_ Mr.. Moisa,. Mr. .Grebe Mr. Young,,.. and Mr- Unkelbach. Southold Town Planning Board —12-» July 6; 1960 Mr. Van Tuyl reported that he had spoken with Alden Young with reference to the possible route of the Expressway and Mr, Young stated there is some chance it may be located north of Grummans. Mr. Howard Terryx Building Inspector, read to the Planning Board his report on his attendance at the Annual Meeting of the Conference of Mayors and other Municipal Officials and the Annual Meeting of the New York State Building Officials Conference at Rochester. The Planning Board commended Mr. Terry on his comprehensive report_ The Board discussed the method of assessment related to them on November 9,, 1955 when Mr. Raymond Terry of the Southold Town Board of Assessors attended their meeting. On motion of Mr.. Unkelbach,. seconded by Mr. Youngs and carried, it was RESOLVED that Planning Board forward a letter to the Southold Town Board stating that it has come to the attention of the Planning Board that the present policy of the Board of Assessors seems to be to. assess undeveloped land on the basis of what it might bring on todays market if developed. The Planning Board would like to point out that this is completely contrary to the policy outlined to the Planning Board and the Zoning Commission in meeting with the Board of Assessors in November 1955. We further feel that such a policyr if followed„ would be extremely detrimental to the healthx_ interests,. and welfare of the Town, of Southold and directly contrary to Items la 2 and 6 in our Preamble. for the Rules and Regulations for the Subdivision of Land of the Town of Southold. The Planning Board would respectfully request the Town Board to give this their further attention.. The next meeting of the Southold Town Planning Board will be held 700 P.M.,,;.
